The Government has recently announced a £8.3 billion funding uplift for roads resurfacing across England between 2023/24 \u2013 2033/34. As part of this it has provided the London Borough of Bexley Council with an additional £275,000 in 2023/24 and will provide a further £275,000 in 2024/25.<\/p>

<\/p>

This money has been provided directly to the respective London Borough rather than via the Mayor of London. At a national level, the Department publishes statistics on gov.uk on the condition and maintenance of the highways in England.<\/p>

<\/p>

Ultimately, however, under the 1980 Highway Act it is the responsibility of the local highway authority, in this case the London Borough of Bexley Council, to maintain and manage the highway network they are responsible for. In London, transport is a devolved matter, and the overall state of London\u2019s roads is a matter for the Mayor.<\/p>

Charging and payment methods for car parking at stations is a commercial decision for train operators and Network Rail. Train operators are responsible for considering the equalities impacts of operational changes on issues such as this, as set out in the 2018 \u2018Station Car Parking Good Practice Guide for Train Operators\u2019. Smart motorways operate using a range of safety systems and are designed not to be reliant on one single piece of roadside technology for safe operation.<\/p>

<\/p>

National Highways has worked hard to deliver a significant improvement in the performance of stopped vehicle detection (SVD), with all schemes now meeting performance requirements.<\/p>

In their annual safety report published in December 2023, the ORR confirmed that SVD technology is now meeting performance requirements for detection rate, detection time, and false detection. The ORR will continue to monitor SVD performance closely.<\/p>

<\/p>

Further, National Highways is investing more than £300m to maintain roadside technology and improve its performance during Road Period 2 (2020-2025). This includes £105m targeted at improving its systems and technology on All Lane Running (ALR) sections of smart motorway. Roadside technology on ALR smart motorways is given high priority.<\/p>

<\/p>

National Highways has well-rehearsed contingency plans for both planned and unplanned outages. These include lowering speed limits, increasing patrols by its traffic officers, enhanced monitoring of CCTV, and using pre-positioned vehicle recovery to speed up attendance and clearance of stranded vehicles.<\/p>
