This is a matter for local highway authorities.<\/p>

<\/p>

Under the 1980 Highways Act, the highway authority is responsible for the management of those streets that have been adopted by it, or its predecessor authorities. A road that is not maintained at public expense by a highway authority is known as a private street, as defined by Section 203(2) of the Act. The responsibility for management of private streets generally rests with those who own properties that either front onto or border the street concerned (known as \u201cfrontagers\u201d).<\/p>

<\/p>

Under section 230 of the 1980 Highways Act the local highway authority has the power, without commitment to adoption, to require the frontagers of a private street to carry out urgent repairs, within in a set time limit, to prevent danger to road users or the public. This is, however, entirely a matter for local authorities.<\/p>

The Department is providing an unprecedented £8.3 billion of additional funding over this year and the next decade to local highways authorities in England to enable them to transform the condition of their local roads. £150 million of this has already been allocated in 2023/24 with a further £150 million to follow in 2024/25. All of this has been made possible by reallocating funds that would have otherwise been spent on the HS2 programme.<\/p>

The decision to provide £105m of Rail Network Enhancements Pipeline (RNEP) funding to deliver the Darlington Station Enhancements scheme was taken not only due to the direct journey time and reliability improvements it will provide to rail users, but also the result of the wider economic benefits it will generate for Darlington and the region, resulting from increased productivity.<\/p>

These benefits will be further enhanced through complementary investment from Tees Valley Combined Authority, who are utilising a number of funding streams \u2013 including the Active Travel England Fund \u2013 to improve the public realm surrounding the station.<\/p>

Chapter 4 of the Third UK Climate Change Risk Assessment Technical Report assesses the climate-related risks and opportunities to infrastructure in the UK. Part 4.8 of that document considers the risks to subterranean and surface infrastructure from subsidence.<\/p>

National Highways is responsible for the operation, maintenance, renewal and enhancement of the Strategic Road Network, funded by the Government in 5-year roads periods with objectives set out in Road Investment Strategies. The second Road Investment Strategy (2020-2025) includes action to enhance all-weather resilience of the strategic road network, to minimise the risk of incidents and their impact for road users. National Highways also reports under the adaptation reporting power of the Climate Change Act 2008 on what it is doing to check climate resilience against the latest Met Office Climate Projections and undertake actions to improve resilience across its network. The next round of adaptation reporting closes at the end of 2024.<\/p>

In respect of local roads, the Department is providing over £5.5 billion of highways maintenance funding between 2020/21 \u2013 2024/25 for eligible highway authorities outside London and those receiving City Region Sustainable Transport Settlements (CRSTS). This funding is not ring-fenced, and authorities may choose to use it to maintain their network, including repairs to the highway following subsidence and actions to make networks more resilient to changing weather patterns. The Government has also announced that it will provide an additional £8.3 billion of reallocated HS2 funds over this year and the next decade to help authorities to transform their highway networks.<\/p>

On 20 March, ASLEF announced a further rolling programme of one-day strikes and action short of strike on the National Rail network. The rail industry is working on contingency planning and will do all it can to minimise the impacts for passengers. During periods of strike action, rail operators deploy measures such as implementing amended timetables to ensure services can be delivered reliably and safely. To minimise impacts and keep passengers informed during periods of strike action, the rail industry uses widespread passenger messaging to publicise disruption and the latest travel information in stations, through websites, and on social media channels.<\/p>

The government has also put in place legislation to enable train operators to plan for a 40% minimum level of service during strikes. It is a decision for individual employers whether to use this new tool to mitigate the impact of strikes, but we expect operators to be ready and able to do so, and to make that decision in the best interests of passengers.<\/p>

The Rail Delivery Group has presented a fair and reasonable offer to ASLEF which it rejected without allowing its members to vote on their future.
