The UN assesses that although the current number of detected cases remains relatively low in Gaza and the West Bank, the capacity of the Palestinian health system to cope with an increase in COVID-19 cases is poor, including the low availability of PPE and ventilators. The situation is particularly severe in Gaza, where the health system has shortages in specialised staff, drugs and equipment.

The UK has pledged £764 million to support the global humanitarian response to COVID-19. We have delivered additional vital support in the Occupied Palestinian Territories by providing funding to the World Health Organization and UNICEF to purchase and co-ordinate the delivery of medical equipment, treat critical care patients, train frontline public health personnel and scale up laboratory testing capacity. I also recently announced £20 million in new funding, which will help the Palestinian Authority support its health workers who have been on the frontline battling coronavirus.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4366", "label" : {"_value" : "Biography information for James Cleverly"} } , "answeringMemberConstituency" : {"_value" : "Braintree"} , "answeringMemberPrinted" : {"_value" : "James Cleverly"} , "dateOfAnswer" : {"_value" : "2020-06-15", "_datatype" : "dateTime"} , "groupedQuestionUIN" : [{"_value" : "57226"} , {"_value" : "57227"} , {"_value" : "57228"} , {"_value" : "57229"} , {"_value" : "57341"} ], "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2020-06-15T15:21:09.543Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "20"} , "answeringDeptShortName" : {"_value" : "International Development"} , "answeringDeptSortName" : {"_value" : "International Development"} , "date" : {"_value" : "2020-06-09", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Occupied Territories: Coronavirus"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for International Development, what steps her Department is taking to support the covid-19 response in the occupied Palestinian territories.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4122", "label" : {"_value" : "Biography information for Alex Cunningham"} } , "tablingMemberConstituency" : {"_value" : "Stockton North"} , "tablingMemberPrinted" : [{"_value" : "Alex Cunningham"} ], "uin" : "57195"} , {"_about" : "http://data.parliament.uk/resources/1201774", "AnsweringBody" : [{"_value" : "Department for International Development"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1201774/answer", "answerText" : {"_value" : "

The UK remains deeply concerned about the restrictions on movement and access that affect Gaza. The restrictions impact infrastructure development, the delivery of vital humanitarian services and limit the professional development of health and humanitarian workers.

During this global crisis, cooperation is vital. The cooperation between the Government of Israel and the Palestinian Authority towards tackling COVID-19, as well as the important part played by the United Nations, was a very welcomed response. The British Embassy in Tel Aviv and the British Consulate-General in Jerusalem are in regular contact with the Israeli and Palestinian authorities respectively. We encourage UN agencies, the PA and the Israeli Government to work together to ensure that essential medical supplies and staff are able to access Gaza.

DFID is providing £1.3 million (2018-21) to support the UN’s Access Coordination Unit (ACU), which works to ensure humanitarian access to Gaza for UN and NGO workers. Education Cannot Wait is designed to bring together the expertise, energy and capabilities of different actors, to work together more effectively on education in emergencies and protracted crises. A diverse range of organisations were involved in the development of the fund – including UN agencies, donors, recipient countries and civil society – through a consultative process co-chaired by the UK and Canada. The fund is intended to enable agencies to do more of what they currently do well in the sector, for example through providing support to strengthen the humanitarian education cluster at a global and local level.
