Off-grid renewable energy is often the best way for millions of people to have access to electricity, especially in rural areas. DFID’s support to off-grid electricity generation is delivered through a range of programmes.

We provide funding for the installation of off-grid solar power, such as through mini-grid projects in Kenya and Rwanda. We provide technical assistance and are helping to establish markets in a number of African countries for household solar power. For example, a programme using results-based financing is delivering clean energy electricity access to millions, while the Africa Clean Energy programme is supporting a market-based approach for private sector delivery of solar home system products and services.

We also support private sector off-grid projects through the Green Climate Fund. For example, one project is helping 50 poor, rural communities in Mali to switch from fossil fuel-powered diesel generators and kerosene lamps to green energy by installing solar mini-grids. We also support development finance interventions such as the Private Infrastructure Development Group, the Multilateral Development Banks, and CDC – which has, for example, invested substantial equity in M-KOPA, a pay-as-you-go solar energy company.

Since 2011, the UK has provided 26 million people with improved access to clean energy and installed 1,600 MW in clean energy capacity.

The Prime Minister announced at the UN Climate Action Summit funding of up to £1 billion for research, development and deployment of new energy technologies and business models to unlock opportunities in developing countries for cleaner growth and better access to clean energy.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4062", "label" : {"_value" : "Biography information for Lord Goldsmith of Richmond Park"} } , "answeringMemberConstituency" : {"_value" : "Richmond Park"} , "answeringMemberPrinted" : {"_value" : "Zac Goldsmith"} , "dateOfAnswer" : {"_value" : "2019-10-28", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2019-10-28T16:07:22.84Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "20"} , "answeringDeptShortName" : {"_value" : "International Development"} , "answeringDeptSortName" : {"_value" : "International Development"} , "date" : {"_value" : "2019-10-22", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Developing Countries: Renewable Energy"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for International Development, what support his Department provides to developing countries to support off-grid electricity generation from renewable sources.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/318", "label" : {"_value" : "Biography information for Lord Spellar"} } , "tablingMemberConstituency" : {"_value" : "Warley"} , "tablingMemberPrinted" : [{"_value" : "John Spellar"} ], "uin" : "3539"} , {"_about" : "http://data.parliament.uk/resources/1137579", "AnsweringBody" : [{"_value" : "Department for International Development"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1137579/answer", "answerText" : {"_value" : "

UK support over the last six years has resulted in 17 million people having improved access to clean energy, and 590MW of clean energy capacity being installed.

DFID’s support to clean energy in developing countries is delivered through a range of programmes. For example, DFID provides funding to support the installation of more solar power such as through mini-grids in Kenya and Rwanda; helps to establish markets in African countries for small scale, household solar power so poor people have access to affordable clean energy; and funds research and innovation for example in electric vehicles, clean cookstoves and solar battery storage. We also provide support for investments in clean energy through CDC for example supporting hydro-electric power in DRC; and through our funding of multilateral development organisations, such as the World Bank and the Green Climate Fund, the latter of which reports investment of $12.4 billion in renewable energy since 2008.

Our priority is to help developing countries establish a secure and sustainable energy supply, which is essential for economic growth and poverty reduction. We are doing that in a way that supports the global climate change goals.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4107", "label" : {"_value" : "Biography information for Dame Harriett Baldwin"} } , "answeringMemberConstituency" : {"_value" : "West Worcestershire"} , "answeringMemberPrinted" : {"_value" : "Harriett Baldwin"} , "dateOfAnswer" : {"_value" : "2019-07-15", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2019-07-15T15:57:10.163Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "20"} , "answeringDeptShortName" : {"_value" : "International Development"} , "answeringDeptSortName" : {"_value" : "International Development"} , "date" : {"_value" : "2019-07-08", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Developing Countries: Renewable Energy"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for International Development, what support her Department is providing to clean energy projects in developing countries.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4469", "label" : {"_value" : "Biography information for Angela Crawley"} } , "tablingMemberConstituency" : {"_value" : "Lanark and Hamilton East"} , "tablingMemberPrinted" : [{"_value" : "Angela Crawley"} ], "uin" : "274575"} , {"_about" : "http://data.parliament.uk/resources/971466", "AnsweringBody" : [{"_value" : "Department for International Development"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/971466/answer", "answerText" : {"_value" : "

Since 2012, DFID has committed at least £782 million to the development of renewable energy. This includes bilateral projects and DFID contributions to those multilateral funds solely focused on energy. DFID has improved access to clean energy for an estimated 15.6 million people and installed an estimated 229 MW of clean energy capacity.

The Secretary of State has had no specific discussions with the World Bank about investing in local, clean and renewable energy for poor communities.

However, the UK is using its influence as a major shareholder to encourage the World Bank to step up its support for developing countries to invest in renewable energy. We do so in high level meetings, through our interventions in board discussions of the Climate Change Action Plan as well as in discussions on specific project plans to target cases where this is the most cost effective option for countries to expand their energy supply. The UK contributes to the World Bank’s work in this area through its core funding, as well as partnerships including the Energy Management Assistance Programme (ESMAP), the Climate Investment Funds and the Global Environment Facility. The UK strongly supports the World Bank’s work to increase access to cleaner, more efficient cooking and heating solutions, which now stretches across 15 countries with regional programmes in Asia, Africa and Central America.

The World Bank committed to 28% of its financial support being climate related by 2020 and to achieving a number of goals, including on renewable energy, in its Climate Change Action Plan 2016 – 2020. We are currently in discussions with the World Bank on setting even more ambitious targets for the period beyond 2020.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4107", "label" : {"_value" : "Biography information for Dame Harriett Baldwin"} } , "answeringMemberConstituency" : {"_value" : "West Worcestershire"} , "answeringMemberPrinted" : {"_value" : "Harriett Baldwin"} , "dateOfAnswer" : {"_value" : "2018-04-26", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2018-04-26T14:02:10.127Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "20"} , "answeringDeptShortName" : {"_value" : "International Development"} , "answeringDeptSortName" : {"_value" : "International Development"} , "date" : {"_value" : "2018-04-19", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Developing Countries: Renewable Energy"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for International Development, what discussions she has had with the World Bank on investing in local, clean and renewable energy for poor communities.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4058", "label" : {"_value" : "Biography information for Paul Blomfield"} } , "tablingMemberConstituency" : {"_value" : "Sheffield Central"} , "tablingMemberPrinted" : [{"_value" : "Paul Blomfield"} ], "uin" : "136750"} , {"_about" : "http://data.parliament.uk/resources/760132", "AnsweringBody" : [{"_value" : "Department for International Development"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/760132/answer", "answerText" : {"_value" : "
