As co-hosts of the London Conference on Afghanistan (LCA), the UK government has agreed the overall invitation list in partnership with the Afghan Government. However, decisions on civil society attendees have been made by Afghanistan civil society themselves (rather than the UK or Afghan Government) through a democratic process in Kabul.
