The UK is a world leader in championing prevention of Violence Against Women and Girls through research, programmes and partnerships. Our £25million What Works to Prevent Violence programme is the largest global investment in research into prevention of violence against women and girls and I am committed to maintaining the UK\u2019s global leadership in this area.<\/p>

Far more needs to be done to combat the appalling levels of violence that women and girls experience every day around the world. During humanitarian emergencies, violence against women and girls can increase in both frequency and severity. DFID funded \u2018What Works to Prevent Violence\u2019 research in South Sudan revealed that over 73% of girls and women experienced intimate partner violence.<\/p>

<\/p>

The UK is an active member of the Call to Action on Protection from Gender-based Violence in Emergencies, which brings together governments, UN agencies, international NGOs and civil society organisations to share best practice and report on progress against shared commitments on preventing and responding to GBV. The UK co-chairs the States and Donors Working Group.<\/p>

Participants at the Ending Sexual and Gender-Based Violence (SGBV) in Humanitarian Crises Conference agreed that strengthening SGBV prevention and response must be a humanitarian priority. Baroness Sugg represented the UK at the conference and reiterated the UK\u2019s strong leadership on ending all forms of SGBV, announcing UK political commitments which included ensuring access to life-saving sexual and reproductive health services for women and girls in humanitarian crises and £7 million of support to tackle SGBV in Syria through our partnership with the United Nations Population Fund (UNFPA).<\/p>

There is more the UK can do to prevent all forms of violence, including sexual violence in conflict. Through initiatives such as Preventing Sexual Violence in Conflict (PSVI) and the Ending Sexual and Gender-Based Violence (GBV) in Humanitarian Crises Conference (Oslo Conference) we are continually challenging ourselves and others to step up and do more to tackle the problem.<\/p>

At the Oslo Conference the UK announced an additional £7 million in funding for GBV in Syria. We are committed to continuing to step up our GBV prevention and response but these efforts are not limited to DFID funding. UK leadership includes advocating for all humanitarian actors to recognise SGBV as a shared priority and investing in evidence that demonstrates both the scale of the problem and effective interventions to address SGBV. The Government recognises the devastating impact of Cyclone Kenneth and has moved quickly to respond. In Mozambique, which has suffered the worst effects, we have supported the provision of emergency shelter, health and sanitation to the worst-affected populations with an emergency grant of £3m; we are now assessing options for further assistance. In Comoros the UK does not have a permanent presence and we are therefore deferring to partners. The main platform for relief has been the UN CERF Facility, to which the UK is the largest donor. While the UK supports camp closures in line with the Rakhine Advisory Commission recommendations, we are concerned that Government of Myanmar has not granted freedom of movement. We are monitoring the situation closely with the international community and pressing for adherence with global best practice on camp closure.<\/p>

The UK provides humanitarian aid to all displaced peoples and host communities based on need, regardless of camp closure. The UK has provided £82m of humanitarian aid since 2012 to support internally displaced people (IDP) across Myanmar. Humanitarian access is limited but we are pioneering new ways to remotely manage and monitor the impact of our programmes, while continuing to press for access. We are committed to the empowerment of women in Iraq, where inequality has increased following decades of war. DFID has funded UN and NGO partners to deliver humanitarian aid and protection for girls and women, access to livelihoods for female headed households, and to improve women\u2019s opportunities in higher education. The UK's regional gender project, MENAFEM, operates in Iraq and delivers capacity building to six women\u2019s rights organisations in Iraq, as well as funding direct activity on advocacy, women\u2019s political participation, GBV prevention and support to survivors.<\/p>

We continue to closely monitor the humanitarian situation in the Occupied Palestinian Territories (OPTs) and are considering providing further humanitarian support in 2019. Last year we provided £2 million to UNICEF which was included in the 2018 Humanitarian Response Plan for the OPTs. This support has helped reduce the spread of disease in Gaza by disinfecting water in 280 water wells, 48 desalination plants, and 40 water reservoirs.<\/p>

We have also recently announced a new package of £2 million to the International Red Cross Committee (ICRC) to support Gaza\u2019s struggling health sector. This funding is contributing to the delivery of surgical equipment, drugs and disposables, wound dressing kits, and rehabilitative prosthetics. It will also help to provide physical rehabilitation services for up to 3,000 disabled people. The UK remains very concerned about the humanitarian situation of the estimated 41,000 people stranded at Rukban camp. DFID engages regularly with the UN to understand the latest assessments of the humanitarian needs of those in the camp \u2013 these needs remain high, particularly given the lack of sustained access provided to humanitarian actors. Together with our international partners, we continue to call on the Syrian Regime and its backers to facilitate sustained humanitarian access to the camp.<\/p>

DFID is continuing to support essential humanitarian assistance to Rukban camp, including contributing to the provision of clean water and medical support for the UN clinic. The UK remains very concerned about the humanitarian situation of the estimated 41,000 people stranded at Rukban camp. DFID engages regularly with the UN to understand the latest assessments of the humanitarian needs of those in the camp \u2013 these needs remain high, particularly given the lack of sustained access provided to humanitarian actors. Together with our international partners, we continue to call on the Syrian Regime and its backers to facilitate sustained humanitarian access to the camp.<\/p>
