We have been clear that leaving the EU with a deal remains the Government\u2019s top priority. The paper \u2018Implications for Business and Trade of a No Deal Exit on 29 March 2019\u2019 explains that leaving the European Union without a deal on 29 March 2019 would have a variety of effects on business, trade and the economy, and despite government mitigation, the impact of a 'no deal' scenario is expected to be significant in a number of areas. As a Government, we do not want \u2018no deal\u2019, however it is only prudent that we ensure businesses are as prepared as possible for every outcome.<\/p>

The priorities and concerns of SMEs are taken seriously by Government. DExEU Ministers have attended the SME Advisory Board, chaired by BEIS. The Government has set out a unilateral offer to protect the rights of EU citizens living in the UK in all scenarios, and has been urging all Member States to do the same for UK nationals living in their countries.<\/p>

Despite the welcome progress made by some Member States to protect the rights of UK nationals in their countries, there are other areas where the offer to UK nationals falls short, particularly in relation to healthcare. This is why the Government supported the objective of the Costa amendment on the 27 February, as a ring-fenced agreement would achieve our aim of providing certainty to citizens whatever the outcome of negotiations. The Government is now writing to the EU institutions seeking clarity on their position in regards to ring-fencing the citizens\u2019 rights part of the Withdrawal Agreement.<\/p>

If a joint UK-EU commitment to ring-fence citizens cannot be achieved, protecting the rights of UK nationals in the EU would, in a no deal, ultimately be a matter for the EU and individual Member States. We are urging them to take all necessary measures to do so. The Foreign Secretary has written to all of his counterparts, and the Government is holding further urgent discussions with Member States to seek assurances on the rights of UK nationals in the EU.<\/p>

Leaving the EU with a deal remains the Government\u2019s top priority. Our no deal preparations will ensure the country is prepared for every eventuality. Extensive preparations have been underway for over two years and these are continuing.<\/p>

We have passed critical legislation, signed international agreements, recruited additional staff and guaranteed certain EU funding in a no deal scenario. Border Force is recruiting c.600 additional Border Force officers and HMRC have already hired over 2,300 extra staff for Brexit, including additional operational staff, like customs inspectors.<\/p>

In September 2018, and again in December and February, HMRC sent letters to the 145,000 VAT registered businesses who currently trade with the EU advising them what action they need to take on customs in the event of no deal.<\/p>

We have also published and updated 106 specific technical notices to help businesses, citizens and consumers prepare for a no-deal scenario.<\/p>

The Government\u2019s position on customs is as set out in the Political Declaration and we seek to further agree these proposals in the next phase of the negotiations.<\/p>

The Government has made clear that it values international exchange and collaboration. Officials in the Department for Exiting the EU and the Department for Education have met with the EUI to hold discussions to explore options to provide continuity and ensure UK students at the EUI can complete their studies.<\/p>

Should Parliament approve the deal the Prime Minister has negotiated with the EU, the UK will continue to apply the terms of the EUI Convention for the duration of the implementation period. The UK\u2019s rights and obligations under the Convention would continue during that period, in accordance with the Withdrawal Agreement. The Political Declaration sets out that we will establish general principles, terms and conditions for UK participation in EU programmes in areas of shared interest, and wider dialogues to allow us to share best practice and act together in our mutual interest. On this basis, we will explore with the European University Institute options for future participation in its activities and we will work to ensure that UK students at the EUI will be able to complete their studies.<\/p>

The European University Institute Convention (EUIC) is an agreement between the Member States of the European Union. After 29 March 2019, the United Kingdom will cease to be a Member State of the European Union and, as such, the UK\u2019s membership of the EUIC will automatically cease. Should Parliament approve the deal the Prime Minister has negotiated with the EU, the UK will continue to apply the terms of the EUI Convention for the duration of the implementation period. The Department for Exiting the European Union is responsible for overseeing negotiations to leave the EU and establishing the future relationship between the UK and EU. To deliver the Department\u2019s objectives DExEU works closely with the Cabinet Office and other departments.<\/p>

Since the creation of the Department (a) 23 officials have been transferred out from DExEU to the Cabinet Office and (b) 52 officials have been transferred into DExEU (35 from the Cabinet Office and 17 from the FCO). These figures do not include staff who have joined or left the Department on individual loan agreements.<\/p>
