The primary focus of the UK\u2019s international cooperation on marine litter is the OSPAR convention for the protection of the marine environment of the North-East Atlantic. In June 2014, OSPAR contracting parties agreed a regional action plan on marine litter. This plan fulfils requirements of the EU\u2019s marine strategy framework directive for EU Member States to work together to address marine litter, and contributes to United Nations Environment Programme\u2019s global partnership on marine litter. The UK also works within the International Maritime Organization (IMO), which has banned the discharge of plastic from shipping under MARPOL Annex V since 1988, and keeps MARPOL and its other Conventions under review.<\/p>

The penalty for felling a tree without the authority of a felling licence is prescribed by section 17 of the Forestry Act 1967. A person guilty of this offence is liable on summary conviction to a fine not exceeding level 4 on the standard scale or twice the sum which appears to the court to be the value of the tree, whichever is the higher. The standard scale of fines was introduced into the Forestry Act by the Criminal Justice Act 1982.<\/p>

The construction and demolition sector has made great strides in reducing the amount of waste that is sent to landfill. We are required to report on the recovery of construction and demolition waste across the UK, with a target of achieving a recovery rate of at least 70% by 2020. It is challenging to measure progress against this target and the methodology is being reviewed, but provisional estimates indicate that England is achieving a recovery rate that is comfortably above 70%, with the amount landfilled having decreased by over 40% between 2008 and 2012.<\/p>

In September 2013 the Government published the UK Five Year Antimicrobial Resistance (AMR) Strategy 2013 to 2018 which is led by the Department of Health, Public Health England and Defra. An annual progress report and implementation plan for the strategy is due for publication in November. This report will describe progress in implementing the strategy. It will include the further measures on animal health to be taken over the next four years to respond to the risk of AMR and to promote the responsible use of antibiotics.<\/p>

Regulatory decisions on the use of genetically modified (GM) products are taken collectively at EU level. The EU has authorised the marketing of over forty different types of GM crop as imported food or feed products, and GM soya in particular is being widely used in the UK and across the EU as an animal feed ingredient. However only one type of GM crop is approved for commercial planting in the EU, an insect-resistant maize of no practical interest for UK farmers. That authorisation was granted in 1998, since when the EU has struggled to reach decisions on GM cultivation because of different views among the Member States. A proposal is being discussed that should make it easier to reach EU decisions, by giving Member States more national discretion to avoid GM cultivation in their own territory. The European Parliament is now considering the proposal and it could be adopted next year if the Parliament and Council can reach agreement on the specific provisions.<\/p>
