The Government has introduced a new immigration pilot scheme for 2019 and 2020 enabling up to 2,500 non-European Economic Area migrant workers, including seasonal workers from Ukraine, to come to the UK to undertake seasonal employment in the edible horticultural sector.<\/p>

This pilot will test the effectiveness of our immigration system at alleviating seasonal labour shortages during peak production periods, whilst reducing immigration to sustainable levels and continuing to welcome those who make an invaluable contribution.<\/p>

<\/p>

This pilot is not designed to meet the full labour needs of the horticultural sector. Rather we are seeking to evaluate the immigration pilot\u2019s ability to assist in alleviating labour shortages during peak production periods.<\/p>

<\/p>

Defra and the Home Office will work closely to monitor the pilot, and review its performance against the stated objectives. This pilot will help inform our understanding of how such immigration routes perform in a modern global context, and support the design of our new immigration system laid out in the recent White Paper. Defra is working to improve the official evidence based on temporary worker supply and demand, through a new quarterly survey of growers, the results of which we will consider carefully. We are also working closely with industry to understand trends in labour demand and supply.<\/p>

<\/p>

Immigration issues are reserved and remain the policy responsibility of the Home Office. After we leave the EU, we must ensure that we have an immigration system that works in the best interest of the whole of the UK.<\/p>

<\/p>

Defra is working closely with the Home Office to ensure that there is a long term strategy for agricultural labour as part of the future immigration strategy. The Home Office has launched a 12-month engagement programme with sectors across the UK to enable businesses and other stakeholders to shape the development of the future skills based immigration system.<\/p>

As such, there are no plans to expand this pilot at this time. In the event of a no-deal Brexit, overseas vets already registered with the Royal College of Veterinary Surgeons (RCVS) or in the process of registering by 30 October 2019 will continue to have their qualifications recognised. Government has legislated to ensure that new vets wishing to work here can also register with the RCVS if their qualification meets the required equivalent standards. Individuals with a degree that does not meet the RCVS equivalent will be able to apply to sit the RCVS statutory examination.<\/p>

The Animal and Plant Health Agency (APHA) is offering free training for Official Vets (OVs) to sign Export Health Certificates (EHCs) for food products: 830 have enrolled and 379 have qualified. The total number of OVs who can sign EHCs for food products has increased by more than 300 since 8 February to 972.<\/p>

Meanwhile, the Food Standards Agency and Animal and Plant Health Agency have reviewed processes in order to maximise the effectiveness of staff, including recruiting and training more official auxiliary staff. Xylella fastidiosa<\/em> is currently not present in the UK but we are taking a lead in the EU to tighten import and movement controls to protect the country against its introduction.<\/p>

We supplement EU measures with national legislation requiring notification of certain imports, allowing the Animal and Plant Health Agency to build intelligence about such trades and carry out targeted inspections. The notification requirements were strengthened in 2018 through the inclusion of olive trees, following an interception in Belgium of Xylella<\/em> on olive trees imported from Spain.<\/p>

We have also successfully pressed the case for stronger requirements at an EU level against certain high risk hosts for this disease, with supplementary measures also now in place against Polygala myrtifolia<\/em>. Under the leadership of Defra\u2019s Chief Plant Health Officer, Nicola Spence, we are continuously reviewing new developments to determine whether additional measures are required.<\/p>

We have a surveillance programme in place targeting imports and businesses trading in hosts from within the EU, as well as inspections in the wider environment.<\/p>

In 2015, the Government amended section 3 of the Dangerous Dogs Act 1991 to specifically make it an offence to allow a dog to attack an assistance dog. Tris (1-chloro-2-propyl) phosphate (TCIPP) is also known by its regulatory process name, tris (2-chloro-1-methylethyl) phosphate (TCCP).<\/p>

The Environment Agency worked with chemical authorities in the Republic of Ireland to initially assess the risks of TCPP in 2008. The potential environmental and human health risks of TCPP in products and other objects are currently being considered by the European Chemicals Agency (ECHA) and European Union member state scientists. Subsequently, building on a greater body of evidence, the ECHA, supported by Danish and German work are evaluating the properties of this substance and considering a legal restriction on it.<\/p>

Defra has provided support for the Woodland Trust\u2019s nursery accreditation scheme which helps to promote UK sourced and grown planting stock and the now separate UK Grown in Britain scheme. Last year, the Government launched the Don\u2019t Risk It communications campaign to encourage the travelling public not to risk bringing plant pests and disease into the UK. This summer, advertising space has been secured at the departure lounges of two of the UK\u2019s busiest airports, Gatwick and Manchester, in addition to the plant health messaging at the Border Force arrivals channels. The Don\u2019t Risk It campaign has featured in the Brittany Ferries passenger magazine which has an estimated reach of over 300,000 travellers, and is also being highlighted in the July edition of the Royal Horticultural Society\u2019s (RHS) The Garden magazine. This will be accompanied by a social media campaign and a visible public presence that includes all RHS shows as well as important regional events such as the Royal Welsh Show.<\/p>
