Natural England has a Service Level Agreement (SLA) with Heathrow Airport Limited (HAL), to provide them with pre-application advice in relation to the proposed airport expansion. The advice being provided to Heathrow is being led and coordinated by the Thames Area Team.<\/p>
<\/p>
The potential impacts from the proposed expansion of Heathrow airport, to the Thames Valley, and the avoidance, mitigation, and compensation measures required to address them, are the focus of Natural England\u2019s detailed advice to HAL. This advice can be broadly categorised into the following:<\/p>
<\/p>
<\/p>
Natural England are working closely with Heathrow Airport Limited to ensure they submit sufficient information as part of their Development Consent Order application, to enable the Secretary of State to take a view as to the environmental impacts of the proposed expansion.<\/p>
<\/p>
Additionally the Environment Agency (EA) has provided a response to HAL\u2019s Preliminary Environmental Information report and continue to be in discussion over their proposals as they form their EA and Statement of Common Ground.<\/p>
<\/p>
The application stage for the Development Consent Order is expected in Autumn 2020. Air quality monitoring data collected in and around Heathrow Airport is presented on the Heathrow AirWatch website which is funded via a joint working partnership consisting of Heathrow Airport Ltd, London Boroughs of Hillingdon and Hounslow, Slough and Spelthorne Borough Councils and British Airways. It is managed by the consultant Ricardo Energy and Environment.<\/p>
<\/p>
Two local monitoring sites are included in the Government\u2019s national monitoring network (the Automatic Urban and Rural Network). All national air quality monitoring data is available on the Government\u2019s UK-Air website.<\/p>
<\/p>
The two monitoring sites are London Hillingdon which is located in a suburban residential area approximately 30 metres from the M4 motorway and London Harlington which is located close to a minor road to the east of Harlington village.<\/p>

Their facility will require some structural and other changes and these will need to be checked by the Animal and Plant Health Agency. Any fundamental change to the existing facility will also need to be approved by the Food and Veterinary Office of the European Commission. This could require an inspection of any new facilities.<\/p>

I also understand that the parties involved are also exploring contingency measures that could operate whilst any planning and building work is carried out. The aim is to ensure that there is a continuous Border Inspection capability for all types of product of animal origin at Heathrow.<\/p>

I appreciate the importance that the bio-pharmaceutical industry and other importers attach to the maintenance of inspection facilities for animal product at Heathrow Airport.
