We are aware of the additional availability issues faced by people who have particular dietary requirements and are working with the food industry to ensure that everybody is able to get the food that they need. We are working closely across Government, with representatives of the food supply chain and with local authorities and charities to ensure that the elderly, vulnerable groups, and people who need to stay at home will have continued access to food.<\/p>

To help industry respond to this unprecedented demand we have introduced new measures to support food deliveries. We have issued guidance to local authorities to allow extended delivery hours to supermarkets so that shelves can be filled up more quickly, and we have implemented extensions to drivers\u2019 hours. We are also temporarily relaxing certain elements of competition law to ensure retailers are able to collaborate effectively in the national interest, for example by sharing distribution depots and delivery vans. We welcome the actions that industry is taking, including hiring more staff, including prioritising delivery slots for those that need them most.<\/p>

The Government is working to ensure that up to 1.5 million people in England identified by the NHS as being at higher risk of severe illness if they contract Coronavirus will have access to the food they need. A new Local Support System will make sure those individuals self-isolating at home and who are without a support network of friends and family will receive basic food and essential supplies. On 13 March, the Government issued a statement encouraging retailers to increase the frequency of deliveries. It also strongly encouraged local authorities not to enforce planning action unnecessarily that would restrict deliveries of food and other essentials during this time, given the exceptional circumstances.<\/p>

<\/p>

The Government has granted a temporary relaxation of the enforcement of the drivers\u2019 hours rules for all road haulage until 31 May 2020 (which is being kept under review), to help alleviate some of the unprecedented pressures on local and national supply chains. This is on the understanding that driver welfare and road safety must not be compromised and the relaxations only used if absolutely necessary.<\/p>


The Government has well-established ways of working with the food industry during disruption to supply situations. Since the COVID-19 outbreak, we have intensified our discussions with the industry and together we continue to monitor the situation closely, taking the necessary steps to address issues wherever they arise.
