We are committed to ensuring that all children have access to high quality early education and can achieve their full potential. The latest Ofsted data confirms that 95% of early years providers are now rated ‘good’ and ‘outstanding’, up from 68% in 2010.

The Early Years Foundation Stage (EYFS) framework is mandatory for all early years providers in England. It sets out the staffing requirements for early years settings, including ratios and qualifications.

In March 2017, we published the early years workforce strategy. This set out how the government will support employers to attract, retain and develop high quality early years staff, which is available here: https://www.gov.uk/government/publications/early-years-workforce-strategy.

Since then we have worked with sector stakeholders to develop criteria for new more robust level 2 qualifications and awarded a grant to take forward activity to promote gender diversity in the early years workforce. We have also created a new career pathway document to support careers advice, recruitment and staff development. This information is available here: https://www.cache.org.uk/media/1417/dfe-career-pathway-map-v17.pdf.

We are also supporting employer trailblazer groups to develop new apprenticeship standards for the early years workforce and investing £20 million in in-service professional development and training for early years practitioners in pre-reception settings in disadvantaged areas.

That is why the Department for Education supports a number of outward mobility and exchange programmes which broaden access to international opportunities, schemes such as Fulbright scholarships and Generation UK China.

Irrespective of the outcome of Article 50 negotiations, the UK and European countries should continue to give young people and students the chance to benefit from each other’s world-leading universities following our exit from the European Union. In addition, the UK is an Erasmus+ programme country and the Withdrawal Agreement ensures that UK entities' and students’ rights to participate in the current programme will remain unaffected for the remainder of the current EU budget cycle. Following ratification of the Agreement, UK-based organisations and people will be able to bid for funding, participate in and lead consortia, for the duration of the current programmes.

In addition to this, the UK is open to exploring participation in the Erasmus+ successor scheme for 2021-27, which is currently being discussed in the EU. We will continue to participate in discussions on the draft regulation while we remain an EU Member State and are considering options for future participation in the next Erasmus+ programme. However, a decision on UK participation in the next programme is ultimately a matter for wider negotiations about our future relationship with the EU.

As is the duty of a responsible government, we are also preparing for a range of potential outcomes and this includes promoting international mobility through a domestic alternative to Erasmus+.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4021", "label" : {"_value" : "Biography information for Chris Skidmore"} } , "answeringMemberConstituency" : {"_value" : "Kingswood"} , "answeringMemberPrinted" : {"_value" : "Chris Skidmore"} , "dateOfAnswer" : {"_value" : "2019-05-16", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2019-05-16T15:13:20.85Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "60"} , "answeringDeptShortName" : {"_value" : "Education"} , "answeringDeptSortName" : {"_value" : "Education"} , "date" : {"_value" : "2019-05-13", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Educational Exchanges"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Education, what plans he has to promote international programmes of exchange in higher education after the UK leaves the EU.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4124", "label" : {"_value" : "Biography information for Chi Onwurah"} } , "tablingMemberConstituency" : {"_value" : "Newcastle upon Tyne Central"} , "tablingMemberPrinted" : [{"_value" : "Chi Onwurah"} ], "uin" : "253570"} ], "itemsPerPage" : 10, "next" : "http://eldaddp.azurewebsites.net/answeredquestions.text?_page=1&max-ddpModified.=2019-05-14T10%3A32%3A01.913Z&AnsweringBody.=Department+for+Education&min-AnswerDate=2019-03-28®isteredInterest=false&min-ddpModified.=2019-04-25T14%3A48%3A03.326Z", "page" : 0, "startIndex" : 1, "totalResults" : 306, "type" : ["http://purl.org/linked-data/api/vocab#ListEndpoint", "http://purl.org/linked-data/api/vocab#Page"]} }
