We will be spending around £6 billion on childcare support in 2019 to 2020 - a record amount. That will include funding for our free early education entitlements, on which we plan to spend around £3.5 billion this year alone.<\/p>

The early years national funding formula, which we introduced in April 2017 following extensive consultation, allocates our funding to local authorities fairly and transparently.<\/p>

The government wants every child to be in a stable, loving home that is right for them.<\/p>

One of the key principles of the legislation that underpins the UK\u2019s child protection system is that children are best looked after within their families.<\/p>

However, as a last resort, after other steps have failed, local authorities may apply to the independent courts for a decision about removing a child from his or her family where there are concerns that the child is at risk of significant harm.<\/p>

Where a child cannot live at home, we must make sure that they are safe and that they receive the highest quality care, which is why we are working hard to improve social care support for such children.<\/p>

We recently announced an additional £410 million for adult and children\u2019s social care in 2019-20. This government recognises the need to invest in social work. Since 2010 we have invested over £800 million in the training and practice of social workers. Our reforms aim to ensure that child and family social work remains an attractive career choice, and that more people are supported to remain in the profession.<\/p>

More than 1,700 people have been trained through our fast-track programmes, Frontline and Step Up to Social Work. Alongside this, 22 teaching partnerships, involving 108 local authorities and 50 higher education institutes, are helping ensure that social work students are better prepared for the realities of practice.<\/p>

We recognise that the quality of supervision and wider leadership can be key to recruitment, retention and opportunities for development and career progression. That is why we are investing in reforms, such as improving leadership and providing high quality continuing professional development (CPD).<\/p>

The statutory School Admissions Code (the Code) sets out that admission authorities must ensure that \u2018the practices and the criteria used to decide the allocation of school places are fair, clear and objective\u2019 and that a school\u2019s oversubscription criteria must be \u2018reasonable, clear, objective, procedurally fair, and comply with the relevant legislation, including equalities legislation\u2019. The Code further provides that an admission authority cannot discriminate against or disadvantage disabled children or those with special educational needs.<\/p>

Any parent who has been refused a school place may appeal to an independent appeal panel. If the appeal panel finds that the school\u2019s admission arrangements were unlawful, or incorrectly applied in the case at hand with the result that the child was wrongfully refused admission, the panel can uphold the appeal and the child must be admitted.<\/p>

Anyone who believes that a school\u2019s admission arrangements do not comply with the Code may make an objection to the Office of the Schools Adjudicator. The decision reached by the schools adjudicator is binding and enforceable by my right hon. Friend, the Secretary of State for Education.<\/p>

The department has noted the Fabian Society Primary Colours report and the concerns it raises about arts education.<\/p>

The department is committed to ensuring that all children have access to a high-quality arts education. All schools have to provide a broad and balanced curriculum, and Ofsted is currently consulting on proposals for a new inspection framework. On 11 January 2019, the department announced that a model music curriculum is being developed, overseen by an independent panel of music education experts. This will help teachers plan lessons that deliver a world class music education and reduce their workload.<\/p>

Between 2016-20, the department is providing £300 million for a network of music education hubs. This is part of almost half a billion pounds we are investing in a range of music and cultural programmes between 2016-20, which is more than any other subject, except PE. In 2016-17, the hubs supported 91% of all primary schools and taught 711,241 pupils to play instruments in whole classes.<\/p>

The department has noted the Fabian Society Primary Colours report and the concerns it raises about arts education.<\/p>

The department is committed to ensuring that all children have access to a high-quality arts education. All schools have to provide a broad and balanced curriculum, and Ofsted is currently consulting on proposals for a new inspection framework. These proposals have a strong emphasis on schools providing a broad and balanced curriculum for all their pupils.<\/p>

On 11 January 2019, the department announced that a model music curriculum is being developed, overseen by an independent panel of music education experts. This will help teachers plan lessons that deliver a world class music education and reduce their workload.<\/p>

Between 2016-20, the department is providing £300 million for a network of music education hubs. This is part of almost half a billion pounds we are investing in a range of music and cultural programmes between 2016-20, which is more than any other subject, except PE. In 2016-17, the hubs supported 91% of all primary schools and taught 711,241 pupils to play instruments in whole classes.<\/p>
