We share your concerns about the performance of University of Chester Academies Trust (UCAT).<\/p>
<\/p>
Following his appointment, Mr Pank Patel, Regional Schools Commissioner (RSC) for the West Midlands, which covers Cheshire East, Cheshire West and Chester, has met the trust to challenge them on their strategic plans for improvement and has met the new Chair of the Board of Trustees. Officials have visited UCAT academies to review progress and provide robust challenge on their action plans. As a result of these discussions the trust has implemented a number of changes, including introducing a new leadership structure and appointing a CEO.<\/p>
<\/p>
In September, they also appointed a strategic educational improvement partner, St John Plessington Catholic College (SJP), an outstanding academy located in Bebington on the Wirral and the lead in the St John Plessington Teaching School Alliance, to review their systems and introduce the necessary measures to bring about the rapid improvements necessary. This agreement will come to an end in the Autumn term, at which time Fallibroome Academy will be involved in coaching leadership and school improvement.<\/p>
<\/p>
With the introduction of these changes Mr Patel has been reassured that the trust is taking the right steps to build the necessary capacity to ensure that progress is made in each of their academies. Mr Patel and his team will continue to work closely with UCAT to monitor their progress. If rapid and sustainable progress is not made, he will not hesitate to take further action.<\/p>

Open academies and free schools are required to handle complaints about them in accordance with the Education (Independent School Standards) Regulations 2014. As is the case with maintained schools, complainants are expected to exhaust fully the academy\u2019s complaints procedure before approaching the Education Funding Agency (EFA).<\/p>
<\/p>
<\/p>
<\/p>
The EFA is responsible for reviewing complaints about whether an academy or free school:<\/p>
<\/p>
has a complaints procedure in place that complies with the Education (Independent School Standards) Regulations 2014;<\/p><\/li>
handled the complaint about it in line with its own, compliant, procedure;<\/p><\/li>
breached its Funding Agreement in any other way.<\/p><\/li><\/ul>
<\/p>
<\/p>
From April 2013 to May 2015 the EFA received 3,656 complaints about academies and free schools. 3,512 (96%) of these were not in scope for the EFA to consider. In these cases the EFA will redirect complainants to the appropriate body as soon as possible. 144 (4%) of the complaints received were in scope of the EFA\u2019s remit. 32 (22%) of the in scope complaints were upheld or partially upheld. The EFA does not hold comparable data for the period 2012-13 centrally.<\/p>"}
