The broadband Universal service Obligation (USO) was launched in March 2020 and acts as a \u2018digital safety net\u2019 providing every premises with the legal right to request a decent broadband service providing speeds of at least 10 Mbps download and 1 Mbps upload.<\/p>

As the independent regulator, it is the responsibility of Ofcom to administer and monitor the broadband USO and ensure that the two Universal Service Providers comply with the obligations placed on them.<\/p>

As set out in the Communications Act 2003<\/em>, the Secretary of State must give Ofcom a direction to review the broadband USO once at least 75% of premises in the United Kingdom, on the basis of Ofcom\u2019s data, take up a broadband service with a download speed of at least 30 megabits per second. In March 2021, we launched our £5 billion Project Gigabit to deliver lightning-fast, reliable broadband across the UK. Project Gigabit\u2019s objective is to level up the UK by giving hard-to-reach areas access to gigabit-capable internet speeds and, coupled with commercial gigabit delivery, ensuring almost all of the UK has access to gigabit-capable internet as soon as possible.<\/p>

We have recently signed our first local Project Gigabit contracts in North Dorset and Teesdale, prioritising delivery to rural, hard-to-reach premises and to those with the lowest broadband speeds, and we will be awarding further contracts over the coming months.<\/p>

Furthermore, up to £210 million is available for Gigabit Broadband Vouchers to support rural communities with the cost of installing new gigabit-capable connections.<\/p>

Separately to Project Gigabit, the broadband Universal Service Obligation (USO) provides the legal right to request a decent broadband connection, helping to ensure full participation in both society and the economy.<\/p>

Since its launch in 2020, the number of premises eligible for the broadband USO has fallen from 189,000 to 66,000 as of May 2022. The Government is supportive of a modern system of public service broadcasting that remains relevant and can continue to meet the needs of UK audiences in the future. In particular, the government believes that television audiences should continue to have access to a wide range of public service content on a free-to-air basis.<\/p>

The rapid growth in the take-up of superfast broadband and the proliferation of devices capable of connecting to the internet is changing the way we access audiovisual content. For example, 79% of households with a TV set now choose to connect it to the internet, giving them access to a wide array of additional services. These include both free-to-air and subscription-based video-on-demand services.<\/p>

As set out in our Broadcasting White Paper, the government is taking steps to support public service broadcasting and to protect audiences who cannot (or choose not to) access these additional services. In particular, we facilitated the extension of the DTT (\u201cFreeview\u201d) platform until 2034, in recognition of the important role it will continue to play as a means of watching both public service and commercial television. This includes programmes intended to contribute to the learning and development of young people.<\/p>

In addition, support is available for low-income households to access affordable broadband. A range of low-cost, broadband social tariffs are available in 99% of the UK. BT, Virgin Media O2, Sky, and other providers offer broadband social tariffs starting at £15 per month for households in receipt of Universal Credit and other means tested benefits. In addition, on 27 June, all the UK\u2019s major broadband and mobile operators agreed a set of public commitments<\/a> to support households with their connectivity costs.<\/p>

For these reasons, the government has not undertaken an assessment of the effect on the learning and development of young people of TV channels only being available over the internet to those families who can afford to pay for those services.<\/p>

We consulted on the specification for a broadband Universal Service Obligation (USO) in 2017. DCMS published the outcome and response to this consultation in March 2018, and laid the relevant secondary legislation - the Electronic Communications (Universal Service) Order 2003 before parliament at the same time.<\/p>

Ofcom is responsible for implementing the USO. This includes designating a Universal Service Provider(s), setting and enforcing the Universal Service Conditions that apply to the providers (such as how quickly connections must be delivered) and establishing an industry cost sharing fund.<\/p>

Ofcom has conducted several consultations on the USO, and is working with the Universal Service Providers, BT and KCOM, as part of the implementation process that it is undertaking. On 6 June 2019, the telecoms regulator Ofcom, responsible for implementing the USO, announced that customers will be able to request Universal Service Obligation (USO) connections from March 2020, in line with the Government\u2019s commitment.<\/p>

<\/p>

The USO will give customers the right to request a broadband connection with a download speed of at least 10Mbps. This download speed and the other quality parameters of the USO are in line with Ofcom\u2019s advice on the needs of a typical household at present. However, recognising that take-up and use of broadband changes, the Government legislated to enable it to direct Ofcom to carry out reviews of the USO. Any review would look not just at the minimum download speed but all aspects of the USO specification. There is also a formal requirement for the Government to direct Ofcom to undertake a review when superfast broadband has been taken up by 75% of UK premises.<\/p>

The USO is designed to act as a safety net to ensure everyone can access a minimum level of connectivity but the Government is also committed to investing to deliver faster speeds across the UK. Our Superfast programme has ensured superfast broadband (24mbps) coverage for over 96% of UK premises. Further, in the Future Telecoms Infrastructure Review, the Government committed to an \u201coutside-in\u201d approach to the deployment of gigabit capable broadband, which will ensure that the least commercial areas of the country get this type of connectivity at the same time as the market deploys to more commercial areas. The first step in this approach is the £200 million Rural Gigabit Connectivity (RGC) Programme, which will test a model of connecting public sector buildings with gigabit capable connections, starting with primary schools. The RGC programme also has a rural gigabit broadband voucher component, offering up to £3,500 for small businesses and up to £1,500 for residents to encourage the take-up of gigabit-capable connectivity by residents and businesses in rural areas.<\/p>

By 2020 the Universal Service Obligation (USO) will give everyone the legal right to high speed broadband of at least 10Mbps.<\/p>

We created new powers for this in the Digital Economy Act 2017, and subsequently ran a public consultation on the design of the USO, which we will be setting in secondary legislation very shortly.<\/p>

Ofcom will then be responsible for implementing the USO, including designating the universal service providers and the design of an industry cost-sharing fund.<\/p>

10Mbps is the minimum download speed that Ofcom says is needed to meet the typical needs of an average family. This will enable simultaneous live streaming of television, video calling, emailing and basic web browsing. Consumers on connections of less than 10Mbps tend to use less data, suggesting that internet usage is constrained below this speed.<\/p>

Download speed is not the only quality requirement to be included in the proposed Universal Service Obligation (USO) specification. We have also proposed to include within the specification requirements for upload speed, contention (how many premises are using the network), latency (delays) and data capacity, which can all impact on what a consumer can do online.<\/p>

The Department is currently undertaking evaluation of the Superfast Broadband Programme\u2019s role in improving broadband connectivity and reaching areas that would otherwise not have been reached through commercial plans. The evaluation is focusing on the economic and social impacts of the programme, including the impact of the superfast programme on business performance and growth, employment, on quality of life and the reduction in benefits claimants in areas that would have lost out to higher connectivity areas, if it were not for the programme.<\/del><\/p>

The Department released The UK Broadband Impact Study in 2013 which made an assessment of the impacts of faster broadband including the economic impacts. The study can be accessed on the Department's website (https://www.gov.uk/government/publications/uk-broadband-impact-study--2). The Department will be producing results from the current evaluation in 2018.<\/del><\/p>

There is a difference between what we define as the download speed, or sync speed, and the actual speed end users experience. The sync speed is the maximum speed that is achievable on the connection between the network and the premises. In reality, the actual speed that is provided to an end user is typically lower than the sync speed and this will vary depending on the number of other people using the network at that point in time. The specification that we consulted on was for a sync speed of at least 10Mbps. Ofcom says that a 10Mbps sync speed meets the needs of a typical household.<\/ins><\/p>
