We are committed to helping older people acquire basic digital skills as part of our broader strategy to reduce digital exclusion. The UK Digital Strategy, published in March 2017, describes the steps we are taking across government:<\/p>

These initiatives will build on the significant investment Government already makes in basic digital skills training through the Adult Education offer, the budget for which is being devolved to ensure decisions on skills provision are made at a local level. Government also funds the Future Digital Inclusion programme managed by the Good Things Foundation and delivered through the 5,000 strong Online Centres network. To date this programme has supported over 800,000 adult learners to develop their basic digital skills, many of whom are socially excluded.

The NHS Digital Widening Digital Participation, delivered in partnership with Good Things Foundation, develops projects that enable people in England to improve their digital health skills and to increase their access to digital services and tools that support their health and care. Government recognises the importance of helping disabled people to take part in sport and physical activity. The importance of this was featured in 'Sporting Future: A New Strategy for an Active Nation' which was published in December 2015. This emphasised the importance of getting people active, particularly those groups currently under-represented, including disabled people.<\/p>
<\/p>
Sport England\u2019s strategy \u2018Towards an Active Nation\u2019 places a clear emphasis on targeting those who are hardest to reach, including disabled people. As such, they are ensuring that each of their investment programmes impacts directly on disabled people. As an example, the Active Ageing funding, which is part of the Tackling Inactivity programme, includes investment into projects that will target disabled people and people with long term illnesses. All of Sport England\u2019s major capital investments are required to make their facilities accessible. To support designers, building owners and operators create accessible facilities Sport England publishes online tools and guidance.<\/p>

Sport England is also working with National Disability Sports Organisations on the role they can play to support the delivery of \u2019Sporting Future\u2019 in supporting disabled people to take part in sport and physical activity.<\/p>

For the financial year 2017/2018 Sport England invested £1.2 million into the English Federation of Disability Sport, who are now known as the Activity Alliance. This investment is for the Activity Alliance to provide expertise and services in the areas of Marketing & Communications, Research & Insight, and Engaging with disabled people and the disability sector. Government's Sporting Future strategy (December 2015) set out a clear focus on tacking inactivity and engaging those groups who are least likely to take part in sport and physical activity, including those from lower socio-economic backgrounds. Sport England's investment framework takes its lead from this principle with tackling inactivity and engaging underrepresented groups a key focus of investment, including its investment in facilities.<\/p>

Sport England's Strategic Facilities Fund is making up to £40m of National Lottery funding available over 2017-21 to invest in strategic, solicited facilities projects that support and encourage people to get active. Key criteria of funding includes bids having a clear understanding of local demand for facilities, having identified behaviours of local populations, and demonstrating how sport and physical activity can achieve the outcomes essential to the local community. Since 2016, the Strategic Facilities Fund has invested £27.5 million to support the construction of 23 new state of the art health and leisure facilities across England.<\/p>

Sport England's Community Asset Fund is making up to £15m available per year over 2017-21 to support communities to improve and invest in the spaces in their communities that will support people to get more active, including underrepresented groups. Sport England, the government arms' length body with responsibility for supporting grassroots sport, has a number of investment funds which local sports clubs can apply to, including their Small Grants fund and the Community Asset Fund.<\/p>

Sport England's Club Matters web page also contains a section on \u2018Club Management\u2019 which covers topics including Community Amateur Sports Clubs (CASC), club structures and managing risk.<\/p>

Local authorities in England have a statutory duty under the Public Libraries and Museums Act 1964 (1964 Act) to provide a comprehensive and efficient library service. Under the 1964 Act, the Secretary of State has a duty to superintend, and promote the improvement of, the public library service provided by local authorities in England, and to secure the proper discharge by local authorities of their library authority functions.<\/p>
<\/p>
The Department for Digital, Culture, Media and Sport provides funding to Arts Council England which supports public libraries in England including through the Arts Council\u2019s Grants for the Arts programme. Funding for seven libraries organisations are in the Arts Council\u2019s National Portfolio for 2018 to 2022, including the Society of Chief Librarians as a sector support organisation for libraries.<\/p>

In addition, the Department for Digital, Culture, Media and Sport and the Local Government Association established the Libraries Taskforce. In December 2016, the Taskforce published \u2018Libraries Deliver: Ambition for Public Libraries in England 2016-2021\u2019, which sets out a vision for library services in England.
