The UK has a highly competitive broadband market. Superfast broadband is currently available to 78% of UK premises, up from 45% in 2010. In addition to BT, KCom and Virgin Media, a growing number of both fixed and wireless providers are making infrastructure investments. In September 2012 the Government announced a package of measures to reduce the barriers to deployment of superfast broadband, reducing red tape and bureaucracy to enable communications providers to deploy competing networks. The Digital Communications Infrastructure Strategy consultation invited industry to submit views on what more the Government might do to support infrastructure deployment. That consultation closed on 1 October and the Government is currently considering the responses received.<\/p>

DCMS worked closely with Communities and Local Government, industry and other interested parties to design and implement in 2013 a significant and substantial package of planning relaxations in England. The changes support the roll out of fixed line high-speed broadband in protected areas*, and high-speed mobile broadband (4G) in protected and unprotected areas by removing the need to seek planning permission for specified developments. This year, joint working with Communities and Local Government has continued, together with house builders and communications providers, to develop an action plan to ensure that new developments have access to superfast broadband.<\/p>

The standards that street works reinstatements must meet are set out in the statutory code, the Specification of the Reinstatement of Openings in Highways (SROH). Since the Law Commission published its report on the reform of the Electronic Communications Code in February 2013, the DCMS has been considering the implications of the recommendations on network roll-out and service provision to consumers. The pace of delivery of the Superfast Broadband Programme has accelerated substantially across the UK over recent months, resulting with on average 40,000 premises per week now able to access superfast broadband . All 44 Phase 1 local projects are delivering superfast broadband to homes and businesses. In August the programme had reached 1 million premises, and by February 2015 we will have reached 2 million homes and businesses. The second phase to extend coverage to 95% of UK premises by 2017 is in procurement and aims to have all contracts signed by early 2015.<\/p>"}

In its consultation on the future of the 700MHz band, Ofcom highlights the important benefits that PMSE delivers to the UK. Ofcom sets out a clear objective, in case of a change of use of those frequencies away from existing services including PMSE, to continue to secure those important benefits. Its plan to achieve this includes improving the way current use takes place as well as securing access to alternative frequencies and Ofcom is working closely with stakeholders through its regular engagement with the British Entertainment Industry Radio Group.<\/p>
I welcome Ofcom\u2019s recognition of the significant value that PMSE delivers and we fully support their work on mitigating the effect of loss of access to the 700MHz band. This is an integral part of any change to the 700 MHz band and the DCMS will continue to monitor Ofcom\u2019s work in this.<\/p>

Ofcom published a statement in May on its strategy to deal with the growing demand for mobile data services.<\/p>

In that document Ofcom highlighted that there are a wide range of long term forecasts both in terms of traffic levels and set out the subsequent implications for future spectrum requirements. Ofcom will continue to review the growth in mobile data demand, and consequently how much spectrum (in addition to public sector spectrum in the 2.3 GHz and 3.4 GHz bands and the proposed release of the 700 MHz band) it might be beneficial to make available for mobile data services in the future. However, this type of analysis is inherently subject to a high degree of uncertainty, and therefore Ofcom is working to ensure there are sufficient spectrum options for the future to deal with this demand if and when it emerges.<\/p>
