Empty Dwelling Management Orders (EDMOs) enable a local housing authority to put an empty property back into use. The property must have been empty for at least two years and be a blight on the local neighbourhood. It is for local housing authorities to decide when to use these powers and Government does not collect data on the number of EDMOs that have been issued. The number of empty homes is at its lowest since records began. In May 2010 over 300,000 homes in England had been standing empty for longer than 6 months. As of November 2017 the number of long-term empty properties had fallen to 206,236. Section 15 of the Planning Act 2008 requires that any proposed nuclear power generating station with a capacity of more than 50 megawatts in England and Wales would need to seek development consent from the Secretary of State through the nationally significant infrastructure planning regime. For projects that do not meet that threshold, planning permission would need to be sought under relevant town and country planning legislation. Section 39 of the Wales Act 2017, when fully in force, will (subject to transitional provisions) devolve to Wales the responsibility for planning development consents for nuclear power generating station projects up to and including 350 megawatts. The Government recently published the Local Government Finance Settlement 2018 to 2019: Technical Consultation. This sets out the Government\u2019s intended approach for the third year of the multi-year settlement, including consideration of the council tax referendum thresholds which were set in 2017-18.<\/p>
The consultation closed on 26 October 2017 and proposals for 2018-19 will be published later in the year, following consideration of responses. The consultation (attached) can be found at:<\/p>
