Under this Government, new house building starts and first time buyers are at their highest levels for nine years. The annual number of new homes started has doubled from the level Labour left behind and there are 120,000 more First Time Buyers a year. The Help to Buy Equity Loan scheme has played an important role by helping 134,000 households buy their own home since 2013 and approximately 80 per cent of these were first time buyers. The scheme does not provide a subsidy to house builders but offers a repayable loan to buyers of new homes.<\/p>

In 2016 Help to Buy sales made up only 3 per cent of total house sales and an independent evaluation found no evidence to suggest the scheme has driven up house prices. We want to see builders investing in growing supply and have committed to work with the sector to consider the future of the scheme beyond 2021.<\/p>

The Government\u2019s planning policies are set out in the National Planning Policy Framework, which was published 2012. This includes policies on assessing planning applications in areas subject to coastal change. In a Coastal Change Management Area, local planning authorities should consider whether development will be safe over its planned lifetime without having an unacceptable impact on coastal change.<\/p>

They should also ensure that development does not hinder the creation and maintenance of a continuous signed and managed route around the coast. Further information is provided in our planning practice guidance on flood risk and coastal change, issued in 2014.<\/p>

The Framework also sets out policies on conserving and enhancing the natural environment, including maintaining the character of the undeveloped coast and improving public access to and enjoyment of the coast. To prevent unacceptable risks from land instability, the Framework expects local planning policies and decisions to ensure that new development is appropriate for its location.<\/p>

Building owners are responsible for funding fire safety measures in their buildings, and local authorities should draw on existing resources to implement these measures. However, if a local authority considers works to be essential, based on expert advice and taking into account any recommendations or advice from the local fire and rescue service, we will consider the removal of financial restrictions. This might be either extending the ability to borrow within the Housing Revenue Account, or possibly a one off agreement to use general fund money.<\/p>
