Ofgem, the independent regulator, is responsible for setting the rules regarding prepayment meter transfers. These rules require that suppliers can force-fit a prepayment meter by warrant only after they have taken all reasonable steps to agree payment with customers. It should be a last resort to avoid disconnecting supply. Suppliers cannot force-fit a prepayment meter under warrant for people in very vulnerable situations without their consent. For Smart meters, the rules require suppliers to give at least seven days\u2019 notice before moving a customer remotely to prepayment meters. Local authorities across England, Scotland and Wales are responsible for funding Local Authority Trading Standards Services (LATSS). Local authorities are independent from central government and are responsible for determining their resourcing priorities in accordance with the needs of the local electorate. Local government expenditure is determined by the block grant to local authorities, with the remainder raised from local taxation. This funding is used to resource LATSS.<\/p>

The Department established National Trading Standards (NTS) in England and Wales, to better enable local authorities to take coordinated action against consumer scams. The 2019 Conservative Manifesto committed to a £3.8bn Social Housing Decarbonisation Fund (SHDF) over a 10-year period to improve the energy performance of social homes. Grant funding allocated to SHDF has totalled over £1bn.<\/p>

Government analysis suggests that peak electricity demand could increase from 58GW in 2020 to between 130-190GW by 2050, with approximately 40-50% of this demand coming from electrified heat and 5-10% from electrified road transport.
