The Department has just launched a consultation on improving the energy performance of privately rented homes in England and Wales. Under the Government’s recommended option, landlords would be required to reach EPC Band C for new tenancies from 1 April 2025 and all tenancies by 1 April 2028. The preferred policy option will deliver 7.9 MtCO2e in carbon emission savings over Carbon Budgets 4 and 5. Landlords are encouraged to take advantage of the Green Homes Grant to fund necessary improvements.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4134", "label" : {"_value" : "Biography information for Kwasi Kwarteng"} } , "answeringMemberConstituency" : {"_value" : "Spelthorne"} , "answeringMemberPrinted" : {"_value" : "Kwasi Kwarteng"} , "dateOfAnswer" : {"_value" : "2020-10-06", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2020-10-06T10:17:19.117Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "201"} , "answeringDeptShortName" : {"_value" : "Business, Energy and Industrial Strategy"} , "answeringDeptSortName" : {"_value" : "Business, Energy and Industrial Strategy"} , "date" : {"_value" : "2020-10-01", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Private Rented Housing: Energy"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Business, Energy and Industrial Strategy, if he will make it his policy to raise the minimum level of energy efficiency standard for private rented accommodation from band E to band D.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4591", "label" : {"_value" : "Biography information for Sarah Olney"} } , "tablingMemberConstituency" : {"_value" : "Richmond Park"} , "tablingMemberPrinted" : [{"_value" : "Sarah Olney"} ], "uin" : "98260"} , {"_about" : "http://data.parliament.uk/resources/1239662", "AnsweringBody" : [{"_value" : "Department for Business, Energy and Industrial Strategy"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1239662/answer", "answerText" : {"_value" : "
The consultation on changes to the Contracts for Difference (CfD) scheme closed on 29 May 2020 and a Government response will be published in due course.

As part of this consultation, we indicated our intention to remove biomass conversion technologies from the CfD scheme. Sustainable, low carbon bioenergy is helping the UK move to a low-carbon energy mix, increasing our energy security, and keeping costs down for consumers. We have introduced mandatory sustainability criteria for biomass generation for heat and power. This is to ensure biomass continues to support the UK’s commitment to reduce carbon emissions and is sourced sustainably. Generators only receive subsidies for electricity output which complies with our sustainability criteria.

The greenhouse gas (GHG) threshold and minimum efficiency requirements applied in 2018 were incorporated into the CfD Standard Terms and Conditions and so will apply to future allocation rounds.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4134", "label" : {"_value" : "Biography information for Kwasi Kwarteng"} } , "answeringMemberConstituency" : {"_value" : "Spelthorne"} , "answeringMemberPrinted" : {"_value" : "Kwasi Kwarteng"} , "dateOfAnswer" : {"_value" : "2020-10-08", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2020-10-08T16:59:17.177Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "201"} , "answeringDeptShortName" : {"_value" : "Business, Energy and Industrial Strategy"} , "answeringDeptSortName" : {"_value" : "Business, Energy and Industrial Strategy"} , "date" : {"_value" : "2020-10-01", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Electricity Generation: Carbon Emissions"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Business, Energy and Industrial Strategy, if he will ensure that following his consultation on contracts for difference for low carbon electricity (a) biomass plants are ineligible to compete for those contracts with offshore wind and other renewable technologies and (b) the greenhouse gas threshold and minimum efficiency requirement applied in 2018 will be included in regulations and applied to all future allocation rounds.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4786", "label" : {"_value" : "Biography information for Zarah Sultana"} } , "tablingMemberConstituency" : {"_value" : "Coventry South"} , "tablingMemberPrinted" : [{"_value" : "Zarah Sultana"} ], "uin" : "98289"} , {"_about" : "http://data.parliament.uk/resources/1239683", "AnsweringBody" : [{"_value" : "Department for Business, Energy and Industrial Strategy"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1239683/answer", "answerText" : {"_value" : "
I understand that this is an extremely difficult situation for employees to find themselves in. Ultimately these are commercial matters between employers and employees, and employers are free to offer the terms and conditions of employment which best suit their business needs, but Government is clear that employers must not discriminate unlawfully.
