Ensuring environmental protections are maintained is a key component of work being undertaken by Government to facilitate the acceleration of offshore wind. The Energy Bill makes provisions to deliver the Offshore Wind Environmental Improvement Package (OWEIP), which was announced in the British Energy Security Strategy.

The OWEIP will streamline Habitat Regulation Assessments, develop and implement Offshore Wind Environmental Standards, and create a Marine Recovery Fund to enable environmental compensation to be undertaken at a strategic level. This ensures developments are located where there are lower environmental sensitivities, and/or where impacts can be avoided, reduced, mitigated, or if required, compensated.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4336", "label" : {"_value" : "Biography information for Lord Callanan"} } , "answeringMemberPrinted" : {"_value" : "Lord Callanan"} , "dateOfAnswer" : {"_value" : "2023-02-08", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2023-02-08T14:05:34.413Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "201"} , "answeringDeptShortName" : {"_value" : "Business, Energy and Industrial Strategy"} , "answeringDeptSortName" : {"_value" : "Business, Energy and Industrial Strategy"} , "date" : {"_value" : "2023-01-25", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Wind Power: Seas and Oceans"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask His Majesty's Government, further to the planned fivefold increase in the target for offshore wind power production by 2030, what plans they have to amend the criteria for assessing the related cumulative impact.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/214", "label" : {"_value" : "Biography information for Lord Foster of Bath"} } , "tablingMemberPrinted" : [{"_value" : "Lord Foster of Bath"} ], "uin" : "HL5068"} , {"_about" : "http://data.parliament.uk/resources/1551648", "AnsweringBody" : [{"_value" : "Department for Business, Energy and Industrial Strategy"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1551648/answer", "answerText" : {"_value" : "
Offshore wind is an important growth industry for the UK. We estimate the 50GW ambition outlined in the British Energy Security Strategy, including up to 5GW of innovative floating offshore wind, could support an estimated 90,000 direct and indirect jobs by 2030. The UK is already a world leader in floating offshore wind, with more installed capacity than any other country and a strong and growing pipeline of floating offshore wind projects. This includes an expected 4GW upcoming in the Celtic Sea leasing round, with the potential for up to an additional 20GW in the Celtic Sea by 2045.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/1482", "label" : {"_value" : "Biography information for Graham Stuart"} } , "answeringMemberConstituency" : {"_value" : "Beverley and Holderness"} , "answeringMemberPrinted" : {"_value" : "Graham Stuart"} , "dateOfAnswer" : {"_value" : "2022-12-22", "_datatype" : "dateTime"} , "groupedQuestionUIN" : {"_value" : "110725"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2022-12-22T14:22:59.473Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "201"} , "answeringDeptShortName" : {"_value" : "Business, Energy and Industrial Strategy"} , "answeringDeptSortName" : {"_value" : "Business, Energy and Industrial Strategy"} , "date" : {"_value" : "2022-12-14", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Wind Power: Seas and Oceans"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Business, Energy and Industrial Strategy, if he will make an estimate of the number of (a) direct and (b) indirect jobs that could be created in floating offshore wind in (i) Wales and (ii) the UK in the next five years.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4359", "label" : {"_value" : "Biography information for Stephen Kinnock"} } , "tablingMemberConstituency" : {"_value" : "Aberavon"} , "tablingMemberPrinted" : [{"_value" : "Stephen Kinnock"} ], "uin" : "110724"} , {"_about" : "http://data.parliament.uk/resources/1551649", "AnsweringBody" : [{"_value" : "Department for Business, Energy and Industrial Strategy"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1551649/answer", "answerText" : {"_value" : "

The Holistic Network Design (HND) provides a recommended design to connect 23GW of offshore wind. Alongside projects already installed, in planning or in consenting, total capacity if delivered, will exceed 50GW by 2030.
