Cycle to work schemes are employee benefit schemes available throughout the United Kingdom which can make it easier and cheaper for people to cycle to work. The Department has recently published refreshed guidance to employers on how to use them, and on other ways employers can encourage their staff to cycle to work. Department for Transport officials have regular discussions with their counterparts in the Devolved Administrations on policies to promote cycling and walking, and the Department will continue to look for opportunities to promote cycle to work schemes, working with the Devolved Administrations as appropriate.<\/p>

The Highway Code in its current form already mentions horse riders and the need for drivers to exercise special care in relation to them.<\/p>

As part of the current Cycling and Walking Investment Strategy (CWIS) Safety Review, The Highway Code will be reviewed to help keep cyclists, pedestrians and horse riders safe on the roads.<\/p>

We have not asked train operators to withdraw paper tickets. As a result of our £80m investment in smart ticketing, passengers now have an alternative to the paper ticket across almost all of the network, making buying and using their ticket significantly more convenient. The public consultation that ran between February 2019 and May 2019 looked at the options as to how a PAYG scheme might work, the extent of such an area and how fares could change to complement PAYG. We are currently investigating the details of how best to deliver a PAYG scheme. We also want to consider wider developments in Government such as the Williams Rail Review to deliver a more consistent PAYG scheme that is flexible and convenient for passengers as well as providing good value for taxpayers\u2019 money. We will take these developments into account, along with the feedback we received during the consultation, and publish details in due course.<\/p>

The UK Government takes its air quality obligations extremely seriously and is firmly committed to improving the UK\u2019s air quality and cutting harmful emissions. In July 2017, we published the UK Plan for Tackling Roadside Nitrogen Dioxide Concentrations, setting out how we will achieve compliance in the shortest possible time. As a result of this, we are now working closely with 61 English local authorities, and have placed legal duties on them to tackle their nitrogen dioxide exceedances. This is underpinned by £495m in funding, including £220m Clean Air Fund to mitigate the impact of the plans on individuals and businesses. This funding can include, where appropriate, funding towards incentivising take up of electric vehicles.<\/p>

<\/p>

To support the transition to zero emission vehicles, we are investing nearly £1.5bn\u200e between April 2015 and March 2021, with grants available for plug in vehicles, and schemes to support charge point infrastructure at homes and workplaces and on residential streets. We have made real progress to date. 200,000 ultra-low emission vehicles are now registered in the UK, and we now have over 20,000 publicly accessible chargepoints. More than 2,000 are rapid devices \u2013 one of the largest networks in Europe.<\/p>

<\/p>

In London, the Plug-in Car Grant (PIGC) paid out £45m in respect of vehicles registered in London.<\/p>

Work is nearly complete on the M25 Junction 2 scheme which has been designed to improve the traffic flows from the A2, through the junction and on the approach to the Dartford Crossing. Further junction improvements are also planned to the A2 at Bean and Ebbsfleet junctions. This includes a new bridge for southbound traffic at the Bean junction and a new slip road onto the A2 for eastbound traffic. Highways England will also widen the road that links the two roundabouts at Ebbsfleet junction. Work at these junctions is due to start in March 2020.<\/p>

Highways England are also designing a scheme to improve A282 Junction 1a. The improvements include adding another lane on the link road between the two roundabouts at Littlebrook. This scheme will deliver benefits to the junction and help improve the flow of traffic on Bob Dunn Way.<\/p>

Highways England monitor air quality using specialist equipment installed on the Dartford Crossing and surrounding road network. The monthly data they produce forms part of Highways England\u2019s annual Air Quality Management Plan. This informs their strategic assessments and policy.<\/p>

<\/p>

Highways England do not have monitoring sites outside the Strategic Road Network in the area of the Crossing.<\/p>

<\/p>

Highways England have also completed a Preliminary Environmental Assessment of the Lower Thames Crossing (LTC) project including modelling of air quality.<\/p>

<\/strong><\/p>

The results of the modelling suggest that following the opening of LTC there will be no perceptible change in pollutant concentrations along the A2 and on Bob Dunn Way. There would be small improvements in pollutant concentrations along A225, A296, A226, and A296. On the M25 corridor itself, there are predicted to be larger improvements in air pollutant concentrations due to a reduction in congestion.<\/p>

<\/p>

As part of the Development Consent Order application for LTC, Highways England are preparing an Environmental Statement which will include a detailed air quality assessment, to identify the effects and any mitigation measures required. The results of this detailed assessment will be fully reported within the Environmental Statement.<\/p>
