Where businesses dispose of assets, they may qualify for capital gains tax relief if the proceeds are reinvested in new business assets (known as Business Asset Rollover Relief). Land used for \u201cshort rotation coppice\u201d (i.e. cutting back a tree at intervals of less than 10 years to harvest the stems) is defined by statute as land used for farming activities. Forestry businesses on woodland where trees are felled less frequently may still qualify for this relief, where they can demonstrate that the woodland is managed on a commercial basis and with a view to the realisation of profits.<\/p>"}

We welcome the publication of the Social Mobility Commission\u2019s (SMC) important report and the work that Dame Martina Milburn and her commissioners are doing to promote social mobility across the United Kingdom.<\/p>
We give careful consideration to the work of the SMC. However, in keeping with other SMC reports, we do not plan to publish a formal government response.<\/p>
Professions like law, politics and journalism have been dominated by independently schooled people. By making sure that our state schools offer a comparable education to private schools, we will drive down these inequalities.<\/p>
The gap between state funded schools and independent schools has never been smaller. 85% of state funded schools are now rated good or outstanding, compared to 66 % in 2010. Academies across the country, like Brampton Manor in East London, are rivalling the results of prestigious private schools.<\/p>
A range of reforms focusing on strengthening state education has driven this. Phonics is helping early literacy; more pupils leave primary school meeting the expected standards in maths and English and our reformed GCSEs make sure 16-year-olds have the knowledge parents expect.<\/p>"}

No assessment has been made. NHS Scotland publishes annual reports on the impact of the Scottish Government\u2019s alcohol strategy, a core element of which is minimum unit pricing. As with the operation of the defence for slavery and trafficking victims in relation to certain offences (section 22 of the Human Trafficking and Exploitation (Crim-inal Justice and Support for Victims) Act (Northern Ireland) 2015), an assessment is made, on a case-by-case basis, of the relationship between the crime committed and the circumstances of their trafficking or enslavement.<\/p>
Under the Council of Europe Convention on Action against Trafficking in Human Beings, a potential victim of trafficking cannot be removed or deported either during the reflection and recovery period or until a Conclusive Grounds decision has been made. At the end of the 45-day period, which is the minimum recovery and reflection period in Northern Ireland, considera-tion will be given to whether their deportation is appropriate under the UK Borders Act 2007, the Immigration Act 1971 or the EEA Regulations 2016.<\/p>"}

In 2017, the Court of Appeal in the case of Ahsan found that an out of country appeal was not effective where the person was refused on the basis of alleged cheating in a TOEIC English language test, because there was no mechanism to give oral evidence in place at that time.<\/p>
There is a small cohort of people who did leave the UK and have lodged an appeal from overseas and we have been working with HM Courts and Tribunals Service to ensure that they can have an effective appeal, including providing video links where appropriate. These appellants can apply to the tribunal hearing their case to indicate if they want to give live evidence. It is then for the tribunal to decide whether the arrangements the Home Office is able to put in place are sufficient or whether it is necessary for the individu-al to return to the UK for their appeal. There have been a number of hear-ings held abroad using video link and the courts have found that this enabled the appellant to give evidence effectively.<\/p>
Following the changes to the appeals system made in the Immigration Act 2014, appeals can only be brought where claims raising asylum, humanitarian protection or human rights claims are refused; where protection status is revoked; in EEA cases and for deprivation of citizenship. Some of those refused on the basis of alleged cheating have made human rights claims and will have an in country right of appeal if refused (unless the claim is clearly unfounded).<\/p>"}
