The Online Harms White Paper sets out our plans for world-leading legislation to make the UK the safest place in the world to be online. This will make companies more responsible for their users\u2019 safety online, especially children and other vulnerable groups. We will establish in law a new duty of care on companies towards their users, overseen by an independent regulator. This regulator will set clear safety standards, through codes of practice, backed up by mandatory reporting requirements and effective enforcement powers.<\/p>

At the same time as the White Paper, the Government published the Social Media Code of Practice, which sets out actions that the Government believes providers of social media platforms should take to prevent bullying, insulting, intimidating and humiliating behaviours on their sites.<\/p>

The Female Offender Strategy committed to develop a \u2018residential women\u2019s centre\u2019 pilot in at least five sites across England and Wales. The aim of the pilots, when they begin, will be to develop an evidence base for how we might reduce the numbers of women entering and re-entering custody for short periods.<\/p>

We want to make sure the models we take forward are sustainable, scalable and appropriate for the local context of each site. We have recently concluded our first phase of consultation with stakeholders, partners and providers to inform our scoping. We will continue to consult with partners as we refine the design and delivery of the pilot.<\/p>

The first Road Investment Strategy (RIS1), published in December 2014, recognised the importance of the A303/A358/A30 corridor and announced the Government\u2019s intention to upgrade all remaining sections of the A303 between the M3 and the A358 to dual carriageway standard, together with creating a dual carriageway link from the M5 at Taunton to the A303, as part of a long-term commitment to creating a new high quality dual carriageway road to the South West.<\/p>

<\/p>

Work on this long-term commitment is already underway, with Highways England in the process of developing three major improvements during RIS1: the A303 Amesbury to Berwick Down (Stonehenge Tunnel), A303 Sparkford to Ilchester dualling, and A358 Taunton to Southfields dualling.<\/p>

<\/p>

The Government intends that subsequent Road Investment Strategies will fund the remaining improvements. The Department is using the evidence it has gathered through three years of research and public engagement to determine an affordable and deliverable investment plan for the second Road Investment Strategy (RIS2) that will be published in late 2019. Many proposals have been received for enhancement schemes to be included in RIS2 \u2013 competition for the available funding is therefore very strong.<\/p>

<\/p>

The research phase has involved engagement with other Government departments such as the Ministry for Housing, Communities and Local Government, the Treasury and the Business, Energy and Industrial Strategy department. We are taking the findings of the local authority partners\u2019 Economic impact study into account in the decision-making and the Government\u2019s objectives for RIS2 include spreading economic growth across the country.<\/p>

<\/p>

Each individual scheme to improve the A303/A358/A30 corridor is being considered on its own merits, including an assessment of wider economic impacts where appropriate. Although the importance of the corridor for economic growth in the South West is already understood and being acted upon, no recent estimate has been made by the Department of the potential effect on economic growth in the South West of the planned improvements.<\/p>

There is no set minimum level Universal Credit award for a claimant to retain. A claimant\u2019s award will reflect their individual circumstances, topping up any earnings or other income that they may have, so their Universal Credit might just constitute a small proportion of their total income. Deductions from the award are calculated in relation to the Universal Credit standard allowance and the maximum rate of deductions cannot normally exceed 40 per cent of the Universal Credit standard allowance. Neither tenants or landlords lose a week\u2019s rent in a 53 weekly rent payment year as has been alleged; no year contains 53 weeks. The problem is alignment between weekly and monthly cycles. Each month the UC housing element is a constant figure but claimants with weekly tenancy agreements will be required to make either four or five rent payments within this period. If the claimant always pays their rent on time, in five payment months they are effectively making payment for part of the following month. That month will always be a four rent payment month, so the combination of the advance payment and the \u2018overpayment\u2019 of housing support during that month will get the claimant back on track.<\/p>

Where a landlord charges rent weekly on a Monday, because of the way the calendar falls every 5 or 6 years, they will seek 53 rent payments in a year, with the 53rd payment in part covering the tenancy for the first few days of the following year. The effect of this is that, over the course of the next housing association rental year, a tenant\u2019s UC payments will accurately reflect their liability, irrespective of the 53 payment weeks.<\/p>

There is a separate issue with respect to the way the calculation in the Universal Credit regulations converts a weekly liability into a monthly allowance. The conversion is achieved by multiplying the weekly rent by 52 and then dividing by 12. This effectively means one day\u2019s rent a year (two days in a leap years) are not covered by UC. It is for local authorities to decide on the most appropriate mechanisms for collecting council tax debt.
