There are currently two open maths schools: Kings College London Mathematics School and Exeter Mathematics School. When deciding whether to certify an extradition request, the Secretary of State follows the following criteria as set out in Section 70 of the 2003 Extradition Act: -<\/p>

(1) The Secretary of State must issue a certificate under this section if he receives a valid request for the extradition to a category 2 territory of a person who is in the United Kingdom.<\/p>

(2) But subsection (1) does not apply if the Secretary of State decides under section 126 that the request is not to be proceeded with.<\/p>

(3) A request for a person\u2019s extradition is valid if\u2014
(a) it contains the statement referred to in subsection (4), and
(b) it is made in the approved way.<\/p>

(4) The statement is one that the person\u2014
(a) is accused in the category 2 territory of the commission of an offence specified in the request, or
(b) is alleged to be unlawfully at large after conviction by a court in the cate-gory 2 territory of an offence specified in the request.<\/p>

(5) A request for extradition to a category 2 territory which is a British over-seas territory is made in the approved way if it is made by or on behalf of the person administering the territory.<\/p>

(6) A request for extradition to a category 2 territory which is the Hong Kong Special Administrative Region of the People\u2019s Republic of China is made in the approved way if it is made by or on behalf of the government of the Re-gion.<\/p>

(7) A request for extradition to any other category 2 territory is made in the ap-proved way if it is made\u2014
(a) by an authority of the territory which the Secretary of State believes has the function of making requests for extradition in that territory, or
(b) by a person recognised by the Secretary of State as a diplomatic or consu-lar representative of the territory.<\/p>

(8) A certificate under this section must certify that the request is made in the approved way.<\/p>

(9) If a certificate is issued under this section the Secretary of State must send these documents to the appropriate judge\u2014
(a) the request;
(b) the certificate;

This information does not distinguish between those detained under immigration powers and those living in the community. The reason for this is two-fold, firstly because the NRM referral is not an immigration route by which individuals should regularise their stay in the United Kingdom and, secondly, because a person\u2019s status in immigration detention is not permanent and can change.<\/p>

The use of immigration detention in all cases is subject to regular reviews and consequently a change in circumstance may result in a different consideration. Prisoners sentenced to a standard determinate custodial sentence must be released automatically at the halfway point of their sentence and serve the second half on licence. Those sentenced to at least 12 weeks but less than four years may be released on Home Detention Curfew (HDC) up to 135 days before the halfway point, depending on sentence length.<\/p>

<\/p>

HDC is a robust scheme which allows suitable, risk assessed, prisoners to work towards rehabilitation in the community, while remaining subject to strict monitoring and other conditions. If they breach these, they can be returned to custody. HDC allows reintegration back into the community in a controlled and supervised way, which research suggests may help to reduce the risk of further offending.<\/p>

<\/p>

Between 2007 and 2010, a further scheme operated which also allowed for early release before the halfway point of sentence \u2013 the End of Custody Licence (ECL) scheme. This allowed certain adult prisoners to be released 18 days before their normal halfway release point. It was brought to an end in March 2010.<\/p>

<\/p>

Children sentenced to a Detention and Training Order (DTO) serve the first half in custody, and the second half in the community. Most children serving a DTO of 8 months or more can be released one or two months earlier (depending on the DTO length) than the normal mid-point of sentence.<\/p>

<\/p>

The attached table shows the number of offenders released early under the Home Detention Curfew, End of Custody Licence and Detention and Training Order early release schemes in each year since 2007, and the proportion of all prisoners released who were released under each scheme.<\/p>

<\/p>

Prisoners may also be released early before having served half the sentence under the Early Removal Scheme (ERS). Under this scheme offenders liable to removal from the United Kingdom who have served at least a quarter of the sentence may be released before the halfway appoint solely in order to facilitate their deportation. Prisoners may also be released early on compassionate grounds (ERCG) before they have served half the sentence.
