As we made clear alongside Troika partners (US and Norway) on 4 June, we condemn the recent violent attacks by Sudanese security forces against peaceful protestors in Sudan, which left many civilians dead or injured. The Foreign Secretary reiterated this in his statement on 6 June, which also called for the full restoration of the internet and freedom of the media. The UK has called for the human rights of all Sudanese people to be respected and for the resumption of the political process with the protestors and the opposition, and an agreed transfer of power to a civilian-led government, as demanded by the Sudanese people, in a swift, orderly and peaceful manner. On 6 June, I summoned the Sudanese Ambassador to the Foreign and Commonwealth Office to express the grave concerns of the United Kingdom at the use of violence against civilians by the Sudanese authorities. Also, the UK, through the UN Security Council issued a statement on 13 June that called for the violence to stop and emphasised the importance of human rights, protection of civilians, accountability and justice.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4107", "label" : {"_value" : "Biography information for Dame Harriett Baldwin"} } , "answeringMemberConstituency" : {"_value" : "West Worcestershire"} , "answeringMemberPrinted" : {"_value" : "Harriett Baldwin"} , "dateOfAnswer" : {"_value" : "2019-06-18", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2019-06-18T14:48:40.653Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "16"} , "answeringDeptShortName" : {"_value" : "Foreign and Commonwealth Office"} , "answeringDeptSortName" : {"_value" : "Foreign and Commonwealth Office"} , "date" : {"_value" : "2019-06-13", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Sudan: Demonstrations"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Foreign and Commonwealth Affairs, what steps his Department is taking to prevent human rights violations being committed against peaceful demonstrators in Sudan.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4640", "label" : {"_value" : "Biography information for David Linden"} } , "tablingMemberConstituency" : {"_value" : "Glasgow East"} , "tablingMemberPrinted" : [{"_value" : "David Linden"} ], "uin" : "264455"} , {"_about" : "http://data.parliament.uk/resources/1132078", "AnsweringBody" : [{"_value" : "Foreign and Commonwealth Office"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1132078/answer", "answerText" : {"_value" : "

Since the removal of Bashir as President and the establishment of a Transitional Military Council the UK has engaged with international counterparts bilaterally and in multilateral fora to shape an international response that supports the demands of the people of Sudan to deliver a swift and inclusive move to civilian rule. The Foreign Secretary spoke with Kenyan Cabinet secretary for Foreign Affairs on 3 May and Saudi Minister of State for Foreign Affairs on 25 April on the importance of international partners' engagement to support a swift transition to civilian rule.

The UK has ensured that the situation in Sudan has been discussed at the highest levels, including in the UN Security Council, most recently on 4 June, and in the EU Foreign Affairs Council on 17 June. The UK also continues to promote comprehensive peace negotiations through our role in the Troika. Alongside the US and Norway we engage regularly with the African Union (AU) building on long standing support to the AU's mediation efforts to encourage peace and security in Sudan. The UK welcomes the leadership of the AU in calling for a swift move to civilian rule including the suspension of Sudan from all AU activities on 6 June, to ensure a resumption of dialogue to deliver a swift move to civilian-led government; it is vital that the transition credibly delivers the demands of the people of Sudan.

The net premium paid (or subsidy received) by each passenger franchise is published annually by the Office of Rail and Road. The most recent published statistics are for 2017/18, and are available alongside previous years’ figures here: http://dataportal.orr.gov.uk/browsereports/1

The government aims to achieve best value for taxpayers and passengers by awarding franchises through competitive procurement wherever possible, but it is sometimes necessary to make a direct award for operational or other reasons. The rail franchising schedule (updated annually for 2017 and earlier years) shows the contractual status of each franchise over the years since 2012. The 2017 edition is available here: https://www.gov.uk/government/publications/rail-franchise-schedule with earlier versions available in the UK government web archive.

The UK continually monitors the humanitarian situation in Gaza. We are concerned by the high levels of poverty, unemployment, food insecurity, and the impacts of the humanitarian situation on children. The World Health Organisation (WHO) in a report on 31 May titled ‘The Gaza trauma response’, noted that from 30th March 2018 to 30th March 2019, during the ‘Great March of Return’ demonstrations, 172 people became permanently disabled because of their injuries, of whom 36 were children.

The UK is committed to help the growing needs of approximately 1.5 million registered refugees in Gaza through support to the UN Refugees and Works Agency (UNRWA). Between 2019-2020, the UK will provide up to £80m to UNRWA. UNRWA runs over 274 schools and educates over 278,000 children in Gaza. We are providing £2 million to the International Committee of the Red Cross (ICRC) to help support several of the most urgent health needs in Gaza, including drugs, surgical equipment and physical rehabilitation for people with disabilities. We have recently announced £1.6m aid to the World Health Organisation Appeal, which will support trauma medical treatment in the Gaza Strip, including establishment of a new limb reconstruction centre.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/1466", "label" : {"_value" : "Biography information for Dr Andrew Murrison"} } , "answeringMemberConstituency" : {"_value" : "South West Wiltshire"} , "answeringMemberPrinted" : {"_value" : "Dr Andrew Murrison"} , "dateOfAnswer" : {"_value" : "2019-06-20", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2019-06-20T16:19:41.687Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "20"} , "answeringDeptShortName" : {"_value" : "International Development"} , "answeringDeptSortName" : {"_value" : "International Development"} , "date" : {"_value" : "2019-06-13", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Gaza: Children"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for International Development, what recent assessment he has made of the welfare of children living in Gaza.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4523", "label" : {"_value" : "Biography information for Catherine West"} } , "tablingMemberConstituency" : {"_value" : "Hornsey and Wood Green"} , "tablingMemberPrinted" : [{"_value" : "Catherine West"} ], "uin" : "264457"} , {"_about" : "http://data.parliament.uk/resources/1132082", "AnsweringBody" : [{"_value" : "Department for Work and Pensions"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1132082/answer", "answerText" : {"_value" : "

Universal Credit payments are designed to mirror the world of work, with monthly payments reflecting the way many working people are paid. This model of monthly payments allows claimants to take responsibility for budgeting their own income and helps prepare them for getting back to work.

Advance payments of Universal Credit are not loans. They are Universal Credit paid early, which is then recovered over an agreed period via deductions from the claimant’s Universal Credit award. No claimant has to go five weeks without receiving support, as advances, worth up to 100 per cent of a claimant’s indicative award, are available up front, if there is need. Advances are paid back over a period of 12 months and in the Autumn Budget 2018, we announced that from October 2021, the payback period for these advances will be extended further, up to 16 months. This is just one of a number of measures the Department has put in place to support claimants such as paying those claimants moving from Housing Benefit onto Universal Credit a two week ‘transitional housing payment’. Close to two million people live as Internally Displaced People inside Sudan, with around 600,000 living precarious lives as refugees beyond its borders.
