Investigating authorities have access to a broad range of investigative tools and financial intelligence which can be easily shared between relevant agencies. The UK’s capacity for undertaking terrorist financing investigations was extended by the Criminal Finances Act 2017 which now permits the financial investigation powers in the Terrorism Act 2000 to be exercised by civilian accredited financial investigators employed by LEAs and allows for these orders to be recognised across different UK jurisdictions.

The UK supports UN Security Council Resolution (UNSCR) 2396 and the as-sociated Madrid Guiding Principles, and contributed to the drafting of both. We encourage Member States to fully implement UNSCR 2396. .

The government has undertaken a wide range of work to maximise the linkag-es between our work to counter both serious and organ-ised crime and terrorism. This is reflected in CONTEST, the United Kingdom’s strategy for counter-terrorism (June 2018: https://www.gov.uk/government/publications/counter-terrorism-strategy-contest-2018) and the Serious and Organised Crime Strategy (November 2018, https://www.gov.uk/government/publications/serious-and-organised-crime-strategy-2018).

Counter-terrorism policing, the National Crime Agency and the National Police Chiefs’ Council are implementing a counter-terrorism and serious and organ-ised crime collaboration strategy. We are aware of reports that allege that organ harvesting may be taking place in China, including suggestions that minority and religious groups are being specifically targeted.

We consider the Kilgour, Gutmann and Matas report to be important sources of information about China’s organ transplant system. These reports rightly question the lack of transparency in China’s organ transplant system, whilst acknowledging that it is very difficult to identify the source of those organs and verify the number of organ transplants conducted in China.

However, as the Minister for Europe and the Americas said in a Westminster Hall debate in October 2016: “Although I do not doubt the need to maintain close scrutiny of organ transplant practices in China, we believe that the evidence base is not sufficiently strong to substantiate claims about the systematic harvesting of organs from minority groups. The World Health Organisation (WHO) collates global data on organ donations and works with China. The WHO view is that China is implementing an ethical, voluntary organ transplant system in accordance with international standards, although the WHO does have concerns about overall transparency.

The British Government is aware of the technique to plastinate human bodies exported from China for exhibition and for medical research. We have not made inquiries with the Chinese government or Dalian Hoffen Bio-Technique Co. Ltd on this matter, but continue to monitor media coverage.

Since 2017, we have been providing around £60 million per year of supplementary funding to local authorities so that they could maintain funding levels for maintained nursery schools (MNS). We listened to concerns about the timing of the 2019 Spending Review and announced that we would provide some local authorities with further supplementary funding, of around £24 million, to enable them to continue the same levels of funding for their MNS for the whole of the 2019/20 academic year. That additional funding will be distributed on the same basis as the current supplementary funding. NHS England commissioned an independent assessment of the Clinical Commissioning Group’s (CCG) leadership and culture as part of their role as the CCG’s regulator. The independent assessor did not uncover any issues on whistleblowing therefore the report does not make recommendations on their approach to whistleblowing. However, NHS England are always keen to learn and improve how we listen and respond to staff.

Sheffield CCG takes all concerns raised by staff very seriously and invites anyone who has concerns to raise them under its Freedom to Speak Up: Raising Concerns (Whistleblowing) Policy and/or Dignity at work (prevention of bullying and harassment) policy. The CCG encourages staff to speak up and is committed to dealing with them responsibly and professionally.

NHS England will be developing an improvement plan, with input from staff and partners, to systematically address all the issues in the report.

The Government does not prevent individuals from following their religious beliefs or cultural traditions provided they do so within the law. The diversity of modern Britain is one of our strengths and many British people of different faiths follow religious codes and practices.

The right to freedom of expression is a vital part of a democratic society. It is a long-standing tradition in this country that people are free to share their views with others.

The UK remains deeply concerned by the Government of Sudan's response to recent protests, including the implementation of a state of emergency and the issuing of emergency orders to criminalise peaceful and legitimate demonstrations. The Minister for Africa most recently raised our concerns with the Foreign Minister of Sudan on 13 March. Our Ambassador in Khartoum has raised the cases of individuals detained with senior officials in the Government of Sudan. This included expressing outrage at the case of nine women sentenced to flogging and a call for their immediate release; we are pleased that these sentences have now been overturned. The UK continues to call publicly for the immediate release of those detained and for the government to respect the rights of the Sudanese people, including their right to freedom of expression and peaceful assembly.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4210", "label" : {"_value" : "Biography information for Lord Ahmad of Wimbledon"} } , "answeringMemberPrinted" : {"_value" : "Lord Ahmad of Wimbledon"} , "dateOfAnswer" : {"_value" : "2019-03-20", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2019-03-20T15:02:14.847Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "16"} , "answeringDeptShortName" : {"_value" : "Foreign and Commonwealth Office"} , "answeringDeptSortName" : {"_value" : "Foreign and Commonwealth Office"} , "date" : {"_value" : "2019-03-11", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Sudan: Politics and Government"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask Her Majesty's Government what assessment they have made of reports that nine Sudanese women have been sentenced to flogging for protesting against President Omar al-Bashir.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/3364", "label" : {"_value" : "Biography information for Baroness Cox"} } , "tablingMemberPrinted" : [{"_value" : "Baroness Cox"} ], "uin" : "HL14367"} ], "itemsPerPage" : 10, "next" : "http://eldaddp.azurewebsites.net/answeredquestions.text?_page=1&max-ddpModified.=2019-03-11T22%3A07%3A57.244Z&AnswerDate=2019-03-25&min-ddpCreated=2018-11-05T22%3A19%3A20.313Z&max-questionFirstAnswered.=2019-06-19T12%3A02%3A28.827Z", "page" : 0, "startIndex" : 1, "totalResults" : 67, "type" : ["http://purl.org/linked-data/api/vocab#ListEndpoint", "http://purl.org/linked-data/api/vocab#Page"]} }
