In response to an identified threat, it has been assessed that the Tier 4 student route is associated with a small proportion of non compliant or abusive Vietnamese migrants a small number being referred to the NRM as potential victims of trafficking.<\/p>

All referrals of potential victims of modern slavery made to the National Referral Mechanism (NRM) are shared with the relevant police force to either record a modern slavery crime or to record a crime related incident. This function is carried out by the NRM Competent Authorities rather than NRM First Responders.<\/p>
