We asked the CPS to analyse a sample of rape cases finalised in 2016 to assess the frequency and outcome of applications to introduce evidence of a complainant’s sexual history under s 41 of the Youth Justice and Criminal Evidence Act 1999.

A section 41 application was made by the defence in 13% of the 309 sample cases looked at. In 8% of the 309 sample cases, an application to permit such evidence was granted by the court.

Robust governance structures and processes were established prior to the commencement of the Aberdeen City Region Deal. These provide assurance to the government that there is open and transparent decision making, governance and project delivery.

Central to the governance arrangements is the Aberdeen City Region Deal Joint Committee which oversees the implementation and monitoring. In addition there is an Aberdeen City Region Deal Programme Implementation Board which meets quarterly to review progress against agreed implementation milestones and objectives. Scotland Office officials sit on the Implementation Board.

Overall scrutiny of the implementation of the Aberdeen City Region Deal is the responsibility of the Scottish City Region Deal Delivery Board which is comprised of senior officials from Scotland Office, the Cities and Local Growth Unit and the Scottish Government. The Delivery Board meets quarterly to review progress.

In the United Kingdom, the Mobile Telecommunications and Health Research Programme (MTHR) commissioned and managed an extensive and comprehensive programme of work that ran for 11 years until 2012. MTHR was jointly funded by the Government and industry. The Government continues to support research on this topic, including the ongoing Cohort Study of Mobile Phone Use and Health and the Study of Cognition, Adolescents and Mobile Phone studies at Imperial College London.

Public Health England (PHE) advises that the International Commission on Non-Ionizing Radiation Protection (ICNIRP) guidelines, which already underpin Government policy on these matters, provide protection for local communities; the conclusions arising from research to date are reflected in this advice. Measurements made by Ofcom and PHE have shown that exposures of the general public living near to mobile phone masts are well within the ICNIRP levels. Further information is available at:

The Treasury does not hold data on bank branch closures. The decision to close a branch remains a commercial judgement for banks. However, the impact on communities must be understood, considered and mitigated where possible.

The Access to Banking Protocol was a 2015 industry-wide agreement on bank branch closures, designed to help minimise their impact on customers and communities. In November 2016, Professor Russel Griggs published an independent ‘one year on’ review of the Protocol, following which the new Access to Banking Standard came into effect in May 2017. The Standard commits banks to ensure personal and business customers are better informed about branch closures and the reasons for them closing, along with the options they have locally to continue to access banking services, including specialist assistance for customers who need more help. The Access to Banking Standard is monitored and enforced by the independent Lending Standards Board.

99% of banks’ personal and 95% of banks’ business customers are able to withdraw cash, deposit cash and cheques, and make balance enquiries at a Post Office counter via its network of 11,600 branches. At Autumn Budget 2017, my predecessor wrote to the Post Office and UK Finance to ask them to raise public awareness of the banking services available at the Post Office for individuals and SMEs. The Government is committed to ensuring that communities across the UK are fully aware of the important services that remain available to them at their local Post Office, even if their bank branch is closed.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4051", "label" : {"_value" : "Biography information for John Glen"} } , "answeringMemberConstituency" : {"_value" : "Salisbury"} , "answeringMemberPrinted" : {"_value" : "John Glen"} , "dateOfAnswer" : {"_value" : "2018-02-06", "_datatype" : "dateTime"} , "groupedQuestionUIN" : [{"_value" : "125764"} , {"_value" : "125768"} ], "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2018-02-06T16:40:34.39Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "14"} , "answeringDeptShortName" : {"_value" : "Treasury"} , "answeringDeptSortName" : {"_value" : "CaTreasury"} , "date" : {"_value" : "2018-01-31", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Banks"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Chancellor of the Exchequer, what recent estimate his Department has made of the number of people who live more than (a) five miles and (b) 10 miles from a bank branch.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/389", "label" : {"_value" : "Biography information for Caroline Flint"} } , "tablingMemberConstituency" : {"_value" : "Don Valley"} , "tablingMemberPrinted" : [{"_value" : "Caroline Flint"} ], "uin" : "125842"} , {"_about" : "http://data.parliament.uk/resources/834206", "AnsweringBody" : [{"_value" : "Ministry of Housing, Communities and Local Government"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/834206/answer", "answerText" : {"_value" : "

Under the last Labour government, home ownership started falling from a peak of 63.9 per cent in 2003-04 for all homeowners between the ages of 16-44 to a low of 53.8 per cent in 2009-10.

The Government have put in place a wide ranging package of measures to improve homeownership. While overall homeownership rates have remained stable since 2013, they have declined for people under 45 since 2003. The best way to help young people to own their own home is to build more homes, and that is precisely what this Government is doing.

Already, over 1.1 million additional homes have been delivered in England since 2010, including over 217,000 in 2017 alone. Since 2010, over 357,000 affordable homes have been delivered, as well as the 443,000 households that have been helped into home ownership through Government schemes including Help to Buy and Right to Buy.

More still needs to be done to get more houses built. We will be working on this through the implementation of our Housing White Paper and the further measures we introduced in the Autumn Budget 2017. This includes reforms to Stamp Duty, which are expected to help 95 per cent of first-time buyers.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4007", "label" : {"_value" : "Biography information for Dominic Raab"} } , "answeringMemberConstituency" : {"_value" : "Esher and Walton"} , "answeringMemberPrinted" : {"_value" : "Dominic Raab"} , "dateOfAnswer" : {"_value" : "2018-02-22", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2018-02-22T16:27:07.957Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "7"} , "answeringDeptShortName" : {"_value" : "Housing, Communities and Local Government"} , "answeringDeptSortName" : {"_value" : "Housing, Communities and Local Government"} , "date" : {"_value" : "2018-01-31", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Owner Occupation"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Housing, Communities and Local Government, what assessment his Department has made of the reasons for the decline in the level of home ownership among people under 45 years old since 2010.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/400", "label" : {"_value" : "Biography information for John Healey"} } , "tablingMemberConstituency" : {"_value" : "Wentworth and Dearne"} , "tablingMemberPrinted" : [{"_value" : "John Healey"} ], "uin" : "125843"} , {"_about" : "http://data.parliament.uk/resources/834207", "AnsweringBody" : [{"_value" : "Home Office"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/834207/answer", "answerText" : {"_value" : "
