The Department engages regularly with people with disabilities for example through its strategic partners programme. Last summer, the Department commissioned Think Local Act Personal to survey the views of those using social care, including disabled people, through their partner organisations as part of an ongoing evaluation of the Care Act 2014\u2019s implementation. Think Local Act Personal are currently analysing the results of the survey for publication.<\/p>

], "answer" : {"_about" : "http://data.parliament.uk/resources/677460/answer", "answerText" : {"_value" : " In the days that followed the flooding in December 2015 and early January 2016, the Government very quickly identified that the immediate priority was to respond to the urgent needs of those affected and we have paid out almost £300 million.<\/p> The Commission has now completed its assessment of the UK Government\u2019s European Union Solidarity Fund application and has proposed to the European Parliament and Council that the UK receives a notional \u20ac60 million (circa £51.6 million) in assistance (subject to approval by the two bodies). However, owing to the costs involved in making an application and the effect of clawback through the UK rebate, the overall net benefit to the UK is only estimated to be \u20ac17 million (circa £15 million).<\/p> This will be further offset by a payment of £14.5 million that the UK is legally obliged to make to the EU in respect of the UK\u2019s 2007 application (by the then Labour Government) for Solidarity Fund assistance following the serious floods that year. The UK Government is obliged to repay funding where there was ineligible spending under the Labour administration. Consequently, this funding does not offer additional support.<\/p> This funding can only be used to reimburse public sector costs so cannot be paid directly to individual householders and businesses.<\/p>"}

The Framework states that design policies should avoid unnecessary prescription or detail and should concentrate on guiding the overall scale, density, massing, height, landscape, layout, materials and access of new development in relation to neighbouring buildings and the local area more generally.<\/p> In addition the Homes and Communities Agency has published a number of guidance documents around design and sustainability providing practical, delivery related knowledge, research findings and good practice.<\/p>
