My department has published research on the effects of immigration on housing in a number of reports and statistical releases. The recent Casey Review presents evidence on the role of housing in the integration of immigrant populations. The English Housing Survey contains evidence on what proportion of housing is occupied by non-UK nationals. The household projections contain evidence on what proportion of household growth is attributable to net migration. Statistics published by my department on social lettings provide detail on how many social rented properties are let to non-UK nationals.

There is no place for discrimination of any kind in sport, at any level. I receive regular updates on English football’s Inclusion & Anti-Discrimination Action Plan, which details the work undertaken by the football authorities, clubs, County Football Associations and campaign groups to tackle all forms of discrimination and ensure the game is open and welcoming to everyone at all levels.

We are fully appreciative of the efforts football and other sports have made over a number of years to tackle discrimination. For example football and rugby union bodies, including the Premier League, the Football Association, the English Football League, the Professional Game Match Officials Limited, Premiership Rugby and the Rugby Football Union, all supported Stonewall’s Rainbow Laces campaign to show support for lesbian, gay, bi-sexual, and transgender (LGB&T) players and fans, as part of which players and officials wore rainbow-coloured laces and armbands.

My Department is also supportive of the Home Office's recent work in partnership with Kick It Out to develop guidance on tackling anti-Muslim hatred and also on initiatives related to LGB&T hate crime. This was outlined in ‘Action Against Hate', the government’s plan for tackling hate crime, published in July 2016. It builds on Kick It Out's previous work with the Community Security Trust and Maccabi GB on reporting anti-Semitism in football through guidance to all professional clubs and managers of stadia.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/3950", "label" : {"_value" : "Biography information for Dame Tracey Crouch"} } , "answeringMemberConstituency" : {"_value" : "Chatham and Aylesford"} , "answeringMemberPrinted" : {"_value" : "Tracey Crouch"} , "dateOfAnswer" : {"_value" : "2017-01-27", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2017-01-27T15:07:20.48Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "10"} , "answeringDeptShortName" : {"_value" : "Culture, Media and Sport"} , "answeringDeptSortName" : {"_value" : "Culture, Media and Sport"} , "date" : {"_value" : "2017-01-20", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Football: Discrimination"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Culture, Media and Sport, whether her Department supports projects in football to tackle anti-Semitism, Islamophobia, racism, homophobia and other forms of discrimination; and if she will make a statement.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4460", "label" : {"_value" : "Biography information for Ms Nusrat Ghani"} } , "tablingMemberConstituency" : {"_value" : "Wealden"} , "tablingMemberPrinted" : [{"_value" : "Nusrat Ghani"} ], "uin" : "60966"} , {"_about" : "http://data.parliament.uk/resources/676014", "AnsweringBody" : [{"_value" : "Department for Culture, Media and Sport"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/676014/answer", "answerText" : {"_value" : "

The press self-regulators, the Independent Press Standards Organisation (IPSO) and the Independent Monitor for the Press (IMPRESS) each have a clear process for making complaints regarding the publications they regulate. Information about IPSO's complaints process is available here: https://www.ipso.co.uk/make-a-complaint/. Information about IMPRESS's complaints process is available here: http://www.impress.press/complaints/.

Ofcom's process for complaints covers content on television, radio and on demand programme services. The Broadcasting code includes rules designed to protect viewers and listeners from harm and offence – such as what can be screened on TV before the 9pm watershed. Other areas of the Broadcasting Code address issues such as impartiality and accuracy, sponsorship and commercial references as well as fairness and privacy. This Government has recognised the harm caused by hate on the internet and committed to take action to reduce this harm in the recently published Hate Crime Action Plan. Despite the challenges we face, we have made considerable progress in addressing hate on the internet. The Director of Public Prosecutions has published guidance to prosecutors on when it is in the public interest to take perpetrators to court. We also continue to support the police hate crime web-facility, True Vision to provide information to victims and professionals and to allow on-line reporting of hate crime. The College of Policing has included guidance to police and partners on responding to internet hate crime in their Hate Crime Strategy and Guidance. This guidance was downloaded over 4,700 times from True Vision in the first five months, in addition to the physical documents circulated to individual agencies.

We have supported the establishment of the UK No Hate Speech Movement which equips, trains and supports young volunteers to operate on the internet, supporting victims, reporting damaging material and challenging hate-fuelled perpetrators through ‘counter-narrative’ activity.

Formal negotiation with the internet industry to tackle online hate crime. including anti-Semitic content, has been led by officials from across government, primarily within the Cyber-Hate Working Group and latterly within the Internet Sub-Group of the European Commission High Level Group on Hate Crime.
