It is the role of directly elected local Police and Crime Commissioners to propose changes to local policing, not the Home Office. Any request from police forces to voluntarily merge would be considered where it is supported by a robust business case and has local consent.

It is not necessary for police forces to merge in order to become more efficient. Existing legislation places a strong duty on Chief Constables and Police and Crime Commissioners to collaborate in the interests of efficiency and effectiveness. Many are demonstrating that savings can be generated through collaboration without sacrificing local accountability and identity.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/1528", "label" : {"_value" : "Biography information for Sir Mike Penning"} } , "answeringMemberConstituency" : {"_value" : "Hemel Hempstead"} , "answeringMemberPrinted" : {"_value" : "Mike Penning"} , "dateOfAnswer" : {"_value" : "2015-10-28", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2015-10-28T15:23:01.02Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "1"} , "answeringDeptShortName" : {"_value" : "Home Office"} , "answeringDeptSortName" : {"_value" : "Home Office"} , "date" : {"_value" : "2015-10-20", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Police: Mergers"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for the Home Department, what her policy is on merging police forces in England.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/523", "label" : {"_value" : "Biography information for Mr Nicholas Brown"} } , "tablingMemberConstituency" : {"_value" : "Newcastle upon Tyne East"} , "tablingMemberPrinted" : [{"_value" : "Mr Nicholas Brown"} ], "uin" : "12588"} , {"_about" : "http://data.parliament.uk/resources/422681", "AnsweringBody" : [{"_value" : "Home Office"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/422681/answer", "answerText" : {"_value" : "

Tackling domestic abuse is a key priority for this Government.

The Office for National Statistics has ascribed national increases in police recorded violent crime to improvements in police recording.

The Government is providing £10 million to fund specialist domestic and sexual violence services and national helplines up to April 2016, including part-funding to 23 Independent Domestic Violence Advocates and eight Multi-Agency Risk Assessment Coordinators in London.
