It is the role of directly elected local Police and Crime Commissioners to propose changes to local policing, not the Home Office. Any request from police forces to voluntarily merge would be considered where it is supported by a robust business case and has local consent.<\/p>

It is not necessary for police forces to merge in order to become more efficient. Existing legislation places a strong duty on Chief Constables and Police and Crime Commissioners to collaborate in the interests of efficiency and effectiveness. The Government\u2019s position on the medicinal value of cannabis remains unchanged and no discussions are planned. The Medicines and Healthcare products Regulatory Agency is open to considering marketing approval applications for further cannabis-based medicinal products.<\/p>

The Government\u2019s position on the Wilson Doctrine was set out by the Prime Minister in a written ministerial statement made on 4 November 2015.<\/p>

As the Prime Minister made clear, the Wilson Doctrine has never been an absolute bar to the targeted interception of the communications of Members of Parliament or an exemption from the legal regime governing interception. The Doctrine recognised that there could be instances where interception might be necessary.<\/p>

The Prime Minister announced that as matter of policy the PM will be consulted should there ever be a proposal to target any UK Parliamentarian\u2019s communications under a warrant issued by a Secretary of State. This applies to Members of Parliament, members of the House of Lords, the Scottish Parliament, the Northern Ireland Assembly, the Welsh Assembly and UK members of the European Parliament. It applies to all activity authorised by a warrant issued by a Secretary of State: any instance of targeted interception and, electronic surveillance and equipment interference, when undertaken by the Security and Intelligence Agencies. This is in addition to the rigorous safeguards already in the Regulation of Investigatory Powers Act 2000 (RIPA) and the Code of Practice issued under it which set out a series of robust safeguards for any instance of interception.<\/p>

It is long standing policy of successive Governments neither to confirm nor deny any specific activity by the Security and Intelligence Agencies. No case of child abuse is \u2018historical\u2019 for victims and survivors. They must live with the consequences of their abuse each and every day of their lives. The allocation of resources on investigations into cases of child sexual abuse, including abuse that has taken place in the past, is an operational matter for the police and law enforcement.<\/p>

We have prioritised child sexual abuse as a national threat which means that police forces and Police and Crime Commissioners must have in place the capabilities they need to protect children from sexual abuse. In 2015/16 we provided an additional £10 million to the National Crime Agency for the creation of more specialist teams to tackle online child sexual exploitation.
