The UN Commission on Narcotic Drugs decided by consensus to postpone the consideration of the proposal to place Ketamine in Schedule IV of the 1971 Convention and to request additional information from the World Health Organisation and other relevant sources. The process for providing this information has yet to be defined, however the Government understands that Member State action would be required for the Commission to re-consider scheduling. The Government does not believe that controlling ketamine internationally is appropriate. It could result in reduced access to a substance listed as an essential medicine by the World Health Organisation and widely used as an anaesthetic in low and middle income countries. We will submit evidence outlining our position when appropriate. In the UK, the Government is determined to clamp down on the illegal misuse of ketamine, which leaves young people hospitalised with serious bladder and kidney damage every year, and is detected in a number of deaths every year. To prevent its misuse, we have made ketamine a Class B drug and taken action to ensure its availability for health and veterinary care in the UK is properly regulated.<\/p>"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/1528", "label" : {"_value" : "Biography information for Sir Mike Penning"} } , "answeringMemberConstituency" : {"_value" : "Hemel Hempstead"} , "answeringMemberPrinted" : {"_value" : "Mike Penning"} , "dateOfAnswer" : {"_value" : "2015-06-03", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2015-06-03T16:47:16.027Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "1"} , "answeringDeptShortName" : {"_value" : "Home Office"} , "answeringDeptSortName" : {"_value" : "Home Office"} , "date" : {"_value" : "2015-05-27", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Ketamine"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for the Home Department, with regards to the decision of the UN Commission on Narcotic Drugs to postpone consideration of including ketamine under Schedule 4 of the 1971 Convention, what process the Commission will follow to further analyse the effects of international control of the drug.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/301", "label" : {"_value" : "Biography information for Richard Burden"} } , "tablingMemberConstituency" : {"_value" : "Birmingham, Northfield"} , "tablingMemberPrinted" : [{"_value" : "Richard Burden"} ], "uin" : "43"} , {"_about" : "http://data.parliament.uk/resources/346863", "AnsweringBody" : [{"_value" : "Home Office"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/346863/answer", "answerText" : {"_value" : "
The UK's approach on drugs remains clear: we must prevent drug use in our communities; help dependent individuals through treatment and wider recovery support; while ensuring law enforcement protects society by stopping the supply and tackling the organised crime that is associated with the drugs trade. There are positive signs that our approach is working: there has been a long term downward trend in drug use over the last decade, the number of heroin and crack cocaine users in England continues to decline, and more people are recovering from their dependency now than in 2009/10. Drugs: International Comparators provided a summary of evidence on the policy and operational effectiveness of other countries' approaches to drugs. It is clear that in many cases the difference between the approach other countries have taken illustrate the complexity of the challenge of drug misuse, and why these approaches may not be replicable or relevant in the UK.<\/p>"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/1528", "label" : {"_value" : "Biography information for Sir Mike Penning"} } , "answeringMemberConstituency" : {"_value" : "Hemel Hempstead"} , "answeringMemberPrinted" : {"_value" : "Mike Penning"} , "dateOfAnswer" : {"_value" : "2015-06-03", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2015-06-03T16:46:56.777Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "1"} , "answeringDeptShortName" : {"_value" : "Home Office"} , "answeringDeptSortName" : {"_value" : "Home Office"} , "date" : {"_value" : "2015-05-27", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Drugs"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for the Home Department, with reference to the findings of the report Drugs: International Comparators, published in October 2014, if she will review her Department's policy on drugs.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/545", "label" : {"_value" : "Biography information for Paul Flynn"} } , "tablingMemberConstituency" : {"_value" : "Newport West"} , "tablingMemberPrinted" : [{"_value" : "Paul Flynn"} ], "uin" : "128"} , {"_about" : "http://data.parliament.uk/resources/346868", "AnsweringBody" : [{"_value" : "Prime Minister"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/346868/answer", "answerText" : {"_value" : "
