London is the tech capital of Europe. The Government has played a key part in its success. It supports Tech City UK which delivers support services and programmes to tech businesses in London and UK-wide. London and Partners promotes the London wide tech sector, working on behalf of the Mayor of London and other commercial partners, including Tech City for which it took over specific responsibility in April this year.<\/p>

<\/p>

Technology companies in London will benefit from a range of government funding such as the:<\/p>

<\/p>

\u2022 recently announced 5m funding (£2m in 2015/2016 and a provisional allocation of £3m in 2016/17) for a pilot digital skills programme to be run by the London Enterprise Panel as part of the London Growth Deal.<\/p>

<\/p>

\u2022 A new Digital Catapult, located in King\u2019s Cross, with £50m over 5 years to provide tech companies with access to expertise and enable them to develop new products and services.<\/p>

<\/p>

\u2022 £40K, this financial year, for Tech City UK\u2019s Future Fifty Programme. Of the 50 tech companies, 37 of them are headquartered in London.<\/p>

<\/p>

\u2022 £400K this financial year for Tech City UK\u2019s Digital Business Academy - an online training programme to ensure everyone has the much needed digital skills.<\/p>

<\/p>

We will have the lowest corporation tax rate in the G7 from next year. Technology companies can also benefit from other tax incentives such as the Patent Box, which can give an effective 10% tax rate for qualifying net revenue arising from EU or UK registered patents, R&D tax credits, the Enterprise Investment Scheme and the Seed Enterprise Investment Scheme.<\/p>

The Government launched the new computing curriculum in September 2014, to ensure a pipeline of digitally skilled individuals. £3.5m of funding has been provided to ensure teachers have the skills to teach the curriculum and there are a number of coding clubs available in London schools, to inspire young people about the career opportunities digital skills provide.<\/p>

My Department recruits on the basis of fair and open competition, with candidates being appointed on the basis of merit.<\/p>

There are a very small number of exceptions, which are recognised by the Civil Service Commission; in our Department\u2019s case, this is generally due to facilitate specific secondments from external organisations (for example, there were a series of fire secondments to provide support for the Olympics fire and security team), or to allow for appointments of individuals with specialised skillsets (for example, local audit) or for a time-limited project.<\/p>

The attached table gives a breakdown for each year since 2010-11, and to facilitate scrutiny, I have included 2009-10 to enable comparison with the use of exceptions under the last Administration.<\/p>

Guidance on undertaking Transport Assessments and Statements has been set out in the Planning Practice Guidance for everyone using the planning system, including local planning authorities and the Planning Inspectorate.

The Department has reduced staffing costs from £218 million a year in 2009-10 to £95 million in 2013-14. We have also completely overhauled and reformed the system of bonuses, in turn, reducing spending from £1.3 million in financial year 2008-09 and £1.2 million in financial year 2009-10 (£1.0 million in performance year 2009-10) to £440,000 in performance year 2013-14.<\/p>

For staff who are not Senior Civil Service, this included replacing the Annual Performance Bonus Scheme and the in-year Special Bonus Scheme, with an Exceptional Performance Scheme and in-year Instant Voucher Reward Scheme. The latter is designed to enable managers to provide immediate acknowledgment of exceptional performance for smaller scale achievements over a short period of time. Vouchers are given in values of £10 to £50.<\/p>
