The Government has not undertaken an assessment of the potential benefits of routinely collecting data about the parental responsibilities of anyone diagnosed with a mental health condition.<\/p>
<\/p>
However, the Government does recognise that parental mental health problems can have an impact on the wellbeing of children within the family and statutory guidance published in July 2018: \u2018Working Together to Safeguard Children\u2019 acknowledges that children may be at greater risk of harm or need additional help in families where adults have mental health problems. It is specifically for in work claimants and linked to earnings to incentivise work, and those in work to earn more. Universal Credit has a single taper of 63 per cent so payments reduce in a transparent and predictable way as earnings increase. Universal Credit is a means tested benefit, and income other than earnings, such as pensions, is taken fully into account in the assessment of Universal Credit. This is consistent with how legacy means tested benefits such as Employment and Support Allowance, Jobseeker\u2019s Allowance and Income Support treat pension income. Therefore it would not be consistent to extend the earnings taper to pensions income and doing so would also undermine the incentives to work for people of working age.<\/p>"}

We estimate that nationally, local authority delivery will increase to around 10,000 homes per year. Local authorities in South Yorkshire, and elsewhere, are able to use their new borrowing freedom to start building new homes to meet the needs of their communities immediately. We want to see them seize this opportunity and build a new generation of council housing.<\/p> In respect of the additional £2 billion of grant funding for Affordable Housing from 2022 to 2029, it is not possible to determine the distribution across regions until bids have been approved. Homes England do publish allocations data on the current 2016-2022 Affordable Homes Programme outside of London. As of March 2018, 1,361 affordable homes have been allocated grant funding in South Yorkshire.<\/p> Local authorities in South Yorkshire were successful in securing £5.8 million of Housing Infrastructure Fund (HIF) Marginal Viability Funding, which will unlock up to 730 homes. The final funding amounts are subject to a funding clarification process that is currently underway. We are currently working with Sheffield City Regions Combined Authority to develop their HIF Forward Funding bid. We cannot say if this funding will support homes in South Yorkshire until their bid is submitted in the coming months.<\/p>"}

Medical education and training includes developing understanding of, and competency in, supporting people with a learning disability, as required in the curricula for medical training approved by the General Medical Council.<\/p> <\/p> In the Government\u2019s response to the learning disabilities mortality review programme report, which we published on 12 September 2018, the Department and its partner organisations committed to a series of actions to increase uptake of learning disability training, including a commitment to consult on mandatory learning disability training for health and care staff, which will conclude by the end of March 2019. The Department is in the process of developing the consultation proposals, and are working with key stakeholders, including people with learning disabilities and autism and the groups that represent them, to shape the consultation proposals, including on how training would be delivered, and to identify the key questions to ask.<\/p>"}

These will introduce a transitional payment to those eligible claimants who were in receipt of the Severe Disability Premium whilst on an existing benefit and who have already moved to Universal Credit.<\/p> <\/p> As announced in the 2018 Autumn Budget, the income related elements of Employment and Support Allowance and Jobseeker\u2019s Allowance, and Income Support will continue for two weeks after a claim for Universal Credit has been made from July 2020. Claimants will therefore receive one two week run-on payment when being migrated to Universal Credit. Both of these measures are subject to parliamentary approval. These payments are in addition to the 2 week run-on of Housing Benefit, which we introduced in April 2018.<\/p> <\/p> The Government has also committed to ensuring that claimants who are moved onto Universal Credit as part of the managed migration process see no decrease in their benefit entitlement, providing their circumstances remain the same.<\/p> <\/p> The Government will be spending over £3bn on transitional protection over the next 10 years to ensure that claimants who are migrated onto Universal Credit as part of the managed migration process do not experience a financial loss at the point of transition.<\/p> <\/p> Transitional protection will be calculated based on the claimant\u2019s circumstances on the last day of their entitlement to existing benefits. To do this we will make a comparison between the total amount of all relevant existing benefits to which the claimant was entitled at this point and the total amount of Universal Credit to which the claimant would be entitled as calculated based on the same set of circumstances. If the entitlement to the existing benefits is the greater amount then the difference will be awarded as a Transitional Element. When awarded, this Transitional Element will be taken into account with any other applicable Elements to determine a claimant\u2019s Universal Credit award in each Assessment Period.<\/p>"}

The \u201cCyber Crime: Cyber Stalking\u201d course includes cyber stalking, non-cyber stalking and harassment. The \u201cStalking and Harassment\u201d course (which was released in April 2014) deals specifically with stalking and harassment offences.<\/p> <\/p> <\/p> <\/p> The CPS maintains a central record of the number of employees who have been trained on the law on stalking by way of the e-Learning courses. 1581 of its employees in post on 23 October 2014 have completed all elements of either of the e-Learning courses in the period between 1 November 2012 (the month when the Cyber Stalking e-Learning module was revised to include the new stalking offences) and 23 October 2014.<\/p> <\/p> <\/p> <\/p> In October 2014 the CPS issued follow-up, face-to-face training material on the Stalking and Harassment offences. It can be used flexibly at a local CPS level; accordingly, its delivery is not recorded on a central database.<\/p> <\/p> <\/p> <\/p> Although there are no current plans for new training products to be launched, the CPS will continue to train its staff in this critical area of work.<\/p> <\/p>"}

Neither the College of Policing nor the Home Office holds information which breaks this figure down by the number of police officers and staff in England and Wales that have completed the training.
In 2013-14, 743 prosecutions were commenced under the new stalking legislation. This is a significant increase from 2012-13 and shows that the legislation is taking effect.
We are also working with the police and Crown Prosecution Service to raise awareness and improve professional knowledge.
To ensure prosecutors\u2019 knowledge is continuously refreshed, in April 2014, the CPS launched a specific e-learning module on stalking which focused on victim support, working with the police and ensuring a strong case is built from the start. The College of Policing is also undertaking a review of how stalking incidents are investigated by the police. This will include how the police understand what constitutes a course of conduct in policing, how the police support victims, and further training on the appropriate use of Police Information Notices.
Since April 2014, offences of stalking and harassment are being reported separately in Police Recorded Crime figures. This will allow us to monitor the impact of the legislation more effectively.
Convicted stalkers will already be captured on the Police National Computer. We are working to make better use of existing databases and improve connectivity and information sharing rather than creating new databases or registers for each and every offence.<\/p>
