Each year since 2021, we have published an England Rare Diseases Action Plan. On 29 February 2024, we published the third England Rare Diseases Action Plan. In this plan we recognised that significant challenges exist with access to mental health and psychological support for people living with rare conditions, as well as their families and carers. During this year we have taken steps to further understand the challenges faced through a workshop, and have begun to address these needs by developing resources to better equip the workforce to provide support.<\/p>
The enormous contribution of unpaid carers, including those caring for individuals with rare diseases, is reflected throughout the Next Steps to Put People at the Heart of Care, published in April 2023. Furthermore, the Better Care Fund in 2023/24 includes £327 million for carers support, including short breaks and respite services for carers. This also funds advice and support to carers, and a small number of additional local authority duties. The Accelerating Reform Fund also provides support for unpaid carers. The Government is developing a new survey of unpaid carers which will capture the wide range of experiences, circumstances, and needs of unpaid carers across England. The Secretary of State for Education would not have powers to place a ban on inter-year transfers to St Leonard's Catholic School in the City of Durham.<\/p>

Parents can apply for a place for their child at any school at any time. An application after the start of the school year for a place in the normal year of entry (usually Year 7 in a secondary school), or for any other year group, is called an \u201cin-year\u201d application. The School Admissions Code sets out requirements in relation to in-year admissions.<\/p>

Where an application is received for a year which is not the normal year of entry, the admission authority can only refuse if the admission of another child would \u201cprejudice the provision of efficient education or efficient use of resources\u201d.<\/p>

In recent months, the Department for Business and Trade has met with a range of business representative organisations, as well as other stakeholders, to discuss the new tipping legislation and address any remaining concerns. Businesses and other stakeholders also had the opportunity to respond to the public consultation. Whilst the Government recognises Thames Water needs to take significant steps to improve its performance, Thames Water nonetheless provides some of the highest quality drinking water in the world along with other water companies in England.<\/p>

The five yearly Price Review process is currently underway for the period 2025-30, in which Ofwat sets an overall cap on the total amount that each water company may recover from their customers. As part of this process, Ofwat balances the interests of consumers with the ability of companies to finance the delivery of their services.<\/p>

Regarding safeguarding consumer interests, Government is mindful consumers are concerned about their bills. For this reason, Defra expects all water companies to make customers aware of available support, including WaterSure, social tariffs, payment breaks, and debt management assistance. We are continuing to work with industry to explore options to improve existing social tariff arrangements and welcome the planned household charging trials in 2024-25.<\/p>

Regarding financial stability, Ofwat assesses and monitors the financial resilience of each company on an individual and ongoing basis and challenges companies where they identify this is needed. The Surrey Senior Coroner has already carried out a full investigation into the circumstances surrounding Zane Gbangbola\u2019s death, taking into account a considerable amount of evidence.\u202f The Coroner, as an independent judicial office holder, drew his own conclusions based on this evidence.<\/p>
<\/p>
If there is a belief that the evidence was not considered properly during the original inquest, or that there is new evidence available, the correct process is for an application to be made to the Attorney General asking her to apply to the High Court to quash the inquest and order a fresh investigation.\u202fThe High Court would take this course of action if it believed that it would be in the interests of justice.<\/p>

I believe that this remains the proper process to follow.
