star this property answer text <p>Airport charges at Heathrow Airport have fallen by almost £2 per passenger in real terms since 2014. In the context of expansion, the Civil Aviation Authority will determine an appropriate level of airport charges in line with its statutory duty to further the interest of consumers. The Secretary of State also set out a clear ambition in 2016 for airport charges to remain as close as possible to current levels.</p><p> </p><p>The Airports Commission found that if there were any increase in charges at Heathrow as a result of expansion this would likely be absorbed by airlines, with passenger fares remaining unaffected or even falling further after the capacity constraints are released. The Government is also clear that the expansion of Heathrow will provide a significant boost to passengers and the wider economy even if airport charges were to increase modestly, and were passed on to passengers.</p><p> </p> more like this

star this property answer text <p>Although there is no statutory requirement for Taxi and PHV drivers to undertake disability awareness training, the Department for Transport’s best practice guidance on Taxi and Private Hire Vehicle Licensing in England and Wales recommends local licensing authorities work with operators, drivers and trade bodies in their area to improve drivers’ awareness of the needs of disabled people. This includes encouraging their drivers to undertake disability awareness training. A separate licensing regime regulates taxi and private hire vehicles in Scotland and the Scottish Government publishes its own Best Practice guidance.</p><p><strong> </strong></p><p>The Law Commission recently undertook a wide ranging review of taxi and private hire legislation in England and Wales and published their final report and a draft Bill on 23 May 2014, in which it recommended mandatory disability awareness training for drivers. The Government will respond to the report shortly.</p><p> </p><p> </p> more like this

star this property answer text <p>As part of the surface access requirements in the draft Airports National Policy Statement, Government has specified that any applicant for development consent should set out the mitigation measures that it considers are required to minimise and mitigate the effect of expansion on existing surface access arrangements.</p><p> </p><p>As part of the necessary airport surface access strategy, the applicant should, amongst other things, consider measures and incentives which could help manage demand by car users, but the precise mechanism is for the promoter to determine.</p><p> </p><p>The Airports Commission, as part of its consideration of the short listed options for airport expansion published an assessment of the potential impacts from the introduction of a form of access charge at the airport alongside its Final Report in July 2015. star this property answer text <p>By the end of this year the Access for All programme, launched in 2006, will have provided step free routes to more than 150 stations and smaller scale improvements at over 1,100. A further £160m has been allocated to extend the programme until 2019 and the 68 stations to benefit from this were announced last year.</p><p> </p><p>This is in addition to access improvements delivered by other major projects or the industry itself, which must meet UK and EU standards for accessibility.</p><p> </p> more like this

star this property answer text <p>Following consultation, in October 2017, the Government implemented a new five-year night flight regime at Heathrow, which will end in October 2022. This regime limits the number of scheduled movements to an average of sixteen per night for a six and a half hour night period.</p><p> </p><p>The revised draft Airports National Policy Statement (NPS) sets out the Government’s expectation for a six and a half hour ban on scheduled night flights at an expanded Heathrow. Should the revised draft Airports NPS be designated, consideration of any ban, including timings, would be subject to the International Civil Aviation Organisation’s Balanced Approach to noise management, including consultation with local communities and other interested parties.</p><p> </p> more like this
