star this property answer text <p>Public Health England (PHE) was advised that the work undertaken at the University of Wisconsin-Madison has been reviewed by the National Institute of Allergy and Infectious Diseases of the National Institutes of Health, in keeping with the institute's implementation of the United States Government Policy for Oversight of Life Sciences Dual Use Research of Concern.</p><p> </p><p>As part of this, PHE understand that the research was carried out in secure facilities with high levels of containment. A key finding of the research was that people vaccinated with the current seasonal influenza vaccine (which protects against 2009 H1N1 influenza, a related virus) had some evidence of protection against the novel virus that had been created. In addition, the team showed that the novel transmissible virus is expected to be sensitive to the antiviral medication oseltamivir. Effective counter measures to this novel virus are therefore available.</p><p> </p><p>This research provides information on the mechanisms responsible for adaptation of avian influenza viruses to mammals. Knowing what genes are associated with a potentially severe pandemic strain can help predict the likelihood of a strain emerging and help devise appropriate counter measures.</p><p> </p>

This does not factor in other classes of antibiotic, or those used in secondary care. star this property answer text <p>Cannabis is naturally occurring plant and a Class B controlled drug; one of the main active chemicals in cannabis is tetrahydrocannabinol (THC). Cannabis is not a medicinal product and is not licensed as a medicine in the United Kingdom and the Government has no plans to legalise raw cannabis for medicinal purposes, as cannabis has a number of acute and chronic health effects, such the possibility of developing mental health problems or harming the lungs when smoked.</p><p> </p><p>Since 2010 two applications for research funding into medicinal cannabis have been made to National Institute for Health Research (NIHR) Research Programmes. Of these one, within the Research for Patient Benefit (RfPB) Programme, has been accepted.</p><p> </p><p>The NIHR also provides support and facilities for research by funding a range of infrastructure facilities. Since 2010 seven projects related to medicinal cannabis have been supported through the NIHR infrastructure; however it is not possible to ascertain the number of applications received as the Department, and our managing agent, does not record this information.</p><p><strong> </strong></p><p>Between April 2010 and March 2014 the Medical Research Council received four applications for funding for research that related to the medicinal cannabis products. Of these four applications, two were successful.</p><p><strong> </strong></p><p><strong> </strong></p><p> </p>

Defra has not held meetings specifically to discuss lost fishing gear. However, officials frequently discuss this Regulation with the fishing industry and other interested parties. Masters of all EU fishing vessels are required to report any lost fishing gear to the vessel's flag state. This requirement was notified to all licence holders when the current control regulation was introduced, and the Marine Management Organisation plans to issue additional guidance that will remind vessel masters of their responsibilities in this respect on the www.GOV.UK website in the near future.</p><p> </p><p> </p><p> </p><p>As part of Defra's work in the International Whaling Commission (IWC) and the Agreement on the Conservation of Small Cetaceans in the Baltic, North East Atlantic, Irish and North Seas (ASCOBANS) we actively participate in discussions relating to understanding the extent and impact of entanglement of cetaceans in lost fishing gear.</p><p> </p><p> </p><p> </p>

This covers total annual catches (all species) and the proportion of these caught below 600m, and vessels targeting deep sea species at depths greater than 600m. We have not carried out similar analysis related to depths greater than 800m or covering 2013. star this property answer text <p> </p><p>Provisions concerning the retrieval and reporting of lost fishing gear are contained in the EU Fisheries Control Regulation (Council Regulation (EC) No.1224/2009). Defra has not held meetings specifically to discuss lost fishing gear. However, officials frequently discuss this Regulation with the fishing industry and other interested parties. Masters of all EU fishing vessels are required to report any lost fishing gear to the vessel's flag state. This requirement was notified to all licence holders when the current control regulation was introduced, and the Marine Management Organisation plans to issue additional guidance that will remind vessel masters of their responsibilities in this respect on the www.GOV.UK website in the near future.</p><p> </p><p> </p><p> </p><p>As part of Defra's work in the International Whaling Commission (IWC) and the Agreement on the Conservation of Small Cetaceans in the Baltic, North East Atlantic, Irish and North Seas (ASCOBANS) we actively participate in discussions relating to understanding the extent and impact of entanglement of cetaceans in lost fishing gear.</p><p> </p><p> </p><p> </p>

star this property answer text <p>Reports of suspected adverse drug reactions (ADRs) are collected by the Medicines and Healthcare products Regulatory Agency (MHRA) and Commission for Human Medicines (CHM) through the spontaneous reporting scheme, the Yellow Card Scheme.</p><p> </p><p><strong> </strong></p><p> </p><p>The Yellow Card Scheme collects information relating to suspected adverse drug reactions, which include both serious and non-serious effects which a doctor or patient suspects may have been due to a medicine. The MHRA has received a total of 1207 suspected ADR reports in association with citalopram between 1 January 2009 and 31 August 2014. This number includes reports received directly from healthcare professionals, patients and indirectly through pharmaceutical companies which have a legal obligation to report suspected ADRs. The number of reports received directly from the NHS cannot be determined.</p><p> </p><p> </p><p> </p><p>The inclusion of a particular ADR in a report does not necessarily mean it has been caused by the drug, only that the reporter had a suspicion it may have, or it had a close temporal relationship to the administration of the suspect drug. The fact that symptoms occur after a treatment does not necessarily mean that they have been caused by the drug itself, as underlying illnesses and other conditions may be responsible.</p><p> </p>

star this property answer text <p>The Foreign and Commonwealth Office recently funded a project led by the Royal Society for the Protection of Birds (RSPB) to carry out the first ever stocktake of species in the UK’s Overseas Territories (UKOTs). The study, completed between January 2013 and March 2014, brought together all known species records and conservation assessments. star this property answer text <p>In the UK we work across Government to deliver co-ordinated support to the Territories on natural environment issues. Each Department leads on its respective areas of responsibility. Under the Foreign and Commonwealth Office’s White Paper, ‘The Overseas Territories: Security, Success and Sustainability’, Defra leads on biodiversity and climate change adaptation and is committed to providing support for endangered species and habitats. This includes work through the ‘Darwin Plus: Overseas Territories Environment and Climate Fund’ launched in October 2012 and implementation of the UK Overseas Territories Biodiversity Strategy. Together with its Agencies, Defra has continued to provide technical and policy advice and ensured the delivery of key research in the Territories.</p><p> </p><p>We recently published a comprehensive update on ongoing and planned UK Government activities in support of the UK Overseas Territories Biodiversity Strategy, which sets out in detail some of our activities in these areas:</p><p> </p><p><a href="http://www.gov.uk/government/publications/uk-overseas-territories-biodiversity-strategy-update" target="_blank">www.gov.uk/government/publications/uk-overseas-territories-biodiversity-strategy-update</a>.</p><p> </p><p>Actions range from co-funding an officer based in the Falkland Islands, responsible for implementing the Agreement on the Conservation of Albatrosses and Petrels on behalf of the South Atlantic Overseas Territories, to funding environmental mainstreaming in Anguilla to help put environmental considerations at the heart of decision making.</p>

star this property answer text <p>Prior to 2013, work on the illegal wildlife trade (IWT), in the Foreign and Commonwealth Office (FCO) was handled by individual geographical departments and figures on staffing are not available without disproportionate cost. In 2013 a dedicated illegal wildlife trade team of three full-time staff, including one funded by the Department for Environment, Food and Rural Affairs (Defra), was set up in the FCO. This team was responsible for organising the London Conference on IWT in February 2014, working closely with Defra, the lead government department. Following the London Conference, this team was reduced to one full-time staff member. Since July 2014, in the run up to the Botswana Conference, two staff members in the FCO have been working predominantly on IWT, supported by a number of others working part-time.</p><p> </p><p>In the FCO’s overseas network, several UK based and locally engaged staff work part time on IWT. It is not possible to provide a breakdown without disproportionate cost. From January to March 2015, there has been one UK based member of staff working full time on the IWT temporarily seconded to support the government of Botswana.</p><p> </p>

star this property answer text <p>The UK is committed to playing its part in ending the scourge of the global illegal wildlife trade, which is why we hosted the London Conference on the illegal wildlife trade in February 2014. The London Conference Declaration contained 25 commitments to action on enforcement and criminal justice, eradicating the market for illegal wildlife products and sustainable livelihoods.</p><p> </p><p> </p><p> </p><p>A report describing the UK’s progress on delivering the commitments made in the London Conference Declaration will be published this spring. We have also designed a £10 million package, over four years, to support international action to tackle the illegal wildlife trade, focused on the themes discussed at the London Conference. As part of this package, 19 projects around the world will receive over £5.3 million through the Illegal Wildlife Trade Challenge Fund.</p><p> </p><p> </p><p> </p><p>The UK is producing a progress report on behalf of all the countries and Intergovernmental Organisations which adopted the London Conference Declaration. This report will be based on their contributions.</p><p> </p>

Therefore, an aggregate figure for funds allocated to this matter during this time is not available. In 2013, a dedicated IWT team was established. £113,000 was allocated in financial year 2013-14 towards the costs of the London Conference on IWT held in February 2014. Funds were also contributed towards the conference by other government departments. No specific stand-alone project funds have been allocated by the FCO in financial year 2014-15, on top of staff costs.</p> more like this

star this property answer text <p>There are a number of arrangements in place; including the Civil Service Code, which refers to an individual’s integrity in putting the obligations of public service above their own personal interests and forms part of the contractual relationship between a Civil Servant and their employer.</p><p> </p><p>Contracts of employment issued to a new member of staff also refer to the subject of Conduct and conflict of interest:</p><p> </p><p>‘As a Civil Servant you are required to conduct yourself in accordance with the provisions of the Civil Service Code, a copy of which is available within the Staff Handbook. It is essential that you are, and are seen to be, honest and impartial in the discharge of your duties. You must not allow your judgement or integrity to be compromised in fact or by reasonable implication. The detailed requirements governing the avoidance of conflicts of interest, the receipt of gifts and hospitality and the standards of conduct expected of you are set out in the Staff Handbook.’</p><p> </p><p>Any Civil Servant who does not adhere to the Civil Service code is liable to disciplinary action including the possibility of dismissal.</p><p> </p><p>In addition, applicants are required to declare previous employment on job applications, so recruiting line managers will be aware of potential conflicts of interest. If a role requires security clearance, then an additional independent check is conducted as part of the security checking process.</p><p> </p><p> </p>
