This approach reflects the government’s commitment to fairness as well as to our legal obligations.</p><p> </p><p> </p><p> </p><p>The Government has taken concrete actions to improve the position of women in the economy. 58 per cent of the 3.4 million individuals lifted out of income tax as a result of this Government’s policies are women. The Government is also providing help with childcare costs, including introducing tax-free childcare. 	answer	answer is ministerial correction date of answer 19/07/2016 answer text <p>We recognise that demand for social care is growing and this was a consideration in last year's Spending Review.</p><p>The Spending Review settlement provides up to £3.5 billion of new support for adult social care by 2019/20 - greater than the £2.9 billion that the Local Government Association estimated was needed for adult social care in their Spending Review submission. The vast majority of councils have already taken advantage of the opportunity to introduce a new Social Care Precept, which allows them to increase council tax by 2% above the existing threshold. By the end of the Parliament, this will raise up to £2 billion that must be spent exclusively on adult social care. That is why we have exempted supported housing from the Local Housing Allowance cap until 2019/20, from which point we will bring in a new funding model which will ensure that the sector continues to be funded at current levels, taking into account the effect of Government policy on social sector rents. We will apply the rent reduction to supported housing, with the exception of domestic violence refuges, with rents in these properties decreasing by 1% a year for 3 years, up to and including 2019/20.</p><p>Our social rent reduction policy was based on the need to put welfare spending on a sustainable footing whilst protecting the most vulnerable. It is right that supported housing providers make the efficiency savings we are asking of the whole social housing sector, and that’s why the 1% rent reduction will apply to the majority of them. The International Paralympic Committee’s guidance is there for clubs that want, and can afford, to meet the highest standards on inclusion and accessibility for both participants and spectators.</p><p>The <em>Accessible Stadia</em> guidance produced by the Sports Grounds Safety Authority (SGSA) brings together the background information central to designing and providing for disabled spectators at stadia and helps all clubs to meet the basic standard in the first instance.</p><p>The Department for Culture, Media and Sport is working with the Department of Work and Pensions, the Equalities and Human Rights Commission and the disabled spectators charity Level Playing Field on a range of measures to ensure that the rights of all disabled spectators, not only wheelchair users, are met by owners of sports stadia. That is why we will be investing an extra £1 billion per annum by 2019-20 to help hardworking families with the cost of childcare. Since 2008 nursery costs have been increasing well above inflation, but the latest survey from the Family and Childcare Trust suggests that the nursery costs of childcare in England for both under and over two-year-olds have remained largely flat across all settings in the last year.</p><p> </p><p>We are already funding 15 hours a week of free early education for all three- and four-year-olds and for disadvantaged two-year-olds – this saves families around £2,500 per child per year. From September 2017, we will go further, delivering an additional 15 hours of free childcare for the working parents of three- and four-year olds (with early implementation in some areas from September 2016) – worth around another £2,500 per child per year. We also continue to invest in the Early Years Pupil Premium.</p><p> </p><p>We are also introducing Tax-Free Childcare from early 2017, under which around 2 million families could benefit by up to £2,000 per child per year or £4,000 per child per year if a child is disabled.</p><p> </p><p>For working parents on low and middle incomes, working tax credit pays up to 70% of their childcare costs and, as of April 2016, this has increased to 85% under Universal Credit. There are four training routes available: undergraduate, assessment only, graduate entry and graduate employment based. 	answer	answer is ministerial correction date of answer 09/06/2016 answer text <p>At the 2015 Spending Review, the Government announced that we would provide £300 million for a significant uplift to the rate paid for the free childcare entitlements for two-, three- and four-year-olds from 2017-18. Together with the funding announced at last summer’s Budget, we will be investing over £1 billion more per year by 2019-20 to fund our commitments on the entitlements.</p><p> </p><p>The Childcare Act, which provides the legal framework for the extended entitlement, received Royal Assent in March. We also announced in February the eight early implementer local authorities which will offer the extended free childcare entitlement from September 2016. This means around 5,000 children will be able to benefit from 30 hours of high-quality free childcare places a year earlier than planned.</p><p> </p><p>The Department is also consulting on key elements of the operation and delivery of the extended free entitlement. This includes how the entitlement will be delivered, and how it will meet and be responsive to the needs of working parents. To date we have received over 1000 responses from a wide range of childcare providers, local authorities and provider organisations. We will use these views to inform our thinking as we move to delivering the 30 hours policy. That is why we have expanded the Troubled Families Programme until 2020 to work with an additional 400,000 families, including those affected by domestic abuse.</p><p> </p><p>The government’s <em>Violence Against Women Strategy</em> (April 2016), stresses the importance of taking an integrated whole-family approach to addressing and stopping violence and abuse. The government has provided £2m in funding to support new models developed by Safelives and Women’s Aid to identify and support victims and their families at an earlier stage and provide effective wrap-around support.</p><p> </p><p>The Department for Education is funding four grants, totalling around £900,000, from 2016 to March 2018 to Voluntary and Community Sector (VCS) organisations working on issues concerning domestic abuse. My right hon. Friend, the Chancellor of the Exchequer has announced that - assuming a Brexit deal is agreed over the next few weeks – he will launch the Spending Review (from 2020-21 to 2022-23) before the summer recess, to conclude alongside Budget in the autumn. The department has already begun work to be well prepared.</p><p>The government is committed to ensuring all disabled children and their families lead safe, fulfilling lives, and appreciates the ongoing work of the Disabled Children’s Partnership in this respect.</p><p>‘Working Together to Safeguard Children’ sets out how local authorities should provide effective, evidence-based services to protect and promote the welfare of children, including disabled children. The guidance was updated on 04 July 2018 and states that it is better to provide services addressing needs early, rather than reacting later. However, we were deeply disappointed that during the census the Burmese government went against its long-standing assurance that all individuals would have the right to self-identify their ethnic origin. We have been clear that this decision is in contravention of international norms and standards on census conduct. I discussed our concerns on the census with the senior Burmese minister responsible, Immigration Minister U Khin Yi, in March, and summoned the Burmese Ambassador in April. <br> <br>The UK, UN and other donors have been in dialogue with the Burmese government and community groups throughout the preparation, enumeration and now the data analysis and dissemination stages of the census. These were alleged to have taken place during the ongoing security operations in Rakhine, triggered on 9 October when three Burmese Border Guard Police posts were attacked by armed Rohingya groups. The Minister of State for Foreign and Commonwealth Affairs, my noble Friend, the Rt Hon. Baroness Anelay of St Johns, visited Burma from 9-12 November. She urged Burmese Government Ministers to resume immediate humanitarian access to the affected areas in Northern Rakhine and for a full and independent investigation into all reports of human rights violations. The Government of Burma has committed publicly to do so. In the aftermath of the Easter Sunday attacks we urged the Sri Lankan government, faith and community leaders to lead an inclusive response to the attacks that brought different communities and faith groups together, and ensured the protection of minorities.</p><p>The Minister of State for Security and Economic Crime, Ben Wallace, visited Sri Lanka on 2-3 May and met with President Sirisena, Prime Minister Wickremesinghe and a number of faith leaders to underline this message. Our approach is to seek an end to all human rights violations by encouraging a resolution of the underlying tensions. We have also made clear to the government of Burma that allegations of human rights abuses must be dealt with through a clear, independent and transparent investigative and prosecutorial process that meets international standards. This call was repeated in a UK co-sponsored Resolution in the UN General Assembly in November 2014. We have also put on record our view that an independent investigation, supported by appropriate technical assistance, would make a significant contribution to accountability and reconciliation. <br><br>We worked with international partners to develop a strong country resolution on Burma at the UN Human Rights Council in March last year, which calls on the Burmese government to tackle the situation in Rakhine and renewed the mandate of the UN Special Rapporteur on human rights in Burma.
