star this property answer text <p>The Bona Vacantia Division (BVD) of the Government Legal Department (GLD) deals with the solvent estates of people domiciled in England &amp; Wales who appear to have died <strong>without</strong> leaving a valid will or relatives entitled to share in their estates in priority to the Crown. It therefore does not generally deal with estates where there is a valid will.</p><p> </p><p>If the referral contains information which suggests the deceased has left a valid will disposing of their entire estate, it will be returned to the person who referred it. The Division does not keep a record of these estates.</p><p> </p><p>If the deceased does not appear to have left a valid will or entitled relatives, the estate will be advertised on the Division’s website.</p><p> </p><p>Occasionally the Division determines that the deceased has left a valid will which disposes of the entire estate after it has been advertised. There were two such estates referred in March 2019; two in April 2019; none in May 2019; one in March 2020; one in April 2020 and one in May 2020.</p><p> </p><p>Estates where the deceased has left a valid will but it does not dispose of the entire estate are sometimes referred to the Division because the undisposed residue passes by intestacy to the Crown. One such estate was referred to the Division in March 2019 and one in April 2019. There have been no other referrals in the months concerned.</p><p> </p><p>During the corresponding period, the number of estates referred to the Division where there was no will or no will has subsequently come to light were: March 2019 = 296; April 2019 = 187; May 2019 = 160; March 2020 = 192; April 2020 = 204; May 2020 = 81.</p>

star this property answer text <p>The Bona Vacantia Division (BVD) of the Government Legal Department (GLD) deals with the estates of people domiciled in England &amp; Wales who appear to have died without leaving a valid will or relatives entitled to share in their estates in priority to the Crown. Estates which potentially fall to be dealt with as bona vacantia may be referred to BVD by a variety of routes, for example, banks, other financial institutions, solicitors or members of the public.</p><p> </p><p>There is no statutory obligation to refer estates to BVD but guidance on the referral process and the circumstances in which a referral will be accepted are published on BVD’s website (<a href="https://www.gov.uk/government/organisations/bona-vacantia" target="_blank">https://www.gov.uk/government/organisations/bona-vacantia</a>). It is for local authorities to determine whether an estate should be referred to BVD.</p><p> </p><p>In 2017-2018, 2768 estates were referred to BVD of which 909 were referred by local authorities. In 2018-2019, 1971 estates were referred to BVD of which 575 were referred by local authorities.</p><p>In 2019-2020, 2336 estates were referred to BVD of which 561 were referred by local authorities</p><p> </p><p>GLD has no responsibility for overseeing local authorities or their compliance with guidance issued by GLD about the handling of estates. Such information – including whether an estate has been referred to the Bona Vacantia Division of GLD, or whether the local authority has instructed an heir hunter – will be held by the particular local authority concerned.</p>

star this property answer text <p>In 2020, £500m of Automotive Transformation Fund (ATF) funding was announced in the Ten Point Plan. The 2021 Net Zero Strategy announced a further £350m funding for the ATF between 2022/23-2024/25. £136m of this budget, for financial year 2022-23, was later reprioritised by BEIS (predecessor department) for investment in Sizewell C</p><p> </p><p>As of September 2023, the total value of offers made under the ATF is over £550 million. In addition, we are in active discussions with investors on a wide range of exciting new projects for the UK's electric vehicle supply chain.</p> more like this

star this property answer text <p>Chemical recycling covers a range of emerging technologies that could potentially offer a complementary recycling route for plastics where mechanical recycling is impractical or uneconomic. The Government has funded innovative demonstrator projects, including on chemical recycling, through UK Research and Innovation’s Smart Sustainable Plastic Packaging programme. In April of this year HM Treasury announced plans to consult on whether and how chemically recycled content could be accounted for in the Plastics Packaging Tax using a mass balance chain of custody model.</p><p> </p><p>The Government works with public finance institutions such as UK Infrastructure Bank, British Business Bank, UK Research and Innovation, Export Credit Agency and UK Export Finance, to support investment in green technologies.</p> more like this

We will provide an update as soon as a pyrotechnics body has been appointed by my Rt. Hon. Friend the Secretary of State.</p><p><br>In order to further support businesses in adapting to the new goods regime, we will introduce legislation which will allows CE-marked goods to continue to be placed on the GB market (England, Scotland, and Wales) for a further year until 1 January 2023.</p> more like this

We have also conducted a formal evaluation of the Shared Parental Leave and Pay scheme, including large-scale, representative surveys of employers and parents. Together, these will give us a fuller picture of how well the current system of parental leave and pay is working for parents and employers.</p><p> </p><p>We are currently processing and analysing the data that we have collected and will consider this in tandem to the information that we have collected through the consultation. This has taken longer than expected due to the impact of Covid-19 on our research partners and because we have necessarily prioritised work on supporting parents during the pandemic. star this property answer text <p>This November, the UK will host COP26 in Glasgow bringing together world leaders, climate experts, business leaders and citizens to agree ambitious action to tackle climate change. We are setting out ambitious plans across key sectors of the economy, and ahead of COP26 we will be publishing further plans including a comprehensive Net Zero Strategy. We are extremely grateful to our independent advisors, the Climate Change Committee (CCC), for their expert analysis and advice in this process, including their recommendations on the level of the Sixth Carbon Budget published in December 2020.</p><p> </p><p>The Government expects all holders of public office to work to the highest personal and professional standards. According to the Code of Conduct for Board Members of Public Bodies, members must ensure that no conflict arises, or could reasonably be perceived to arise, between their public duties and their private interests, financial or otherwise.</p><p> </p><p>In order to prevent conflict of interests within the CCC, BEIS carries out thorough due diligence exercises on each new member prior to approving their appointment. The CCC also have their own conflict of interest policies, which require members and staff to recognise and disclose activities that might give rise to actual or perceived conflicts of interest.</p>

It is the Government’s intention to publish an impact assessment alongside the draft first set of any future regulations that would establish the levy. This has included commissioning and interrogating information collected through large scale, representative, surveys of employers and parents and a qualitative study of parents who have used the scheme. The various data sources will help us to better understand the barriers and enablers to parents taking Shared Parental Leave.</p><p> </p><p>We are currently processing and analysing the data that we have collected. This has taken longer than expected due to the impact of Covid-19 on our research partners and because we have necessarily prioritised work on supporting parents during the pandemic. However, the evaluation of the Shared Parental Leave and Pay scheme remains important for Government and we will publish our findings in due course.</p> more like this

star this property answer text <p>The UK reports and accounts for biomass use in accordance with internationally agreed rules, follow the guidance from the Intergovernmental Panel on Climate Change. This guidance avoids double counting of emissions in both the forest and energy sectors. The loss of carbon stock from harvesting operations in the forestry sector are reported in the Land Use, Land Use Change, and Forestry sector of the country of harvest and may lead to an increase in the carbon stock of other carbon pools such as deadwood, litter, soil and harvested wood products. The portion of forestry products that is used for energy is assumed to be instantaneously oxidised in the country in which harvesting happens.</p><p> </p><p>For transparency, the UK reports internationally the emissions of carbon dioxide from bioenergy use as a memo item, outside of national totals, in accordance with the United Nations Framework Convention on Climate Change requirements. It also reports the emissions of nitrous oxide and methane from biomass combustion as part of the national total of GHG emissions. star this property answer text <p>The UK has one of the highest sets of product safety requirements in the EU which requires goods to meet strict safety rules before they are put into use.</p><p>The Working Group on Product Recalls and Safety submitted its final report in April 2017. I had intended to publish the report then, but the announcement of the General Election prevented me from doing so.</p><p>Following the Grenfell Tower fire tragedy, I asked the Working Group to urgently review their findings and their report has been published today.</p><p>I have also asked the Working Group to look at further potential areas of product safety and recalls where action might be required, in light of the tragic events at Grenfell Tower.</p> more like this

star this property answer text <p>The Renewables Obligation and Contracts for Difference schemes support Drax and other power stations that burn biomass to generate renewable electricity. There is no cost to the public purse as both schemes are paid for by compulsory levies on electricity suppliers. In 2020/21, the total cost to suppliers in Great Britain of the support for Drax under the Renewables Obligation was £467.2m, and the cost for all power stations, including Drax, that burn biomass for energy was £914.5m[1]. Payments to individual biomass generating stations supported by the Contracts for Difference scheme are published by the Low Carbon Contracts Company on their Data Portal[2]. The Government does not assess the cost to individual householders of the support specifically for stations using biomass.</p><p> </p><p>[1] Support under the Renewables Obligation is through tradeable certificates. For example, Ofgem is consulting on appropriate delivery models for projects in the HND and on accelerating the delivery of the strategic electricity transmission network. NGESO published their ‘Industry Code, Standard and Licence Recommendation Report' alongside the HND in July 2022; this outlined the scope of the changes to codes and standards needed to implement the HND. The NGESO is now working with industry to progress these changes.</p>

star this property answer text <p>The Heat and Buildings Strategy set a framework to support a gradual transition to low-carbon heating, including setting an aim to phase out the installation of new and replacement natural gas boilers by 2035.</p><p>The Government has consulted on phasing out the installation of fossil fuel boilers off the gas grid in England and will respond in due course</p><p><br>The Government is considering the case for tighter emissions standards for medium combustion plant, which will include nitrogen oxides emitted from industrial boilers. The Government is continuing to assess the evidence, develop policy options and will consult in due course.</p> more like this

star this property answer text <p>The Government responded to the National Audit Office’s recommendations that the decarbonising roles for national and local authorities be clarified in the Net Zero Strategy. This sets out the Government’s commitments to enable local areas to deliver net zero, including setting clearer expectations on how local and national authorities interact in the delivery of net zero. The Government will use the Local Net Zero Forum to discuss these issues with local government.</p><p> </p><p>The Government is in the process of establishing the Local Net Zero Forum. It will be a cross departmental effort and will bring together national and local government senior officials on a regular basis to discuss net zero policy and delivery options.</p> more like this
