star this property answer text <p>Stakeholders report that the use of viability assessments can add complexity and uncertainty to the planning process. This can lead to delays and diminished contributions towards infrastructure and affordable housing.</p><p>The Government consulted on proposals to reform the viability assessment process within the<em> Planning for the right homes in the right places consultation</em>. This will create more certainty about the contributions developers are expected to make to affordable housing and reduce the use of viability assessments at the planning application stage. The viability of the expected contributions should be tested at the plan-making stage. Where tested in plan-making, the issue should not usually need to be tested again at the planning application stage.</p><p>The consultation has now closed and we are currently analysing the responses. A further announcement will be made in due course.</p><p> </p> more like this

star this property answer text <p>All climate-related work for COP26 is informed by the best available science, encapsulated in the Intergovernmental Panel on Climate Change (IPCC) reports. The IPCC reports are the primary tool for providing the best available science to the UNFCCC. The first part of the IPCC’s 6th Assessment Report is due to be released this year, and its findings will inform the negotiations and the wider COP26 conference.</p><p>We are also working with leading experts including a global group of Friends of COP, who are sharing their expertise in support of a successful summit.</p> more like this

star this property answer text <p>I have set climate criteria for businesses who will be involved in COP26, including for our corporate sponsorship and for those organisations which have applied for space at COP26 itself.</p><p>The climate criteria include requiring businesses to commit to the most ambitious and robust action possible, joining the Race to Zero by committing to net zero by 2050 at the latest and setting science based targets to meet this goal.</p> more like this

I recently visited Brussels and Paris, and have had positive conversations with the European Commission and several Member State governments, including Denmark, France, Germany, Ireland, Poland, Italy and Spain, to discuss our cooperation ahead of COP26. We look forward to working closely with the EU and all negotiating groups and parties to ensure COP26 is a success.</p><p>The UK left the EU climate change negotiating group upon exiting the European Union. At COP26, the UK’s priority will be impartially presiding over the negotiations.</p> more like this

star this property answer text <p>An enabling power was included in the Housing and Planning Act 2016 allowing requirements for electrical safety standards in the private rented sector (PRS), and their enforcement, to be set through secondary legislation (affirmative) at a later date. Following Royal Assent, a Working Group of relevant experts was established to provide recommendations to ministers on what, if any, legislative requirements should be introduced. The Working Group’s report has been published online at:</p><p><a href="https://www.gov.uk/government/publications/electrical-safety-standards-in-the-private-rented-sector-working-group-report" target="_blank">https://www.gov.uk/government/publications/electrical-safety-standards-in-the-private-rented-sector-working-group-report</a></p><p>We will engage further with the sector to test the recommendations of the Working Group to ensure that any regulation introduced is balanced and works for landlords and tenants.</p><p>There are no plans to transfer responsibility for this policy area.</p>

star this property answer text <p>Social landlords are already obliged, by law, to maintain the structure and exterior of their properties, and to keep in repair and proper working order the sanitation, water, gas and electricity installations.</p><p>The Homes and Communities Agency’s national standards also require social landlords to ensure (subject to an agreed extension in some instances, which must be explained to tenants) that all their homes meet the Decent Homes Standard and to meet all applicable statutory requirements that provide for the health and safety of the occupants in their homes.</p> more like this

star this property answer text <p>We want COP26 to be a physical event in Glasgow this November. That is the basis on which we are planning, and we are ensuring that we are exploring all measures to ensure the event is safe for participants and safe for the people of Glasgow.</p><p>We are working through the process to determine what mitigation measures are needed to safely host COP26, including for people from countries on our amber and red lists at the time of the conference. We will continue to work with colleagues in the Scottish Government, Glasgow City Council, Public Health bodies and the UN to explore the most appropriate measures; including testing, quarantine, vaccines and other COVID security measures. As announced at the G7 Summit, in order to enable more representatives to attend safely the UK will work to provide vaccines to those accredited delegations who would be unable to get them otherwise.</p><p>We will provide delegates and the House with an update in due course.</p> more like this
