We have been allocated £1.5 billion for the Adult Education Budget for each year of the 2015 Spending Review period to engage adults to participate and develop the skills and learning they need up to level 3 to equip them for work, an apprenticeship or further learning.</p><p>We are actively exploring the efficiency and resilience of further education and will be assessing how far existing and forecast funding and regulatory structures enable high quality provision. This work will align closely with the Post-18 Funding Review in particular, to ensure a coherent vision for further and higher education. 	answer	answer is ministerial correction date of answer 23/07/2018 answer text <p>There have been 338,400 apprenticeship starts since May 2017 of which 132,900 were on new apprenticeship standards. The fall in starts has been greatest in Level 2 while we have seen the numbers of starts on higher level standards (Level 4 and above) rise by 12.5 per cent so far this year.</p><p> </p><p>Starts on new better quality apprenticeships standards have increased rapidly. Over 40 per cent of individuals completing an apprenticeship are now starting on standards, compared to just 2.5 per cent this time last year. Higher quality training leads to increased productivity, at every level.</p><p> </p><p>The department is working with employers to make sure that they can take advantage of apprenticeships. We have already extended the amount of time employers have to spend their levy (from 18 to 24 months), and have introduced transfers, to allow employers to transfer up to 10 per cent of their annual value of levy funds to other employers and recently announced that the cap on the number of employers to whom transfers can be made has been lifted.</p><p> </p><p>The Institute for Apprenticeships has introduced its Faster and Better campaign to speed up and simplify the approval of standards development: <a href="https://www.instituteforapprenticeships.org/about/faster-and-better/" target="_blank">https://www.instituteforapprenticeships.org/about/faster-and-better/</a>. 50 standards have been approved in the last three months (April-June 2018). Over 300 standards are already approved, in all sectors of the economy - with more on the way. The White Paper proposals include a new route for skilled workers which will be open to anyone at RQF level 3 and above, irrespective of where they are applying from. This route will not be capped allowing all of those who meet our requirements to come to the UK.</p><p><br>The White Paper also includes a transitional route for temporary workers which will be open to anyone from qualifying countries, wishing to fill posi-tions at any skill level, for up to 12 months. Although there is no statutory time limit on immigration detention under Immigration Act powers, the law does not allow indefinite detention.</p><p>Under the adults at risk in immigration detention policy – which is part of the Government’s response to Stephen Shaw’s review of the welfare of vulnerable people in immigration detention - the consideration of any vulnerability, including mental health, is based on a case-by-case assessment of the appropriateness of detention for each individual. All individuals detained also have ready access to medical professionals and health care, including mental health services. In all cases, detention is kept under regular review to ensure that it is necessary, appropriate and takes into account the welfare of those detained.</p><p>The Home Office has published guidelines on acceptable room capacity in immigration removal centres, which build on requirements set out in secondary legislation.
