Our estimate, based on reasonable assumptions and publically available data, falls within the range of £35bn-£39bn, and the National Audit Office confirmed in April 2018 that these assumptions were reasonable.</p><p>Details of the basis on which that figure was reached can be found in the draft Withdrawal Agreement, published on November 14th, 2018. These include a period of continuous residence, being of good character, and having sufficient knowledge of English and of life in the UK. A person who is married to or the civil partner of a British citizen can apply for naturalisation once settled; others must wait until they have been settled for 12 months.</p><p>Those who are already permanently resident in the UK will be able to apply for citizenship if they meet the statutory requirements.</p><p>Those who are not permanently resident must first apply for settled status. To do so, they must have been resident in the UK before a specified date and have completed a period of five years’ continuous residence. 	answer	answer is ministerial correction date of answer 18/10/2018 answer text <p>In December 2017, we reached a fair and reciprocal agreement with the EU on the rights of EU citizens in the UK and UK nationals in the EU, as set out in the draft legal text of the Withdrawal Agreement.</p><p>The agreement confirms that any UK national resident in the EU by December 2020 will be able to stay and continue living their lives broadly as they do now in their current Member State of residence. This agreement provides UK nationals living in the EU more certainty about residence, healthcare, pensions and other benefits. This includes reference to “the commitment by the United Kingdom to act in a constructive and responsible manner throughout the extension”. We have therefore already started making the necessary domestic preparations in order to prepare for this potential outcome.
