star this property answer text <p>Young people aged 10 to 14 year olds who are sentenced to custody by virtue of their age are not placed in Young Offender Institutions (YOIs), YOIs accommodate only young males who are aged 15-17 years old. The Regulator has provided guidance for employers on choosing a pension scheme and is continuing to consider how best to support employers in this important decision.</p><p> </p><p>The Government introduced a package of measures in April to strengthen governance in schemes used for automatic enrolment and protect members from high or inappropriate charges. This includes the introduction of a 0.75 per cent cap on charges in the default funds of schemes used for automatic enrolment.</p> more like this

star this property answer text <p>Our most recent assessment shows that domestic solid fuel burning contributed 40% (42 kilotonnes) of total PM<sub>2.5</sub> emissions in the UK during 2015, with domestic wood burning alone accounting for 35% (37 kilotonnes). This compares with 39 kilotonnes (solid fuels) and 33 kilotonnes (wood) in 2014 and 45 kilotonnes (solid fuels) and 40 kilotonnes (wood) in 2013.</p><p>Evidence shows that particulate matter (PM) of 2.5 microns in diameter (PM<sub>2.5</sub>) and smaller can have detrimental effects on health. Small particles from smoke which are formed when wood is burned can get into the lungs and blood and be transported around the body, where they have a variety of detrimental health effects. It is, however, difficult to assess the increase in risk to public health that is associated with domestic wood burning alone.</p> more like this

star this property answer text <p>The Department does not record the number of veterans who reside in each local authority.</p><p> </p><p>An estimated distribution of the UK Armed Forces veteran population residing in Great Britain can be found in the 'Annual Population Survey: UK Armed Forces Veterans Residing in Great Britain', the latest edition of which (2017) is published at: <a href="https://www.gov.uk/government/collections/annual-population-survey-uk-armed-forces-veterans-residing-in-great-britain" target="_blank">https://www.gov.uk/government/collections/annual-population-survey-uk-armed-forces-veterans-residing-in-great-britain</a>. As at 2017, there were an estimated 2.4 million UK Armed Forces veterans residing in households across Great Britain.</p><p> </p><p>The sample size of the Annual Population Survey is statistically too small to produce veteran estimates at geographical locations below county level.</p><p> </p><p>However, the Department does hold information on UK Armed Forces veterans in each local authority who are in receipt of an Armed Forces occupational pension, a disablement pension under the War Pensions Scheme or compensation under the Armed Forces Compensation Scheme. star this property answer text <p>The Department does not record the number of veterans who reside in each local authority.</p><p> </p><p>An estimated distribution of the UK Armed Forces veteran population residing in Great Britain can be found in the 'Annual Population Survey: UK Armed Forces Veterans Residing in Great Britain', the latest edition of which (2017) is published at: <a href="https://www.gov.uk/government/collections/annual-population-survey-uk-armed-forces-veterans-residing-in-great-britain" target="_blank">https://www.gov.uk/government/collections/annual-population-survey-uk-armed-forces-veterans-residing-in-great-britain</a>. As at 2017, there were an estimated 2.4 million UK Armed Forces veterans residing in households across Great Britain.</p><p> </p><p>The sample size of the Annual Population Survey is statistically too small to produce veteran estimates at geographical locations below county level.</p><p> </p><p>However, the Department does hold information on UK Armed Forces veterans in each local authority who are in receipt of an Armed Forces occupational pension, a disablement pension under the War Pensions Scheme or compensation under the Armed Forces Compensation Scheme. This information can be found in table 3 of “Location of Armed Forces pension and compensation recipients: as at 31 March 2018 (annex A)” which is published at: <a href="https://www.gov.uk/government/statistics/location-of-armed-forces-pension-and-compensation-recipients-2018" target="_blank">https://www.gov.uk/government/statistics/location-of-armed-forces-pension-and-compensation-recipients-2018</a>.</p><p> </p><p> </p>

Friend the Member for Runnymede and Weybridge (Mr Hammond), and I have received representations on many aspects of the Bill including the franchise. This includes correspondence from Parliamentarians and members of the public.</p><p>The franchise for the EU referendum is based on the UK Parliamentary franchise with the addition of Members of the House of Lords and Commonwealth citizens in Gibraltar. This includes those who are 18 or over on the day of the poll and who are either British citizens resident in the UK; qualifying Commonwealth and Irish citizens who are resident in the UK; and British citizens who have lived overseas for fewer than 15 years and were registered to vote before they left the UK.</p> more like this

Where there is clear merit in extending the life of existing equipment in terms of both military utility and value-for-money, the opportunity to do so will be considered in the context of the wider Review. Type 45 defect rectification activity is predominately supported by specific Contracts For Availability with the Original Equipment Manufacturers. star this property answer text <p>Figures on public sector expenditure at a regional level are part of the Government’s Country and Regional Analysis (CRA) statistics.</p><p> </p><p>The statistics include spend on transport by all public sector organisations including the Department for Transport, Local Authorities, Public Corporations (in the case of transport, this is mainly spend by London Underground) and other Government Departments including devolved administrations.</p><p> </p><p>When comparing expenditure across regions a number of factors should be considered. For example, when expenditure is presented on a “per head of population” (or “per capita”) basis, it does not account for the pressure that large numbers of commuters and visitors from outside of a region can add to the transport networks. In addition, larger built-up areas (such as London) tend to make greater use of mass public transport systems, and these will generate fares income which contributes to their operating costs.</p><p> </p><p>Statistics for public sector capital expenditure by region of England are given in Table 1 below. Table 2 provides the equivalent statistics per capita. star this property answer text <p>The Defence in Numbers booklet is a snap shot of the UK's Defence capability and how we are spending the fifth largest Defence budget in the world. As well as giving details on civilian and personnel numbers and current operations, it also includes a list of the Ministry of Defence's equipment holdings, the vast majority of which are in service and deployable. We will continue to review the Defence in Numbers booklet to ensure that it best reflects the breadth of defence equipment.</p><p>The pieces of equipment listed in the Defence in Numbers booklet that are not capable for use on the front-line are: Jet provost aircraft, BAE-125 aircraft, Wessex helicopters, Challenger 1 battle tanks, FH70 Towed Howitzers and Chieftain Armoured Vehicles. These platforms are used in either a training or ceremonial capacity.</p><p>Currently 90 Tornado aircraft remain in the operational fleet and are, or could be, returned to combat ready status; this number includes aircraft undergoing periodic deep maintenance and modification which are not immediately available for operational use.</p>

star this property answer text <p>The power to propose changes to the public interest regime is set out under the Enterprise Act 2002, and would involve the Secretary of State bringing forward secondary legislation. While we keep this issue under review, we are not currently planning to bring forward changes to the regime.</p><p> </p><p>We do, however, welcome the consultation launched by the Takeover Panel in September 2014. This consultation proposed changes to the Takeover Code to allow companies to make more binding, long-term commitments during the bid process. These proposed changes would distinguish between a voluntary commitment made by a company about actions they commit to take, and statements about actions they intend to take. They would also enhance the Panel’s ability to monitor on-going compliance. I understand that the Takeover Panel is reviewing responses to its consultation and will be responding in the New Year.</p><p> </p> more like this

A managed information provision process began in July 2017 to inform all existing recipients of SMI benefit of the new scheme. The regulations contain provision for all claimants to be given at least 6 weeks from the loan offer to make a decision whether to accept or decline an SMI loan before their SMI benefit payments cease. The scheme will continue to provide financial support owner-occupiers in times of need in exactly the same way as it does now. Claimants and mortgage lenders will not see any difference in the payments they receive. The only difference is that we will require repayment of the loan once the property is sold, subject to there being sufficient equity available. Mortgage lenders will be notified when a claimant's SMI benefit payments cease. Lenders are required under Financial Conduct Authority (FCA) regulations to engage with borrowers to discuss how they will meet their loan commitments.</p> more like this

Of these: 55% were female, 45% male, and 7% were also awarded a Disabled Students’ Allowance (DSA). The split for woman and men is consistent with their representation in the student population where female students account for 56% of the total population. Complete data for the academic year 2014/15 will be published by the SLC in November 2015.</p><p> </p><p> </p><p> </p><p>DSA has been provided as a proxy for disability. Information on the ethnicity of applicants is voluntary to return, with only a small proportion of applicants choosing to provide this information. As a result, breakdowns on ethnicity are unlikely to be reliable and have not been provided.</p><p> </p><p><strong> </strong></p><p> </p>

star this property answer text <p>A wide range of research relating to stem cell transplantation is funded by the National Institute for Health Research (NIHR). The NIHR supports the delivery of translational medicine in this field through its biomedical research centres and units, clinical research facilities, and experimental cancer medicine centres (funded jointly with Cancer Research UK), and later phase trials through its clinical research network. Following an open competition, the NIHR is investing £15.1 million in fournew blood and transplant research units from October 2015. These units are research partnerships between universities and <a href="http://www.nhsbt.nhs.uk/" target="_blank">NHS Blood and Transplant.</a></p><br /><p>The Biotechnology and Biological Sciences Research Council, the Engineering and Physical Sciences Research Council and the Medical Research Council are collectively investing £25 million in the UK Regenerative Medicine Platform (UKRMP) to address the technical and scientific challenges associated with translating scientific discoveries towards clinical impact. star this property answer text <p>The red squirrel is one of the UK’s most threatened native mammals, predominantly due to the threat posed by non-native grey squirrels, which out-compete red squirrels and spread the squirrel pox virus which is deadly to reds.</p><p> </p><p>It is a priority for Natural England to prevent the release of any such non-native species that might have a negative impact on our native fauna and flora.</p><p> </p><p>Natural England’s policy, therefore, is to not issue licences to release grey squirrels in counties or areas where red squirrels are, or may be, still present. Outside of those areas, licences are currently only issued for the re-release (within 1km of their point of capture) of rehabilitated animals that were originally taken from the wild for tending or treatment, or for immediate release of individuals at the same location from physical entrapment.</p><p> </p><p>A list of species of Union concern, identified under the EU Invasive Alien Species Regulation 1143/2014, will be coming into force later this year and will impose restrictions on the keeping, breeding, sale, transporting and release of 37 listed plants and animals, including the grey squirrel. Once this happens there may be a need to consider changes to the way Natural England licenses the keeping and release of these species. As a consequence Natural England is limiting grey squirrel licences to one year only.</p>

star this property answer text <p>The number of children returning to care who had previously had a permanence arrangement, including adoption and special guardianship, can be found in table C1 of the statistical release ‘Children looked-after in England (including adoption)' for the year ending 31 March 2018 at: <a href="https://www.gov.uk/government/statistics/children-looked-after-in-england-including-adoption-2017-to-2018" target="_blank">https://www.gov.uk/government/statistics/children-looked-after-in-england-including-adoption-2017-to-2018</a>.</p><p>The department does not collect or publish information on breakdowns of all adoption orders or all special guardianship orders. This is partly because it is impossible to use available administrative data to link a child’s pre- and post-care histories, as the child’s social care, NHS, and pupil number changes after an adoption order is made. Furthermore, after the making of an adoption order, agencies are under no obligation to keep in touch with adoptive families and some adoptive parents wish to cut ties with Children’s Services. We collect data about children returning to care but where an adoption or special guardianship order is disrupted and the local authority is not working with the family, that data will not be available. Data underpinning previous permanence arrangements as described above is based on self-declaration only.</p><p>A research report ‘Beyond the adoption order’ was published in 2014 and gave a one-off insight into adoption breakdown. Where this requires the local authority to provide additional ‘top-up’ funding, an agreement should be in place between the local authority and the institution that confirms the amount of top-up funding to be paid. star this property answer text <p>On 18 September last year, the people of Scotland, including tens of thousands of 16 and 17 year olds, made the historic decision to remain a part of the United Kingdom. Evidence suggests that 84.6% of the electorate voted in the referendum, compared to 75% of registered 16 and 17 year olds.</p><p>Following that vote, and in line with the agreement from the all-party Smith Commission, the previous Government devolved to the Scottish Parliament the power to legislate to reduce the minimum voting age to 16 at Scottish Parliament and Scottish local government elections.</p><p> </p><p> </p><p> </p> more like this
