We accept that there will be some circumstances where it is necessary or desirable to relax the cap. The waiver is in place for use in exceptional situations, including where imposing the cap would cause genuine hardship.</p><p> </p><p>An impact assessment was conducted and published in the 2016 consultation ahead of the primary legislation. A further equalities assessment will be conducted on the final version of the legislation. This includes investment in community-based adult eating disorder services as part of the Plan’s commitment to transform community-based care for adults with mental health needs.</p><p> </p><p>The NHS is also investing over £30 million in services every year to meet and maintain ambitious waiting targets, with 70 community treatment teams now covering the whole of the country so that more children and young people can get eating disorder care closer to home and out of hospital.</p><p> </p><p>As part of a broader programme of work on community based mental health care for adults, alongside work to explore the effectiveness of different approaches to integrated delivery with primary care and starting this summer, NHS England will test four-week waiting times for adult and older adult community mental health teams with selected local areas to build understanding of how best to introduce ambitious but achievable improvements to access, quality of care and outcomes. We have seen almost 950,000 more disabled people in work over the five years to the first quarter of 2019.</p><p> </p><p>Access to Work offers disabled workers practical advice and a discretionary grant of up to £59,200 per year for in-work support. Access to Work does not record arthritis as a primary medical condition category, as the scheme uses the same categories as the Labour Force Survey. However, last year Access to Work paid over £13 million to individuals who listed ‘arms or hands, 'legs or feet' and 'back or neck' as their primary medical conditions, and many of these will be people living with rheumatoid arthritis and osteoarthritis. That represents over 10% of the total Access to Work spend and a 2% increase, in real terms, on the previous year.</p><p> </p><p>In addition, DWP is engaging with employers through the Disability Confident scheme - supporting them to feel more confident about both employing disabled people, including people with arthritis, and supporting disabled employees to realise their potential. Over 12,000 employers have signed up to the scheme so far.</p><p> </p><p>Looking forward, DWP is working in partnership with Department of Health and Social Care to publish a consultation on how employers can best support disabled people and people with long-term health conditions like arthritis, to stay and thrive in work. 	answer	answer is ministerial correction date of answer 26/06/2019 answer text <p>Figures on public sector expenditure at a regional level are part of the Government’s Country and Regional Analysis (CRA) statistics.</p><p> </p><p>The statistics include spend on transport by all public sector organisations including the Department for Transport, Local Authorities, Public Corporations (in the case of transport, this is mainly spend by London Underground) and other Government Departments including devolved administrations.</p><p> </p><p>When comparing expenditure across regions a number of factors should be considered. For example, when expenditure is presented on a “per head of population” (or “per capita”) basis, it does not account for the pressure that large numbers of commuters and visitors from outside of a region can add to the transport networks. In addition, larger built-up areas (such as London) tend to make greater use of mass public transport systems, and these will generate fares income which contributes to their operating costs.</p><p> </p><p>Statistics for public sector capital expenditure by region of England are given in Table 1 below. Table 2 provides the equivalent statistics per capita. Large transport projects tend to require large sums of capital expenditure during construction, but deliver benefits for many years into the future. The decision to remove asbestos from schools is made on a case by case basis.</p><p> </p><p>Advice from the Health and Safety Executive is that if asbestos is unlikely to be damaged or disturbed, then it is best managed in situ. The Department is also clear that when asbestos cannot be managed effectively in situ, it should be removed.</p><p> </p><p>Since 2015, the Department has allocated £6 billion to those responsible for school buildings, for essential maintenance and improvements, including removing or encapsulating asbestos when it is the safest course of action to do so.</p><p> </p><p>In addition, our Priority School Building Programme is rebuilding or refurbishing buildings in the worst condition in over 500 schools across the country. There are existing accredited BSL qualifications at Levels 1,2,3,4 and 6, for which schools may enter pupils at any point in their school careers.</p><p> </p><p>The Department and Ofqual (the independent qualifications regulator) have received a proposal for a BSL GCSE from the exam board Signature. All GCSEs need to meet certain subject content and assessment requirements to ensure that they are of the standard expected of GCSEs. The Department is now developing draft BSL GCSE subject content, which will be considered against the subject content criteria requirements that apply to all GCSEs. IAPT is run by the National Health Service in England and offers National Institute for Health and Care Excellence-approved therapies for treating people with anxiety and depression.</p><p> </p><p>The IAPT dataset records whether a referral is for a patient who has been a member of the British Armed Forces. Until April 2018, veterans formed part of a wider vulnerable group category that included care leavers, ex-offenders and those who have fled their home because of violence or the threat of violence (other than domestic violence). As a result we are not able to identify the number of veterans presenting as homeless from this period.</p><p>In April 2018 the Ministry of Housing Communities and Local Government introduced a new case-level data collection called H-CLIC (Homelessness Case Level Information Collection). This related to the effects form sunbed use because of the evidence accumulating about the particular associations with artificial tanning devices. The committee has not produced any additional advice or recommendations on the general risks of UV exposure since their statement in 1992 about the general impacts of UV exposure. As a result, the Sunbeds Regulation Act 2010 was implemented to prohibit under-18s from using sunbeds. Local authorities are responsible for enforcing the regulations and carry out inspections. The Department and the Health and Safety Executive have published guidance to support the enforcement and safe use of sunbeds, and Public Health England (PHE) continues to monitor the evidence on the impacts of the use of sunbeds.</p><p> </p><p>PHE discourages the use of sunbeds for cosmetic tanning and provides information to increase awareness of the health risks of excessive exposure to UV radiation and advice for people to protect themselves. There will be no need to reassess or re-mark goods, thereby minimising costs to business and consumers.</p><p>As products that meet EU requirements can continue to be placed on the UK market without any need for reassessment or re-marking, CE marked products will therefore not be required to be re-marked with a UK Marking. This year, NHS England’s independent advisory committee, the Advisory Committee on Resource Allocation, recommended a new approach to health inequalities which was reflected in the CCG allocations published on 10 January 2019. The 2019/20 component of the increase for areas with high health inequalities, which is already included in the aforementioned CCG allocations, will be available from the start of the financial year.</p><p>The core allocations formula for primary medical care accounts for greater needs for healthcare in more deprived parts of England, and a further adjustment reflects NHS England’s objectives to tackle health inequalities and address unmet need for health services. This adjustment, which targets 15% of the total primary medical care allocation, is based on data on premature mortality at a small area level, aggregated up to CCG level, and thus takes account of inequalities within as well as between CCGs.</p><p>In addition, the new five-year framework for general practitioner contract reform sets out the requirements for a Directed Enhanced Service (DES) for Primary Care Networks, which includes addressing Inequalities as one of seven national service specifications. We are in the final year of a multi-year settlement deal, worth over £200 billion in the five years to 2020.</p><p>In the Autumn Budget, my right hon. However, as the responsibilities, structure and makeup of local authorities and the department have changed a great deal since 2009, central funding (department spend) to local government and wider spending power measures therefore are not directly comparable over this period.</p><p>Over the five-year period from 2015-2016 to 2019-2020, councils have access, through the local government settlement, to over £200 billion to deliver local services, including children’s services. This core spending power is not ring fenced and it is for local authorities to determine spend across different areas according to local priorities.</p><p>In addition to this, the Autumn Budget announced a further £410 million in 2019 to 2020 for local authorities to invest in adult and children’s social care services.
