star this property answer text <p>As highlighted in the international electoral mission's reports, there remain significant shortcomings in the electoral system which must be addressed to build much-needed confidence in Zimbabwe's democratic process. It is vital that Zimbabwe's political leaders focus on moving the country forward, with all parties rejecting violence, upholding the rule of law, and putting the best interests of the country first.</p><p>Zimbabwe faces its most serious economic situation since 2008, with simultaneous cash, liquidity and fiscal crises. Without fundamental reform, the economic crisis will deepen. The UK stands ready to play a role in support of Zimbabwe's recovery, but this must be on the basis of genuine political and economic reforms.</p> more like this

star this property answer text <p>Since the peaceful military takeover on 14 November, President Mugabe has resigned and President Mnangagwa was sworn in on 24 November. No ministers have officially been appointed as yet. Mnangagwa in his inauguration speech pledged to hold free and fair elections within the constitutional time frame (by latest August 2018). The UK welcomes this commitment. We will do all we can to support a legitimate government to rebuild the country, working with international and regional partners.</p> more like this

He met a range of political leaders, including President Mnangagwa, as well as business representatives, non-governmental organisations and civil society to discuss the UK's support for free and fair elections and economic reform in Zimbabwe. It has wide-ranging powers across broadcasting, telecoms and post.</p><p> </p><p>Government favours a self-regulatory, multi-stakeholder approach to the internet, and seeks to work collaboratively with key partners.</p><p> </p><p>We are considering a range of options to counter internet harms as part of Internet Safety Strategy, published on 11 October. We recently held a consultation exercise on the measures in the Strategy, which included questions on a social media code of practice, annual social media transparency reports and a social media levy. In relation to Yemen, we continue to call on all sides to the conflict to respect International Humanitarian Law (IHL). We are aware of reports of alleged violations of IHL by actors in the conflict and take these very seriously. It is important that credible allegations of violations of IHL are investigated.</p> more like this

star this property answer text <p>The Agreement between the Government of Yemen and the Houthis states clearly that a mutual redeployment of forces, which includes Houthi militia, shall be carried out from the city of Hodeidah and the ports of Hodeidah, Salif and Ras Issa to agreed upon locations outside the city and ports within a maximum of 21 days after the ceasefire entered into force in December. The Agreement also states that security of the city of Hodeidah and the ports of Hodeidah, Salif and Ras Issa shall be the responsibility of local security forces in accordance with Yemeni law. Unfortunately, the parties have still not implemented this Agreement and not yet reached an agreement in accordance with national law on the composition of the local security forces and their operational neutrality. It is critical that we all continue to support UN Special Envoy Martin Griffiths and the UN-led peace process. There can be no return to major military operations in Hodeidah: any renewed military push would be catastrophic for Yemen, potentially pushing millions towards famine.</p>

The Yemeni parties must engage constructively and in good faith to overcome obstacles and find a political solution to end the conflict.</p><p>The issue of governance arrangements for southern Yemen is ultimately a question for the Yemeni people. The UK position - and that of the UN Security Council – is to support the unity, sovereignty and independence of Yemen. It is likely however that a greater degree of autonomy for all Yemen's regions, including the south, will be required to promote stability, as agreed in the National Dialogue outcomes.
