star this property answer text <p>The United Kingdom continues to be deeply committed to enhancing stability and democracy in Bosnia and Herzegovina (BiH). The UK is a strong supporter of European Union Force (EUFOR) Operation Althea's maintenance of the safe and secure environment in BiH, and is proud of its contributions in theatre, and through a reserve company, 1 Scots. Our support for BiH's policing has led to our contributing to establishing a trilateral Police Cooperation Centre (PCC) in Trebinje, resulting in more efficient and effective actions being taken between law enforcement agencies in the region. UK Ministers and officials have made clear to BiH's leaders their responsibility for ensuring that their public rhetoric is not inflammatory or ethnically divisive. <br><br>Following the recent protests, we have made clear to BiH's leaders that they need to respond to the population's legitimate desire for change, most recently when the Secretary of State for Foreign and Commonwealth Affairs, my Rt. Hon. Friend the Member for Richmond (Yorks) (Mr Hague), met the BiH Presidency and Foreign Minister on 27 March. During his recent visit the Foreign Secretary met representatives of civil society and plenums and expressed our support to widen the political space in BiH so as to allow citizens to hold politicians to account. <br><br>Part of our work to widen the political space is the recent British BiH Fellowship Programme. A one-month residential programme in the UK designed to equip BiH's future leaders with the skills and experience to lead positive change in their country. <br><br>The Foreign Secretary also announced continuing UK assistance for BiH's path towards EU membership, in the form of new funding to foster democratic governance in Bosnia by strengthening the judiciary, civil society organisations, governance and supporting BiH's EU accession process. Specific examples include political and financial support focused on strengthening the State Court and State Prosecutor's Office, which will improve the operation of Rule of Law systems in BiH. <br><br>In addition, the UK supports the activities of the Westminster Foundation for Democracy (WFD), whose work in BiH has focused on equipping local non-governmental organisations with the skills they need to provide effective evidence for parliamentary committees. WFD has done valuable work with BiH's Parliament to raise awareness of the value of such committees. This has influenced positively the formation of legislation, and opened up the process of law-making to public scrutiny, while promoting citizen participation in the democratic process.</p>

star this property answer text <p>The protests and plenums are focussing primarily on socio-economic issues, demonstrating the frustration of the population with Bosnia and Herzegovina's (BiH) leaders' failure to implement reforms on issues which matter most to ordinary Bosnians. The UK views these grievances as being rooted in a wider frustration with the functionality of the state, and as indicative of a broader malaise within BiH, which includes the Constitution. The Secretary of State for Foreign and Commonwealth Affairs, my Rt. Hon. Friend the Member for Richmond (Yorks) (Mr Hague), visited BiH on 27-28 March, and emphasised to BiH's leadership the importance of their engaging fully with the population's legitimate calls for change, which will include broader reforms. The UK has made clear, bilaterally and within the EU, that it stands ready to assist BiH's leaders in implementing a wide range of changes, should BiH's leaders demonstrate their commitment to engage fully with protesters, and summon the political will to make reforms.</p>

star this property answer text <p>The recent protests and work of the plenums are evidence of Bosnia and Herzegovina's (BiH) political stalemate and economic malaise. We are making clear to BiH's leaders that the onus is on them to respond to the socio-economic grievances expressed by protesters and the plenums, most recently in the Secretary of State for Foreign and Commonwealth Affairs, my Rt. Hon. Friend the Member for Richmond (Yorks) (Mr Hague)'s meetings with the Presidency and the Foreign Minister on 27 and 28 March. We see an opportunity also for the international community, particularly the EU, to support reform ahead of October's elections. This includes assistance through new initiatives on economic reform and anti-corruption announced by EU Commissioner Fule, and the EU Special Representative's planned ‘Compact for Growth'. We support these efforts to develop and build popular support for concrete reforms in economic governance, transparency and anti-corruption.</p> more like this

star this property answer text <p>The United Kingdom Drug Policy Commission collect data on the numbers affected by drug addiction and publish their findings in their report <em>Supporting the Supporters: families of drug misusers 2009.</em> The findings estimate that nearly 1.5 million people are affected by drug addiction in their families, mostly in poor communities.</p><p> </p><p>Estimates in the Office of National Statistics report ‘Deaths Related to Drug Poisoning in England and Wales, 2012 and Alcohol-related deaths in the UK, registered in 2012' showed that there were 1,496 drug misuse deaths in England.</p><p> </p><p>In England, data on the number of adults who report some signs of drug or alcohol dependence is published by theHealth and Social Care Information Centre, in the <em>Adult Psychiatric Morbidity in England, 2007 report</em>. The report includes information on rates of dependency and access to treatments. This data will be updated in 2014 and will be available in 2017.</p><p> </p><p>The Centre for Public Health, Liverpool John Moores University, published on 25 March, ‘Updating England-specific Alcohol-attributable Fractions', with revised estimates for England showing that over 21,000 people died in 2010 and that over 900,000 people were admitted to hospital in 2010-11 for alcohol-related causes.</p><p> </p><p>Public health prevention, treatment and care in Scotland, Wales and Northern Ireland is a matter for those Devolved Administrations. Each country maintains its own information. For example:</p><p> </p><p> </p><p> </p><p> </p><p> </p><p>- In 2012-13 there were 5,683 drug related discharges from a general acute hospital in Scotland (a European age-sex-standardised rate (EASR) of 107 discharges per 100,000 population). The National Records of Scotland reported that there were 581 drug related deaths in 2012 in Scotland.</p><p> </p><p>- In 2012-13 there were 35,926 alcohol related discharges from a general acute hospital in Scotland (a European age-sex-standardised rate (EASR) of 693 discharges per 100,000 population).</p><p> </p><p>- There were 25,000 referrals for drug and alcohol misuse recorded in 2012 -13 on the Welsh National Database for Substance Misuse.</p><p> </p><p>- Data on the number of drug - related deaths in Northern Ireland is collected by the General Register Office and published in their annual report. The most recent estimates show that there were 110 drug related deaths in 2012.</p><p> </p><p>- Data on the number of drug and alcohol – related hospital admissions is collected by the Hospital Inpatient System in Northern Ireland. The most recent estimates show that there were 15,701 drug and alcohol admissions to hospitals in Northern Ireland.</p><p> </p><p>Data may not be comparable across the UK in all cases.</p>

star this property answer text <p>The Innovation Excellence &amp; Strategic Development Fund (IESD) provides funding from one to three years to support proposals in the health and care field.</p><p> </p><p>A total of £658,902 has been awarded by the Department's IESD Fund in 2014-15 to organisations seeking to reduce alcohol and/or drug misuse. This amount is in respect of seven separate projects. The scope of the activity of these projects and the IESD Fund in general is within England only. The main responsibility for funding of services reducing alcohol and drug misuse is for local authorities. The Department does not hold detailed information on local funding.</p><p> </p><p>A significant proportion of alcohol and drug treatment services is provided by charities and voluntary organisations and is funded by local authorities though the public health grant.</p> more like this

star this property answer text <p> </p><p> </p><p> </p><p>The Coalition Government's approach to preventing drug and alcohol abuse in the UK is captured in the 2010 Drug Strategy and the 2012 Alcohol Strategy.<br><br>The Drug Strategy 'Reducing demand, restricting supply, building recovery: supporting people to live a drug-free life' balances three key themes: reducing the demand for drugs, restricting the supply of drugs, and supporting individuals to recover from dependence. We continue to do all we can to prevent people from using drugs in the first place and intervene early with those who start to develop problems. For example, we are taking action to break intergenerational paths to drug misuse by supporting the UK's most troubled families and supporting practitioners working with young people through the production of an on-line Alcohol and Drug Education and Prevention Information Service.<br><br>We are confident that our strategic approach is producing good results. Drug use has fallen to its lowest level since records began in 1996, and people going into treatment today are more likely to free themselves from dependency than ever before. <br><br>The Alcohol Strategy proposed a range of measures to radically reshape the approach to alcohol and reduce excessive drinking and tackle the crime and health harms associated with it. We have provided more powers for local areas to restrict opening and closing times, control the density of licensed premises, and charge a late night levy to support policing. In May we introduced a ban on the worst cases of very cheap and harmful alcohol sales and are taking forward a wide range of action to tackle alcohol-related crime and disorder. This includes working with 20 Local Alcohol Action Areas to cut alcohol-related crime and disorder, and reduce the damage caused to people's health. Underpinning this work is the goal of promoting diverse and vibrant night-time economies that do not centre on drinking alcohol.<br><br>Through the Responsibility Deal, the alcohol industry has adopted a core commitment to ‘foster a culture of responsible drinking which will help people to drink within guidelines'. This includes a pledge to give consumers a wider choice of lower strength products and take one billion units out of the market by 2015. From April 2013, the NHS Healthcheck included an alcohol risk assessment for adults aged 40-75 year olds, with an assessment every five years. The Chief Medical Officer (Dame Sally Davies) is also reviewing the alcohol guidelines for adults.</p><p> </p><p> </p><p> </p>
