	answer	answer is ministerial correction date of answer 24/11/2015 answer text <p>NHS England does not split the Clinical Commissioning Group (CCG) programme allocation across service categories. CCGs receive an annual allocation calculated by reference to the size of population they commission for, and it is up to the CCG to decide how to spend it, taking into account national policy considerations and a local assessment of need.</p><p>CCGs are required to submit their spending plans and their annual accounts to NHS England. NHS England reviews spending, including for mental health (MH), through the CCG assurance process.</p><p>NHS England has made a requirement of clinical commissioning groups (CCGs) in the planning guidance for 2015/16, The Forward View Into Action: Planning Guidance for 2015/16, that each CCG’s spending on MH services in 2015/16 should increase in real terms, and grow by at least as much as each CCG’s overall funding allocation increase.</p><p>CCG actual and planned spend (not funding) can be split between MH and other categories of expenditure. The table below shows CCG MH spend for Liverpool CCG, for Merseyside CCGs and nationally for all CCGs. In the Spending Review the Government re-affirmed the need for the NHS to deliver £22 billion in efficiency savings by 2020/21 as set out in the NHS’s own plan, the Five Year Forward View. Community pharmacy is a core part of NHS primary care and has an important contribution to make as the NHS rises to these challenges. The Government believes efficiencies can be made without compromising the quality of services or public access to them. We have invested £175 million via the GP Access Fund to commission 57 schemes across the country. In total 18 million patients in 2,500 practices have benefited from improved access to general practice.</p><p> </p><p>The GP Access Fund is promoting greater innovation in how practices offer access. This could be, for example, through networks of practices offering shared clinics at evenings and weekends.</p><p> </p><p>The first independent report on the national evaluation of wave one schemes looked at how schemes have provided more general practitioner appointments and expanded the type of patient appointments to improve patient and staff satisfaction. There is much more to do to ensure prisons are places of decency, hope and rehabilitation.</p><p>Violence in prisons has increased in recent years. The nature of offenders currently in custody and the widespread availability of novel psychoactive substances have both contributed to making prisons less safe. There is no single, simple solution to the problems we face but we are making progress.</p><p>We have launched a two year Violence Reduction project to reduce violent incidents and the propensity of violence in prisons. This project will help us to gain a better understanding of the causes and characteristics of violence in prisons and to strengthen the handling of this. We are also trialling the use of body worn cameras in prisons, developing better case management of individuals identified as being at heightened risk of harming others, introducing a psychologically based assessment tool to understand better local factors driving violence in prisons, and training sniffer dogs to detect novel psychoactive substances. We have also made it an offence to smuggle novel psychoactive substances into prison. 	answer	answer is ministerial correction date of answer 10/05/2016 answer text <p>The Government notes the APPG’s report on Scottish Power and the PowerPlan Cashback Promise.</p><p>Two investigations have already been undertaken into the ‘cashback companies’ and Scottish Power. The first in 2002 was by the Office of Fair Trading, which made recommendations concerning the rules for customers to claim cashback and which the companies implemented. The second, in 2004, was by the Department of Trade and Industry under s447 of the Companies Act 1985. This investigation is confidential, and the findings are prevented by law from publication.</p><p>However it was concluded that there were no grounds for taking further action either against the companies, Scottish Power or the directors involved. This was reviewed again in 2014 when reports were received from the liquidators of the companies, but the position did not change. I can confirm that no new s447 investigation will be taking place.</p><p>The Government has no power to determine liability in this case and has no legal standing to intervene in what is a commercial claim by the liquidator of a limited company against Scottish Power. Our proposals include a database of rogue landlords and property agents, introducing banning orders for serious or repeat offenders, a tougher fit and proper person test, extending Rent Repayment Orders and introducing civil penalties for offences such as failing to comply with an improvement notice or overcrowding a property<strong>. <br></strong><br>In addition, over the last Parliament, we made over £6.7 million available to local authorities to help them tackle rogue landlords in their areas. Action taken in support of this Includes:</p><p>- extending the Right to Buy - which has supported council tenants into home ownership for decades - to housing association tenants. This will give another 1.3 million families the chance to purchase a home at right to buy level discounts;</p><p>- Help to Buy schemes, targeting those wanting to get onto the housing ladder with 80% of sales going to first time buyers, which have so far enabled over 130,000 families to purchase a home;</p><p>- launching, on 1 December 2015, the Help to Buy: ISA which will help first-time buyers save for their first deposit. 	answer	answer is ministerial correction date of answer 03/05/2016 answer text <p>The Government agrees that more mesothelioma research is needed and has taken measures to stimulate an increase in the level of research activity.</p><p>Patients, carers, clinicians and funders have worked in partnership to identify what the priorities in research are. Following a survey and a workshop, the top 10 mesothelioma research priorities were announced in December 2014. The National Institute for Health Research (NIHR) published a final report from the Priority Setting Partnership in July 2015. In advance of the identification of research questions by this partnership, the NIHR highlighted to the research community that it wanted to encourage research applications in mesothelioma.</p><p>The NIHR subsequently invited researchers to apply for mesothelioma research funding, in particular to address the research questions identified through the partnership. Eight NIHR programmes participated in this themed call. Fifteen individual applications were received, of which two have been approved for funding.</p><p>In addition, the NIHR Research Design Service continues to be able to help prospective applicants develop competitive research proposals. This service is well-established and has</p><p>10 regional bases across England. It supports researchers to develop and design high-quality proposals for submission to NIHR itself and also to other national, peer-reviewed funding competitions for applied health or social care research.</p><p>The National Cancer Research Institute is facilitating ongoing dialogue between relevant research funders on the topic of mesothelioma, to discuss what the barriers to research are and what is needed to stimulate research in the field.</p><p>The Chancellor’s Budget Report committed £5 million of LIBOR fines over the next four years for the National Mesothelioma Centre.</p><p>The Department has received recent representations relating to funding of mesothelioma research from the Asbestos Victims Support Groups’ Forum UK and from several hon.
